Buffering:
• A 60' buffer on the north will include berming and landscaping to buffer the adjacent
Kitchell Estate neighbors. A combined 80'-100' detention/buffer area will include
detention ponds as well as berming and landscaping to buffer the neighbors to the
south.
• Landscaping will be installed around parking areas to buffer them from adjacent
roadways and adjacent properties.
Landscaping_
• Appropriate landscaping will be installed in the parking area, buffers, around the
building, and at the entrances.
• A xeriscape approach will be utilized for all landscape areas.
Circulation:
• The major access points to the site will come off of Prospect Rd. and County Road 5.
Wetlands and Natural Areas:
• An Ecological Characterization Study will be done with each PDP plan.
(iii) Proposed ownership and maintenance of public and private open space areas
• The owner will be responsible for the maintenance of the site.
(iv) Estimate of Number of Employees for the project site
• To Be Determined
(v) Description of rationale behind assumptions and choices made by the applicant
• This project will comply with applicable city standards where possible in an effort to
create a satisfactory addition to the city.
(vi) Variances
• There are no variances being requested at this time; however PSD and BHA intend to
pursue an addition of a permitted use.
(vii) How Conflicts Between Land Uses are Being Avoided
• Landscape and buffers will be incorporated to minimize conflicts between land uses
and impacts on open spaces.
(viii) Neighborhood meeting
• There have been two (2) neighborhood meetings held.
(ix) Project name and previous project names.
• The project name is Poudre School District/La rimer County Joint Use Campus.

Statement of Planning Objectives
(i) Statement of appropriate City Plan Principals and Policies
The proposed Poudre School District Warehouse overall development plan is consistent with
the City's Comprehensive Plan as per the following:
• The property is located within the U-E zone district. Section 4.27(B)(2) lists
Institutional/Civic/Public uses as a permitted use subject to administrative review.
• Currently, an office and warehouse are not a permitted use. The applicant intends to
request these as an addition of a permitted use.
• Public improvements include utilities within the property as well as road improvements
to Prospect Road.
• Traffic flow patterns within the property will be designed to provide efficient circulation.
• Bicycle and pedestrian access within the site, as well as connectivity to trails and
adjacent properties will be pursued where appropriate.
• Hazardous materials on site shall have a Hazardous Materials Impact Analysis
completed and supplied to the Planning department with each PDP.
• An ecological characterization study shall be completed with each PDP.
• This first phase of this project will include a warehouse facility and will be sited on
approximately ten (10) acres. Development of Phase 1 is tentatively scheduled for fall
of 2009 or spring of 2010. Development of the rest of the site will be determined by
Poudre School District as appropriate. The approximate time frame for future phases is
2010-2015.
