courtyards (30' x 60') and there will be approximately 7,000 square feet of interior
amenity space in Building B.
The buildings feature ground level patios with walk -out doors, and balconies at the
upper stories, giving the building a quality residential appearance. The closer setbacks
give the building more of the urban feel that typically occurs with higher density
housing.
The project provides street enhanced sidewalks that that exceed the standards,
reinforcing the streetscape as a comfortable pedestrian route and gathering area with
an urban residential character that exemplifies the urban infill goals of the City.

RE: Alternative Compliance Request for Residential Building Setbacks — The Retreat @
1200 Plum Project Development Plan (PDP).
The Retreat @1200 Plum is intended to be a luxury student housing apartment project
consisting of 197 units. The site is located on 2.63 acres of land west of Colorado State
University, in the 700 block of West Plum Street. The property is zoned Community
Commercial District (CC). There are several existing single -family homes that were built in
the 1950's and are currently rented to students. The intent is to relocate the houses to
another development and replace them with four buildings and a parking structure. The two
larger buildings (A & B) contain 90 and 83 units respectively and are located on Plum Street,
between Aster and Columbine. These buildings are proposed to be five stories and not more
than 70 feet in height. Buildings C & D are smaller buildings containing 16 and 8 units
respectively, and are proposed as four stories with a height of not more than 55 feet. A
parking structure is located south of Building D, along the Scott Avenue frontage. The parking
structure contains 314 spaces and is proposed to be not more than 55' high. Additionally, on -
street parking is available. Since the property is in the TOD overlay district, no minimum
residential parking is required; however, adequate parking is essential from a leasing
standpoint.
This is an Alternative Compliance Request to Section 3.5.2(D) of the City's Land Use Code,
which addresses residential building setbacks. The code requires that setbacks from
nonarterial streets be a minimum of 15 feet.
We are proposing the following street setbacks:
Front yards facing Plum Street (Buildings A, B & D only) - 7 feet
Front yards facing Aster Street and Bluebell Street (Buildings A and B) — 11 feet
Front yards. facing Columbine Street (Buildings B & C)- 11 feet
We are requesting approval for an alternative site layout that we feel meets the standard
equally well or better than a plan that complies with the standards per Review Criteria
3.5.2(D)(2)(a) 2b. and c. in the following ways:
• The buildings will have off-street parking located in a parking structure.
