[3/30/09] There is still no statement regarding the issuance of CO only with landscape
completion or financial assurance of 125% of value of the landscaping materials and

The following comments were received from Jennifer Petrik of Transportation Planning
(416-2471) on April 2°d:
a. I spoke with DK our bicycle coordinator regarding the placement of the bicycle racks
for the dental office on Timberline. There are a few items to consider.
1) Are employee bicycles allowed in building? This could eliminate the bike
rack on the west side for employees.
2) The habits of bicyclists are to park as close to the entrance of their destination
as possible. When no bicycle racks are provided at entrances, bicyclists lean
their bike against the buildings and lock the bikes to themselves, or lock their
bikes to a nearby tree or sign.
3) A concern for bicyclists is the security of their bicycles. A bicyclist will prefer
to park their bicycle in a visible, noticeable location to avoid theft.
4) We recommend a few locations be considered for the location of the bicycle
racks.
Primary location would be directly nearest the entrance
Secondary location could be location near entrance on east side of
building on a concrete pad
Third location could be location near entrance on south side of
building.
b. There are many attractive bicycle racks available. One low profile option could be the
U shaped rack providing parking for 2 bicycles. There are also clever bicycle rack

The Aspen Dental Care, PDP is scheduled for an Administrative Public Hearing on
Tuesday, April 28`h, beginning at 6:00 p.m. in conference rooms A & B, 281 North
College Avenue. Be sure and return all red -lined plans if/when you re -submit prior to the
administrative hearing, although a re -submittal is not necessary prior to the hearing. The
comments expressed in this letter can be addressed with the Final Plan submittal.

labeled an EMERGENCY Access Easement to ensure it is a legal fire lane. o k
[1/28/09] REQUIRED ACCESS:
A fire lane is required. This fire lane shall be visible by painting and signage, and maintained
unobstructed at all times. A fire lane plan shall be submitted for approval prior to
installation. In addition to the design criteria already contained in relevant standards and
policies, any new fire lane must meet the following general requirements:
❑ Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of
supporting fire apparatus weights. Compacted road base shall be used only for
temporary fire lanes or at construction sites.
❑ Have appropriate maintenance agreements that are legally binding and enforceable.
❑ Be designated on the plat (or by separate document - please consult Susan Joy) as an
Emergency Access Easement.
❑ Maintain the required minimum width of 20 feet throughout the length of the fire lane
(30 feet for buildings three or more stories in height). PLEASE NOTE: The fire lane
shall run the entire length of the north -south drive aisle, running from north drive cut to
south drive cut (borders of the property).

project to go to public hearing. We will want a copy of the recorded easement in Final
Compliance, prior to the Final Plan approvals. Ok

an existing easement in place to allow that to occur or will we need to obtain one?

that the 75' setback is being met. The parking setback that you are currently proposing seems
to scale out at roughly 75-76' so I think we're ok but I'll need to make sure. You can send a
PDF of this area rather than submitting another round of review so we can get you to hearing.
[1/22/09] The parking setback requirement based on the ADT's of this project is 75' from the
ultimate flow line. It's hard to tell, but it appears that the first parking stall is encroaching

[1/22/091 A legal description and exhibit for any additional easement is required for our
review and approval in final compliance. There is an additional TDR Fee of $250 per
dedication as well as Larimer County Filing fees. The county fees will not be known until
we have the final number of sheets to record ($6 for the first page, $5 for each page there
