Yours Truly, A LW Steve Olt City Planner cc: Susan Joy Lindsey Properties Vesta Design Current Planning file #01-09 Page 7 Department: Stormwater-Water-Wastewater Issue Contact: Roger Buffington Topic: Water/Wastewater Number: 14 Created: 1 /26/2009 [1/26/09] Place meter pit and curb stop in a landscaped area outside of hardscaped areas. Meter pit must be within 2 feet of the curb stop. Number: 15 Created: 1 /26/2009 [1/26/09] Include Std Details for water service, meter pit and thrust blocks. Number: 16 Created: 1 /26/2009 [1/26/09] At the point where connection is made to the existing fire line and water service, it appears there will be a fitting with thrust block which will bear against the water service/curb stop/meter pit. Revise so that thrust block bears against undisturbed earth and avoids damage to water service (or revise to eliminate fitting and thrust block at that location). Department: Zoning Issue Contact: Gary Lopez Topic: Zoning Number: 2 Created: 1 /9/2009 [1/9/09] Aerials from Larimer Co. indicate 10-12 vehicle spaces at 3820 S Timberline (Countryside Animal Hosp.) so with the addition of the 18 spaces at Aspen Dental it appears the combined spaces will be under the 34 spaces maximum allowed, taking both building's square footage into consideration. Number: 3 Created: 1 /9/2009 [1/9/09] Please include statement of no CO without landscape installation or 125% of remaining landscaping with financial guarantee in Landscape plan. Number: 4 Created: 1 /9/2009 [1/9/09] We will want an additional parkway deciduous tree along Timberline of 3" caliper and species from Fort Collins approved list and located approximately 40' from tree to south (between that tree and driveway). Number: 5 Created: 1 /9/2009 [1/9/09] Since we're taking both buildings into consideration for parking any trash dumpsters on the 3820 S Timberline site will need to be enclosed if one dumpster is being shared from both sites. Dumpster enclosure for both can be on Aspen Dentals site but needs to be shown. This completes staff (and outside reviewing agencies) review and comments at this time. Red -lined plan from City departments are included with this comment letter. Additional comments and red -lined plans may be forthcoming. Another round of staff review really is necessary. This proposal is subject to the 90-day revision re -submittal requirement (from the date of this comment letter, being February 5, 2009) as set forth in Section 2.2.11(A) of the Land Use Code. Be sure and return all red -lined plans when you re- submit. The number of copies of each document to re -submit is shown on the attached REVISION ROUTING SHEET. Page 6 Number: 21 Created: 1 /28/2009 [1/28/09] WATER SUPPLY: Fire hydrants, where required, must be the type approved by the water district having jurisdiction and the Fire Department. Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Minimum flow and spacing requirements include: Commercial, 1,500 gpm at 20 psi residual pressure, spaced not farther than 300 feet to the building, on 600-foot centers thereafter Residential within Urban Growth Area, 1,000 gpm at 20 psi residual pressure, spaced not farther than 400 feet to the building, on 800-foot centers thereafter Residential outside Urban Growth Area, 500 gpm at 20 psi residual pressure, spaced not farther than 400 feet to the building, on 800-foot centers thereafter. These requirements may be modified if buildings are equipped with automatic fire sprinkler systems. PLEASE NOTE: Thank you for showing the location of the fire hydrant to the north of the property. This should meet the water -supply requirements. Number: 22 Created: 1 /28/2009 [1/28/09] FIRE LINE REQUIREMENT: Buildings that are required to be fire sprinklered shall have a .minimum 6-inch fire line unless hydraulic calculations can support a smaller fire line. Number: 23 Created: 1 /28/2009 [1/28/09] KNOX BOX REQUIRED: Poudre Fire Authority requires a "Knox Box" to be mounted on the front of every new building equipped with a required fire sprinkler system or fire alarm system. Department: Traffic Operations Topic: Traffic Number: 26 [1/30/09] TIS is acceptable. Number: 27 [1 /30/09] WA Issue Contact: Ward Stanford Created: 1 /30/2009 Created: 1 /30/2009 Department: Stormwater-Water-Wastewater Issue Contact: Wes Lamarque Topic: Stormwater Number: 24 Created: 1 /30/2009 [1/30/09] The Developer needs to get written approval/permission for drainage to enter the Sunstone Mixed -Use Site and for Aspen Dental to use the Sunstone Mixed -Use detention pond for this site's detention requirements. Number: 25 Created: 1 /30/2009 [1/30/09] Further analysis needs to take place to determine if any negative impacts occur from Aspen Dental's drainage to the Sunstone Mixed -Use detention pond and downstream system. Please discuss how much free board the detention pond will have after the proposed design is implemented. If the Sunstone Mixed -Use detention pond is to release at a higher rate, an analysis needs to be performed to see if there is any negative effects down stream of the detention pond. Page 5 0 Topic: Landscape Plan Number: 9 Created: 1 /22/2009 [1/22/09] Please show, dimension and label all existing and proposed easements. Number: 10 Created: 1 /22/2009 [1/22/09] Please show all utilities. Department: Light & Power Issue Contact: Doug Martine Topic: Utility Plan Number: 1 Created: 1 /9/2009 [1/9/09] The developer will need to coordinate electric facilities with Light & Power Engineering. Depending on the building's electric service needs, a location for a new electric transformer may be required. This coordination is encouraged to take place before finalizing the plan as additional easements may be required. A 6 foot utility easement is required along the north property line. Normal electric development charges will apply. Please contact Light & Power Engineering at 221-6700. Department: PFA Issue Contact: Carle Dann Topic: Fire Number: 19 Created: 1 /28/2009 [1/28/09] REQUIRED ACCESS: A fire lane is required. This fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: ❑ Be designed as a flat, hard,. all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. Compacted road base shall be used only for temporary fire lanes or at construction sites. ❑ Have appropriate maintenance agreements that are legally binding and enforceable. ❑ Be designated on the plat (or by separate document - please consult Susan Joy) as an Emergency Access Easement. ❑ Maintain the required minimum width of 20 feet throughout the length of the fire lane (30 feet for buildings three or more stories in height). PLEASE NOTE: The fire lane shall run the entire length of the north -south drive aisle, running from north drive cut to south drive cut (borders of the property). Number: 20 Created: 1 /28/2009 [1 /28/09] ADDRESS NUMERALS: Address numerals shall be visible from the street fronting the property, and posted with a minimum of 6 inch numerals on a contrasting background. (Bronze numerals on brown brick are not acceptable). PLEASE NOTE: Because access is not taken directly off Timberline, PFA will require TWO sets of address numerals: one mounted on the Timberline side of the building, and one mounted on the east ("front entrance") side of the building. Page 4 Number: 38 Created: 2/5/2009 [2/5/09] Please note that the Final Site Plan to be ultimately recorded & filed must contain the Owner's Signature block, a Notary Public or Attorney's Certification block, and the Director of Planning Approval block (please see the attached examples). Department: Engineering Issue Contact: Susan Joy Topic: General Number: 6 Created: 1 /22/2009 [1/22/09] This was an incomplete submittal and I'm unable to review it in any detail. Conceptual Review notes stated that a utility plan set was required but all I received was a horizontal control sheet and storm line profile sheet. Appendix E4, the utility plan checklist, was submitted but the corresponding items marked as complete were not present in the design. Please resubmit a utility plan set with all of the highlighted items on E4 completed on the plan set to avoid another round of review. Number: 7 Created: 1 /22/2009 [1/22/09] The access & emergency access easement through the site is not shown on any of the plan sets. Please show, dimension and label, all sheets. Number: 8 Created: 1/22/2009 [1/22/09] Offsite construction is shown in the neighboring parking lot to the south. Is there an existing easement in place to allow that to occur or will we need to obtain one? Number: 11 Created: 1 /22/2009 [1/22/09] The parking setback requirement based on the ADT's of this project is 75' from the ultimate flowline. It's hard to tell, but it appears that the first parking stall is encroaching into that setback. Number: 12 Created: 1 /22/2009 [1/22/09] A legal description and exhibit for any additional easement is required for our review and approval in final compliance. There is an additional TDR Fee of $250 per dedication as well as Larimer County Filing fees. The county fees will not be known until we have the final number of sheets to record ($6 for the first page, $5 for each page there after & each dedication is calculated separately). Number: 13 Created: 1 /22/2009 [1/22/09] More comments to follow when a complete design is submitted with the next round of review. Number: 17 Created: 1 /27/2009 [1/27/09] From Pavement Management: No comments. Number: 18 Created: 1 /27/2009 [1/27/09] From Technical Services: Text issues on the Site and Landscape Plans (see Appendix E6 for all scanning requirements). 2. Vicinity map on the site plan will not scan. Page 3 Number: 45 Created: 2/5/2009 [2/5/09] A note about the installation of landscaping or securing the landscaping is required. Please see the red -lined Landscape Plan being forwarded to the applicant. Topic: Site Plan Number: 28 Created: 2/5/2009 [2/5/09] All landscaping should be removed from the Site Plan. Number: 29 Created: 2/5/2009 (2/5/09] The bike rack must be shown on the Site Plan. The location shown, at the southwest corner of the building, does not appear to be in the most secure location, as set forth in Section 3.2.2(C)(4)(b) of the Land Use Code. Number: 30 Created: 2/5/2009 [2/5/09] On the Site Plan, please identify and label the connecting walkway on the south property line. Number: 31 Created: 2/5/2009 [2/5/09] Please label the sidewalks on the Site Plan. Number: 32 Created: 2/5/2009 [2/5/09] Under Land Use under Site Information on the Site Plan it only shows the zoning district the property is in. The actual land use is "Dental Clinic". Number: 33 Created: 2/5/2009 [2/5/09] The maximum building height under Site Information on the Site Plan is shown to be 28'. The Building Elevations Plans show a height of 18'-8". That is what should be indicated in the Site Information. Number: 34 Created: 2/5/2009 [2/5/09] On the Site Plan, please show the width of the driveway that will extend to the south, into the Sunstone neighborhood center. Also, please show the entire width of the entry driveway from South Timberline Road between the 2 buildings. Number: 35 Created: 2/5/2009 [2/5/09] The sidewalk at the south end of the building, next to the parking area, scales to be 5' wide. It has to be 6' wide to allow for car overhang. Number: 36 Created: 2/5/2009 [2/5/09] The parking spaces on the south side of the building must be a depth of 19' unless the abutting sidewalk width is increased to 6'. The parking spaces on the east and north sides of the building appear to be 6' wide and, therefore, the 18' deep parking spaces are acceptable. Number: 37 Created: 2/5/2009 [2/5/09] The area at the northeast corner of the site, where parallel parking is supposedly proposed, is inconsistent with the same area on the Landscape Plan. Also, Sections 3.2.1(E)(4) and 3.2.2(J) require a 5' wide landscape area with fencing and landscaping here. Page 2 • Citv of Fort Collins Architecture Plus c/o Shannon Doyle 318 East Oak Street Fort Collins, CO 80524 STAFF PROJECT REVIEW Date: 2/5/2009 Staff has reviewed your submittal for ASPEN DENTAL, PDP - Type 1, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Steve Olt Topic: General Number: 46 Created: 2/5/2009 [2/5/09] Please see the Current Planning Department's red -lined Site & Landscape Plans for comments. Topic: Landscape Plan Number: 39 Created: 2/5/2009 [2/5109] One additional street tree must be included in the parkway strip along South Timberline Road, to be approximately 40' north of the existing street tree as shown. Number: 40 Created: 2/5/2009 [2/5/09] The proposed Boulder Raspberry shrubs as shown along the west and south sides of the south parking area will not provide much screening of the parking lot in the Winter. It may be necessary to select another type of plant that is at least 30" high. Number: 41 Created: 2/5/2009 [2/5/09] The proposed Dwarf Mugo Pine in the landscaped area on the west side of the south parking lot is sufficient as long as the variety selected reaches a height of at least 30". Number: 42 Created: 2/5/2009 [2/5/09] The Bike Rack Area as shown at the southwest corner of the building must also be shown on the Site Plan, along with GENERAL LANDSCAPE NOTE 17 (whatever it is intended to say). Number: 43 Created: 2/5/2009 [2/5/09] The area along the east side of the property,, between the driveway and the residential neighborhood to the east, must satisfy the screening and landscaping requirements set forth in Sections 3.2.1(E)(4) and 3.2.2(J) of the Land Use Code. Number: 44 Created: 2/5/2009 [2/5/09] GENERAL LANDSCAPE NOTE 3 is way too general and essentially gives the developer the right to make any changes at any time, in spite of the requirements set forth on the ultimately approved and recorded Landscape Plan. This cannot occur. Any proposed future changes -to the Landscape Plan will require at least a Minor Amendment review and approval by City staff. Page 1
