34. Question: (Resident) Is there really anything that we can say or do to
have this proposal denied?
Answer: (City Planner) Please do understand that wireless
telecommunications facilities are a permitted use in the
Neighborhood Commercial zoning district. That said, the
proposal must still satisfy and comply with all of the
applicable requirements and standards set forth in the City's
Land Use Code.
35. Comment: (Resident) The people working in the Poudre Valley Plaza
center will not be affected like the residents in the
surrounding neighborhoods.

36. Question: (Resident) Where proposed, is this the optimum location in
the Poudre Valley Plaza center?
Answer: (Applicant) Based on its function and the property owners'
position, this is the optimum site. Every site has its
compromises.
37. Question: (Resident) Did you look at Troutman Park as a possible site
for this facility?
Answer: No answer recorded at the meeting.
38. Comment: (Resident) The emissions from this facility will be less than a
fluorescent light in your home.

company like Verizon want to put equipment here in the
future?
Answer: (Applicant) That is possible. Cell facilities and equipment do
try to co -locate.
28. Question: (Resident) What will AT&T be paying the property owner to
lease this space?
Answer: (Applicant) That is between AT&T and the property owner.
29. Question: (Resident) Should this facility go up and de -value our
properties, what recourse do we have?
Answer: (Applicant) That really is a private legal matter.
30. Question: (Resident) Does the City have experts to evaluate the
potential health hazards associated with this facility?
Answer: (City Planner) I don't think so but I will have to check on
that.
31. Comment: (Resident) There never seems to be an end to the things that
we as neighboring residents have to fight.

32. Comment: (Resident) The uses in the Poudre Valley Plaza center are not
what we thought they would be.

33. Question: (Resident) Can you send these comments to all the people on
the Affected Property Owners mailing list that did not attend
this meeting tonight?

20. Question: (Resident) Why not double the size of the tower and put into
the Larimer County landfill?
Answer: (Applicant) That would not fit the required network for
services.
21. Question: (Resident) Why not put this facility down closer to the
railroad tracks at Manhattan Avenue, to the east?
Answer: (Applicant) That would be getting to close to the search ring.
22. Question: (Resident) The finishes of the building, wall, and tower are to
match the existing buildings in Poudre Valley Plaza, correct?
Answer: (Applicant) Yes, that is correct.
23. Question: (Resident) Could the applicant work with the City's Art in
Public Places?
Answer: (Applicant) We possibly could.
24. Comment: (Resident) Our property values will go down if this tower goes
in. We live in Arborgate, to the east.

residential, which is across the street to the east.

the facility were put in the middle of the Poudre Valley Plaza
center.

Question: (Resident) How many existing parking spaces would be lost
to construct this facility?
Answer: (Applicant) A total of 4 spaces would be lost.
Comment: (McCoy's Restaurant building owner) The 4 spaces that
would be lost are critical spaces. This is the busiest part of
the center.
Response: No response given at the meeting.
Question: (Resident) I am concerned about the aesthetics, coming from
east to west on West Horsetooth Road. There is no stone
proposed on the street side of the facility. This proposed
tower and facility were not part of the original Poudre Valley
Plaza approval. Could this tower be place somewhere else in
the center or somewhere else?
Answer: (Applicant) From a technical standpoint, the facility could be
located somewhere else in the Poudre Valley Plaza center.
Question: (Resident) Will there be noises (humming, etc.) associated
with this facility?
Answer: (Applicant) Because of the heat generated there will be air
conditioning in the building on the ground and that will
make normal air conditioning equipment noise.
Question: (Resident) Did you approach the property owner or did they
approach you?
Answer: (Applicant) We approached the property owner.
Question: (Resident) Is there some way to design the tower to look like
trees, etc?
Answer: (Applicant) That is possible and something we can look into.

8. Question: (Resident) Why choose this location? What is the appeal of
Poudre Valley Plaza?
Answer: (Applicant) AT&T is looking at cell phone use and demand.
They want to identify the holes in services. To determine the
appropriate location 2 things are needed, a willing landlord
and the need for service in the area. We have looked at many
potential sites in the area.
9. Question: (Resident) Has Faith E-Free Church been contacted about
putting this facility on their property?
Answer: (Applicant) Yes, AT&T thinks it's a great site but the church
is not interested. They asked me to leave.
10. Question: (Resident) How about putting the facility on the top of a
building in Poudre Valley Plaza?
Answer: (Applicant) That would be difficult to do.
11. Question: (Resident) Why not put the facility in the middle of the
Poudre Valley Plaza center?
Answer: (Applicant) The landlord would have to agree to that.
12. Question: (Resident) There is an empty lot at the south end of the
Poudre Valley Plaza center. Why not put the facility there?
Answer: (Applicant) There is a future building planned and approved
for that lot.
13. Question: (Resident) Could the facility be put at the northwest corner of
Poudre Valley Plaza, on the outside of the bank building?
Answer: (Applicant) No, there is not enough space between the
building and the street intersection of West Horsetooth Road
and South Shields Street. The tower would have to be too
close to the building and would not function properly.

2. Question: (Resident) Is there a stipulation as to how far apart cell
towers have to be?
Answer: (Applicant) No, not at this time. However, at some point in
time in the future technology will determine separation
requirements. We really want to co -locate equipment, if
possible.
3. Question: (Resident) If this cell tower will only cover a mile or 2, why
not build a bigger tower somewhere else?
Answer: (Applicant) Bigger is not always better. Based on signal
transmission lines and how the areas under/below the
antennas on the tower receive the signals there is the
possibility that there will be dead zones underneath and
closer to the towers.
4. Comment: (Resident) It sounds like the only way to stop building more
cell towers is to stop using cell phones.
Response: (Applicant) There is some truth to that statement.
S. Question: (Resident) What is the RF shadow of this cell tower? What
good is it if the frequency is too high and skips over you?
Answer: (Applicant) I will have to follow up on this question and get
back to you.
6. Comment: (Resident) My biggest concern is the RF shadow. There are
health concerns associated with this facility. However, I don't
know why we're here tonight because we have very little say
about and influence on a decision.
Response: (Applicant) The Federal Communications Commission really
has some information and regulations on this issue.
7. Comment: (Resident) The public really needs to have more information
on the health effects of this type of facility.

PROJECT: AT&T Wireless Telecommunications Facility at Poudre Valley
Plaza

The Applicant is requesting to add a wireless communications facility in the
parking lot at the northeast corner of the Poudre Valley Plaza Center. The
proposed facility would contain a 55 foot high pole, 20 inches in diameter, with
antennas in a sheath 30 inches in diameter on the upper 22 feet of the pole.
There would be an equipment shelter building enclosed in a 6 foot high solid
wall at the base of the pole. The center is located at the southeast corner of
West Horsetooth Road and South Shields Street and is in the NC,
Neighborhood Commercial Zoning District. Wireless telecommunications
facilities are permitted in this District subject to compliance with standards set
forth in Section 3.8.13 of the City's Land Use Code and an administrative
development review process, with a public hearing in front of a Hearing Officer.

Answer: (Applicant) No, I do not. I am a consultant working with
AT&T to help them secure locations for their facilities.

comments & responses) from the Neighborhood Meeting held on December 8,
2008, at McCoy's Morning Glory Restaurant for the proposed AT&T Wireless
Telecommunications Facility in the Poudre Valley Plaza center, located at
the southeast corner of West Horsetooth Road and South Shields Street.
Please be advised that the developer / applicant has submitted plans to
the City to initiate a development review process for the AT&T facility.
The development proposal was submitted on January 29, 2009 and has been
through 1 round of development review by City staff.
I encourage you to review these questions, answers, comments, and responses
thoroughly for completeness and accuracy. Please contact me by phone, at

think that a point was not recorded. These notes have become part of the City's
