Pre -Submittal meetings are offered to assist the designer/builder by assuring, early on in the
design, that the new commercial or multi -family projects are on track to complying with all of the
adopted City codes and Standards listed below. The proposed project should be in the early to
mid -design stage for this meeting to be effective and is typically scheduled after the Current
Planning conceptual review meeting.
Applicants of new commercial or multi -family projects are advised to call 416-2341 to schedule
a pre -submittal meeting. Applicants should be prepared to present site plans, floor plans, and
elevations and be able to discuss code issues of occupancy, square footage and type of
construction being proposed.
Construction shall comply with the following adopted codes as amended:
2009 International Building Code (IBC)
2009 International Residential Code (IRC)
2009 International Energy Conservation Code (IECC)
2009 International Mechanical Code (IMC)
2009 International Fuel Gas Code (IFGC)
2009 International Plumbing Code (IPC) as amended by the State of Colorado
2008 National Electrical Code (NEC) as amended by the State of Colorado
Accessibility: State Law CRS 9-5 & lCC/ANSI A117.1-2003.
Snow Load Live Load: 30 PSF / Ground Snow Load 30 PSF.
Frost Depth: 30 inches.
Wind Load: 100- MPH 3 Second Gust Exposure B.
Seismic Design: Category B.
Climate Zone: Zone 5

control plan. The access control plan will need to be followed and implemented with any
project. Plans will be routed to CDOT for review and approval and the applicant may need
to obtain access permits from CDOT. Note that if the City waives a traffic study, CDOT may
still require a traffic study/report/letter for their purposes.
9. Utility plans may be required for this project and recorded once the project is finalized.
10. A Development Agreement may need to be done with this project with recording fees paid
by the applicant.
11. A Development Construction Permit (DCP) may need to be obtained prior to starting any
work on the site.
Electric Engineering

1. The existing 3-phase electric service comes from a switch cabinet on the eastside of the
property. Any relocation or modification to the existing electric facilities will be at the
owners expense..
2. If the applicant anticipates any increase or change to the electric service they will need to
contact Light & Power engineering @ 221-6700 with power requirements.

2. The applicant should make note of Article 3.2.1(C) that requires developments to submit
plans that "...(4) protects significant trees, natural systems, and habitat". Note that a
significant tree is defined as a tree having DBH (Diameter at Breast Height) of six inches
or more. From aerial photography, it appears one of the trees on the east side of the
property may be a significant tree. If this is the case, a review of the trees shall be
conducted with Tim Buchanan, City Forester (221-6361) to determine the status of the
existing trees and any mitigation requirements that could result from the proposed
development.
Engineering Development Review

1. The comments listed below are based upon a determination through Zoning that the
proposal would need to go through a development review process of some sort (minor
amendment, project development plan, etc.) If a development review process isn't required
then some of these comments would potentially not apply.
2. Larimer County Road Impact Fees and Street Oversizing Fees may be due at the time of
building permit. Please contact Matt Baker at 224-6108 if you have any questions.
3. The City's Transportation Development Review Fee (TDRF) is due at the time of submittal.

4. Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets,
sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this
project, shall be replaced or restored to City of Fort Collins standards at the Developer's
expense prior to the acceptance of completed improvements and/or prior to the issuance
of the first Certificate of Occupancy.
5. Please contact the City's Traffic Engineer, Joe Olson (224-6062), and the Transportation
Planning Department (416-2040) to schedule a scoping meeting and determine if a traffic
study is needed for this project.
6. Any public improvements must be designed and built in accordance with the Larimer
County Urban Area Street Standards (LCUASS). They are available online at:

7. The access control plan for College Avenue specifies that in the long range, an additional
3rd lane be added to College which would come from the existing frontage road and
sidewalk along College Avenue would also be installed. Under the presumption that the
proposed use is of an equivalency or fairly similar to the previous operating use (which may
require a traffic study submittal to demonstrate), it would not be anticipated that frontage
improvements in conformance with the access control plan be required at this time. A
development agreement would be required however in order to stipulate that this
obligation, though not required at this time, is still a requirement of the property and would
be reevaluated with any further development/redevelopment of the property.
8. This site is adjacent to CDOT roadway and all access to the site is governed by an access

1. Water and wastewater services in this area are provided by the For Collins -Loveland
Water District and the South Fort Collins Sanitation District. The districts can be contacted

Stormwater Engineering

1. If the site is required to meet present Land Use Code requirements, onsite water quality
treatment of the runoff is required. Water quality treatment methods are described in the
Urban Storm Drainage Criteria Manual, Volume 3 - Best Management Practices (BMPs).
A method that could be used on an existing site is to direct the downspouts to a landscape
area. Another is if perimeter landscape buffers or parking lot medians are required, they
could be used to treat the runoff in bio-retention areas or rain gardens. Also the existing
detention pond outlet could be modified to include water quality extended detention. If the
zoning requirement is that the site has to meet the Land Use Code to the "extent feasible",
Stormwater can be more flexible on what is required.

2. There is no increase in impervious area proposed, but if that changes, there are other
requirements that will apply. Please contact the Stormwater Utility if there is to be an
increase in impervious area.
Fire Authority

1. PFA has no comments regarding the structure if there is not a change in type of occupancy.
If there is an occupancy change, the site will have to meet Fire Code requirements for
access, water supply and addressing.
2. PERMIT REQUIRED FOR FUELING SYSTEMS
Please note - this comment applies if the old tanks are being removed and new tanks are
being installed.
A permit is required to be issued by Poudre Fire Authority for the installation or removal of
underground fuel tanks and any other installation, removal or change of other components
of the fueling system. Two sets of cut sheets shall be submitted to the PFA Fire Prevention
Bureau prior to issuance of a permit. Cut sheets for USTs shall include the number of tanks,
sizes and type of construction. A PFA inspector shall be notified in advance and shall be
on -site during installation and removal.
Environmental Planning

1. With respect to landscaping and design, the City of Fort Collins Land Use Code, in Article
3.2.1 (E)(2)(3), requires that you use native plants and grasses in your landscaping or
re -landscaping and reduce bluegrass lawns as much as possible. Reveille Bluegrass is
one option for having bluegrass lawns and using less water.

This is a request to find out the necessary requirements for a new tenant at the convenience store
located at 5900 S. College Ave. This property has been vacant for more than 1 year and is located
in the Commercial Zone District.
Comments:
Zoning

1. The freestanding sign is out of compliance with the City's sign ordinance. Per Larimer Co.
records the freestanding sign is 10' x 9', 25' over all height and 2' behind the property line.
As a new tenant as well as re-establishing the convenience store w/fuel sales or any other
permitted use will require that all non -conforming signs be brought into compliance.
2. The property is located in the General Commercial (CG). Since the former c-store/fuel use
has been abandoned for more than 12 months, any reoccupancy will require a minor
amendment and the need to bring the site into compliance with City regulations "to the
extent reasonably feasible". This includes even reoccupancy as a convenience store with
fuel sales. Minor amendment process is per Peter Barnes, Zoning Director. If major
vehicle repair is considered, then a type 2 review is required.
3. Add'I landscaping required along the west property line from curb to property line with a
minimum of 10' wide or actual width if less than 10'. Add'I trees and other landscaping
required at the rear yard area.
4. All exterior building and pole lighting will require fixtures to be down directional.
