It would appear that the loss of 4 parking spaces in Poudre Valley Plaza, Planned Unit Development (PUD)
would not compromise the parking requirements in the center. With the PUD approved under our old Land
Development Guidance System, where the recommended parking guideline was a range of 3.0 - 5.5 spaces per
1,000 square feet of leasable floor area, the PUD had 285 spaces for 90,400 square feet of floor area, or 3.15
spaces / 1,000 square feet. Losing 4 spaces would put the center at 281 spaces for 90,400 square feet, or 3.11
spaces / 1,000 square feet. As a reminder, our current Land Use Code has no minimum parking requirements for
non-residential uses, only maximum spaces allowed.

The pre-LUC regs for non-residential parking were simply a MINIMUM of 2 spaces per 3 employees. So I agree
it's hard to keep tabs on number of employees. We did however have recommended parking "guidelines" to go
with the regs, and the recommended minimum parking for a shopping center was a range of 3.0 - 5.5/1000 s.f.

The Poudre Valley Plaza PUD was approved in 1995, under the LDGS. Do you recall what the parking
"requirements" or "allowances" were at that time. The center was approved for 90,400 square feet of floor space
with 285 parking spaces. That equates to 3.15 spaces/1,000 square feet. The only thing I see in the Transitional
Land Use Regulations is "for each institutional, business, commercial or industrial use there shall be two (2)
parking spaces for each three (3) employees on the major shift". Under that criteria it would be hard to know, 14
years and numerous business changes later, how many employees there are in the center.
The reason I'm asking is because the administrative hearing for the proposed AT&T WTF was conducted last
night. The facility would displace 4 parking spaces and Rich Lopez, the hearing officer, wanted to know if that
would compromise the parking requirements as approved with the Poudre Valley Plaza PUD.
