[3/17/09] The parking layout provided with Round 2 shows a 23' drive aisle width. The
code requires a 24' width (Sec 3.2.2(L)). The revised site plan now indicates 71 tandem
spaces. I don't see how this can work efficiently in a parking structure without creating a
traffic jam at peak periods as cars have to be "juggled" around and the only staging area to do
this is the drive aisle.
[10/30/08] We'll need a parking layout for all floors of the parking structure, showing
circulation, parking dimensions, drive -aisles, handicap parking, etc.
A comment received from Comcast Cable TV states:
"Comcast needs a 6' utility easement on the west and south side of Lot 4 due to existing
facilities. Comcast will not vacate the existing utility easement until the owner pays for
the relocation of Comcast facilities."
Be sure and return all red -lined plans if you re -submit before the administrative public
hearing scheduled for April 23, 2009; or, when you submit Final Plans on April 22nd.
These comments (for the most part) can be addressed with your Final Plan submittal..

[3/17/091 Modification request submitted.
[10/30/08] The proposed trash enclosures for Bldg's A and B don't comply with Section
3.5.1(I)(1) of the LUC. They need to be at least 20' from a public sidewalk or street. They
are closer than 20' to the sidewalk.
Number: 2 Created: 10/30/2008
[3/17/091 The revisions for round 2 show that ROW dedication is no longer proposed.
Therefore, it appears that alternative compliance need only be approved for Bldg. B and D
for what appears to be a 13' setback from the Plum Street ROW line instead of the required
15' setback.
[10/30/08] The applicant's Preliminary Design Review response letter states that an
alternative compliance request to reduce the setbacks along the public streets is included. I
didn't find that request in the materials I received. Was such a request in compliance with
Section 3.5.2(D)(2)(a) received explaining how their plan complies with the review criteria?

[3/25/09] Once.the exact elevation is agreed upon by the City, the grading can be revised.
[11/14/08] The ponding depth at the sump location along Plum Street needs to be
documented for the 100-year storm. All new structures need to be one foot above the peak
water surface elevation.
Number: 72 Created: 11/14/2008
[3/25/09] This is still an option.
[11/14/08] Due to the existing storm sewer being so shallow, and the overall condition of
pipe, replacing the storm sewer at a lower depth may be an option worth exploring. This
could help depth issues with the detention pond.
Number: 90 Created: 3/25/2009
[3/25/091 Before a hearing, more detail on how these quantity detention cells will operate is
required. The City needs to make sure that appropriate areas are draining to the cells and that
some cells are not over taxed, while others have little flow draining to them. The orifice
works needs to be determined as well. Due to the different elevations of the detention cells,
one orifice at the downstream end may not.work.

[3/27/09] There is not enough information provided to adequately review the HEC-RAS
model. On subsequent submittals, please include the following information:
a) Print out of cross-section plots
b) Print out of summary of errors and warnings
c) Standard summary table
Also, please include CD of HEC-RAS model.
Number: 93 Created: 3/27/2009
[3/27/09] All cross -sections have been extended vertically in the model, indicating that the
cross -sections do not extend far enough. If the detailed survey does not extend far enough,
the City's 2-foot aerial should be adequate.
Number: 94 Created: 3/27/2009
[3/27/09] Additional cross -sections may need to be added to the model in order to
adequately determine the impacts on adjacent properties. This project does not necessarily
need to show no rise, but it is important to assess the WSEL impacts on adjacent buildings.

[3/25/091 A meeting is required to determine the details of the design for water quality
mitigation. The details should be consistent with the Urban Drainage Manual or agreed upon
by the City that the design is equal in the degree of mitigation. Once the City feels confident
with the water quality design, the project can go to a hearing regarding this issue.
[11/12/08] Water quality mitigation is required. Methods that are approved in the Urban
Drainage Manual will be accepted. Any other methods may be accepted if approved by the
City's Water Quality Committee.

Comments from Technical Services:
1. Legals and Boundaries Close.
2. Scanning issues on site, landscape and utility plans.
3. This comment still stands — The plat needs a note indicating how streets are dedicated
or if you do not know please note that on the plat as well. We have information on parts
of Plum and Scott Ave and believe this information was provided to Northern. This
information should be placed on the plat as well.

[3/24/09] Thank you for all the collaboration regarding emergency vehicle access. You may
contact PFA in advance of the final inspection (CO) to ensure correct markings for the fire
lane (curb paint and signs).
[11/17/08] REQUIRED ACCESS
A fire lane (Emergency Access Easement) is required on the private access drive west of the
parking structure, and on every non-public street (if any are so dedicated). This fire lane shall
be visible by painting and signage, and maintained unobstructed at all times. Afire lane plan
shall be submitted for approval prior to installation. In addition to the design criteria already
contained in relevant standards and policies, any new fire lane must meet the following
general requirements:
❑ Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of
supporting fire apparatus weights. Compacted road base shall be used only for
temporary fire lanes or at construction sites.
❑ Have appropriate maintenance agreements that are legally binding and enforceable.
❑ Be designated on the plat as an Emergency Access Easement.
❑ Maintain the required minimum width of 20 feet throughout the length of the fire lane
(30 feet for buildings three or more stories in height).
If a fire lane cannot be provided, the building shall be fire sprinklered.

[3/27/091 As we discussed the trash enclosure needs to be modified so that the doors do not
open into the row.
Number: 101 Created: 3/27/2009
[3/27/09] Benches with in the row will require an encroachment permit. You can show
them, but need a note that indicates that these are possible benches and are subject to
issuance of encroachment permits. This applies as well to any of the pedestrian lighting that
might end up within the row as well. This encroachment permit is different than the one
routed to you previously for the water quality structures.

[3/27/09] As part of the final plans —
The construction parameters and information on the water quality structures needs to be
provided on the utility plans. We will need to get a copy of the signed structural calculations
for the box/wall designs.
Number: 106 Created: 3/27/2009
[3/27/09] As part of the final plans —
Need to clarify what curb and gutter on all of the streets is proposed to be replaced and what
is to remain. What is to be removed is not shown on the demo plans and it is not clear on the
utility plans what is new.
Number: 107 Created: 3/27/2009
[3/27/09] As part of the final plans —
Any of the private lines within the row or easements will need to be locatable and registered
with the utility locate system. Fire lines, drainage pipes, electrical lines connecting to
pedestrian lighting.

[3/20/091 The roof drain concept with the landscape planters is an innovative concept. In
order to develop a final solution, a meeting with City Staff is needed to understand options
and identify possible solution.

[3/24/09] The water quality features that are in the parkways need to either have a grate/
plate on top, more rock, pavers or something that brings this area close to grade. A 2 foot
drop in the parkway is not going to be acceptable. It is hazardous for pedestrians and when
you do get an accident you don't want cars, bicyclist or pedestrians ending up in this pit. The
areas behind the sidewalk are less hazardous as with landscaping behind them fewer if any
people will be walking across them and they are far enough away from the travel lanes.
There are also the locations on Bluebell where the water quality feature is between two
sidewalks and suggest that something is done in this area. As we talked about these areas are
going to be revised, so we should be able to work through these issues in the next couple of
weeks.
