Do you have an email address for Dave Freeman. He seems to be misinformed about the detention requirements. We have
grandfathered all existing imperviousness to release at the 100 year rate and are only requiring the new impervious area to be
detained which is considerably less than all other new developments in Fort Collins. They are getting "special" treatment on
this project and don't seem to appreciate it. The plan is to demolish an large area and start over. A lot of Cities would say they
have to meet the full detention requirement. Especially in an area like this that already has problems. In the past we have
grandfathered impervious area on small projects but nothing of this size. A much smaller site, the Hellenic Plaza project near
there, did not get to grandfather in all of their imperviousness.
The concept of pavers is good. I think it is a great idea, but so far we haven't seen anything on how it could work. Just like we
have agreed with Northern on how much volume of detention is needed, but they have not shown how they will get the water
to the detention area. So far they show most of the site releasing undetained. We could be falling into a trap and get another
letter similar to what the developer claimed in his email to Darin. He claims we support his project but then we throw up road
blocks. I would not want Engineering to agree to pavers and then we throw up a "road block" because it doesn't really work.
There seems to be a disconnect between support and designing a project that works.
I think we need to get together in the same room and have an open and frank conversation. Email messages and letters seem
to sometimes cause more issues than they solve.
Again, I hope no one misinterprets this email. I totally support the idea of pavers but is it the silver bullet to solve the issue?

Here are letters for approval for the partial vacation of Columbine Street and the paver system for water retention. Please
forward these to the correct departments that need to review them. Thanks for all of your help.
