[4/30/09] The drive aisle width has been increased to 24', but the depth of the tandem
spaces has been reduced in order to accomplish this. The reduction may result in other
impacts, such as the vehicle in the space abutting the drive aisle encroaching into the aisle if
the front vehicle doesn't pull all the way forward. I'm still concerned about the efficiency and
safety of a tandem parking design.
[3/17/09] The parking layout provided with Round 2 shows a 23' drive aisle width. The code
requires a 24' width (Sec 3.2.2(L)). The revised site plan now indicates 71 tandem spaces.
I don't see how this can work efficiently in a parking structure without creating a traffic jam at
peak periods as cars have to be "juggled" around and the only staging area to do this is the
drive aisle.
[10/30/08] We'll need a parking layout for all floors of the parking structure, showing
circulation, parking dimensions, drive -aisles, handicap parking, etc.

Fire department connections shall be installed remote from the buildings, and located on the

point of fire department vehicle access or as otherwise approved by the fire code official. If

detention cell. Each cell needs to be sized and provide the required detention for its
allocated area.
[3/25/09] Before a hearing, more detail on how these quantity detention cells will operate is
required. The City needs to make sure that appropriate areas are draining to the cells and
that some cells are not over taxed, while others have little flow draining to them. The orifice
works needs to be determined as well. Due to the different elevations of the detention cells,
one orifice at the downstream end may not work.

maintain this line if it meets the minimum size requirement of 15 inches. This would reserve
the right for the public to use this storm sewer in the future. If a 6-inch storm sewer were to

property are okay as shown — I know there is a question about them being dedicated where
the planter/ detention boxes are. A sight distance easement does not need to exist in those
areas, it just needs to cover the parkways and the public sidewalk areas. So you can
certainly define two different easement lines. One where the access, utility, drainage and
sight distance easement exists and another where the access utility, and drainage
easement exists.

[11/11/08] Joe Olson, City Traffic Engineer has the following comments:
1) On page 4, the existing turning movement counts do not balance between the two
intersections shown. I would like an explanation as to this discrepancy or have it corrected.
2) The site distributed traffic shown on Figure 5 does not seem to be in line with the
development plan. The plan shows a 314 space parking structure on the south side of Plum
Street whereas the traffic study shows most site traffic turning to the north on Blue
Bell/Scott. It seems that most traffic would park in the structure. The traffic study should be
revised to reflect that and the need for any street improvements should be re-evaluated
given the change in distribution.

you get depth and the road can be built in asphalt than a 2% minimum x-slope is needed.

[5/14/09] • The drainage pipes that cross under the public streets are not meeting the
minimum cover requirements. Really need to look at and see if there is any way that
additional depth on these lines can be achieved. A minimum cover of 3 feet is required and
at Aster Street you are showing that there will be less than 1 foot of cover to flowline. For
Plum, Bluebell and Aster the roads will need to be built in concrete from the limits I have
shown on the plans to help mitigate the cover requirements. Even with building the road in
concrete there will be problems with getting the section built as the pipes will be in the
subgrade prep areas and in Asters case if the pipe can not be lowered with the bell almost if
not extending into the concrete road section. If at all possible we would really like to see the
cover requirements met on Plum Street due to the amount of traffic on Plum Street. Even
with a concrete section we will have problems where the asphalt pulls as it meets the
concrete and without the concrete we are likely to have failure and/ or heaving or sinking at
the pipe area.

depth of the pipe, what portion or portions of the pipe(s) are perforated, what is to be used to
seal the pipes as they go through the structure. How important is it that these not be walked
on. With them being placed in the parkway and adjacent to fire hydrants they will be walked
on. Consider and identify how these structures will be placed next to the street curb and
gutter, what gets built first and how do you get compaction, stability and suppckt between
the two.

regarding the slope of the sidewalks and that the sidewalks need to meet ADA requirements
and can not exceed a 2% cross slope and flat areas shall be min8imized and only allowed in
transition areas where the sidewalk slopes change from one side to the other. If
adjustments need to be made to meet the ADA requirements they shall be done so they do
not impact the street curb height or flowline grades. Any areas that do pool water after
construction will need to be rebuilt so this does not occur.

currently exists, but it needs to be fixed. With additional pedestrian, bicycle and vehicular
traffic at that intersection we need to make sure it will drain and not pool and creating icing
and maintenance problems. As we discussed look at the possibility of lowering the inlet at
the corner and achieving a greater slope. The concrete paving on Plum Street to mitigate
the shallow drainage pipe needs to be extended past this intersection since even with
getting a slope across this intersection we will not be meeting standards so the concrete will
help to reduce the derogation due to drag out of drainage.

The construction parameters and information on the water quality structures needs to be
provided on the utility plans. We will need to get a copy of the signed structural calculations
for the box/wall designs.
