A structure can not be placed within an easement. In order for the building to be placed as shown the area underneath the building will need to be vacated. I would suggest checking with Stormwater to determine if a portion of the easement can be vacated before submitting a request to do so. Engineering charges a $400 processing fee for vacating an easement. The applicant is responsible for providing a legal description (which is required to be prepared by a licensed surveyor) and the fees for filing fees.
