RE: 4 unrelated occupancy request for The Retreat @ 1200 Plum Project Development Plan
(PDP).
Project description:
The Retreat @1200 Plum is intended to be a luxury student housing apartment project consisting of
197 units. The site is located on 2.63 acres of land west of Colorado State University, in the 700 block
of West Plum Street. A parking structure is located south of Building E, along the Scott Avenue
frontage. The parking structure contains 314 spaces. Additionally, on -street parking is available.
Since the property is in the TOD overlay district, no minimum residential parking is required; however,
adequate parking is essential from a leasing standpoint.
Request:
This is a request to allow 4 unrelated persons to occupy a 4 bedroom unit. Code Section 3.8.16(E)(2)
states the decision maker may allow the number of unrelated occupants in a rental unit to be greater
than 3 provided the project can adequately serve the additional occupants. Of the 197 total units, we
are requesting a occupancy modification for 38 four -bedroom units.
As stated above the project will provide 314 off street parking spaces in addition there are 28 on street
parking spaces. Moreover, the project is located only one block from campus and it is adjacent to a
Transfort bus stop. With the available parking, the easy pedestrian access to services and the adjacent
transit stop, this project adequately serves the parking and travel needs of its student occupants.
The project provides areas for student activities and recreation within the building and its interior
courtyard. In addition, the CSU student recreation center and sport fields are only about Y. mile away
adequately serving the recreational and open space needs of the project occupants.

serve the residences of this project are in the attached statement of planning objectives.
