MOUNTAIN AVE. - ENLARGEMENT OF BUILDING CONTAINING A NON-CONFORMING USE - 4-09 - REPORTS - PLANNING OBJECTIVESBRENNAN AND MARIE EVANS 726 Mountain Avenue Zoning Review 2nd Floor Addition January 20, 2009 To whom this may concern, Post Office Box 1159 Fort Collins, CO 80522 (970) 449-3349 bhe@acm.org In the mid 90's a second story was added to 726 Mountain Avenue which added a master bedroom, bathroom, and closet. I recently purchased this property and am wishing to make a few targeted additions to this previous work to make the house suitable for my small family. Normally, such work would not qualify for the rigors of a full type 2 review but for the in-law apartment (duplex) which has been a part of this house for many years. This apartment qualifies the house as a legal, non -conforming use in Old Town. The changes we are making improve the house: the street view corrects the somewhat odd (lumpy) roof layout into a consistent 2nd floor; adding the bedrooms make the main house much more livable --the current design of the main house does not support a family due to isolation and separation of the two usable bedrooms --these added rooms provide a very usable layout of the house for a small family without going "too big". It makes very little sense to me to convert away the basement apartment which has existed in this house for many years --dating back to the 1950's or earlier. (Permit No. 3055 from Aug, 1931 shows the basement partition being made, according to the online library access'). The apartment is a part of the history of this house and does not lend itself into easily becoming extra space to the main house. I hope that the City understands that I am trying to protect what is already a part of this house, and the modest offset it provides to my cost of owning the house. To call this house simply a duplex in the modern sense is an understatement of what we have here --a house and apartment that are intimately tied to Old Town. Sincerely yours, Brenn n Evans
