Staff Present: Dush, Eckman, Olt, McArdle, Shepard, and Sanchez -Sprague
Agenda Review. Director Dush reviewed the Consent agenda.
Citizen participation:
Chair Schmidt noted Cheryl Distaso, Center for Peace, Justice and the Environment, had made a
request to show a 20-minute documentary. Distaso said that residents of Buckingham were having
trouble getting to P&Z meetings to express their concerns about a music amphitheater being proposed in
their neighborhood. To facilitate that process for them Betty Aragon and David Bartechy visited their
homes and recorded their comments. Distaso agreed the documentary could be in Other Business (after
the Consent Agenda.)
Consent Agenda:
Chair Schmidt asked members of the audience and the Board if they'd like to pull any items from the
Consent Agenda. An audience member requested item # 2, Platte River Power Authority Harmony-
Portner-Boyd Lake 230kV Transmission Line Project, # 9-09/D be pulled from the Consent Agenda

3. Mountain View School Second Annexation and Zoning, # 3-09
Member Stockover moved to approve the consent agenda which includes: item # 1—February 19,
2009 Planning and Zoning Board Hearing minutes and item # 3 -- Mountain View School Second
Annexation and Zoning, # 3-09. Member Wetzler seconded the motion. The motion was
approved 6:0.
Project: Platte River Power Authority Harmony-Portner-Boyd Lake 230kV
Transmission Line Project - Site Plan Advisory Review, #9-09
Project Description: This request for review from the Platte River Power Authority is submitted to the
Planning and Zoning Board as a Site Plan Advisory Review pursuant to State
Statute Section 31-23-209, which limits the City's review to the location,
character and extent of the improvements.
Within the City of Fort Collins, Platte River Power Authority is proposing to
construct approximately 1.0 mile of a 230kV underground transmission line in a
trench along a line that is between the Union Pacific Railroad tracks that cross
