The Table below compares the estimated trip generation to the actual traffic counts that
were conducted at the existing site. As can be seen from the table, the actual total trips in
the morning peak hour were exactly the same as the estimate. However, the distribution
between the ingress and egress varied. The afternoon peak hour actual counts were nearly
identical to the initial estimate found in the TIS. It is also noted that the afternoon peak
hour is the most critical since the traffic volume on the adjacent side streets is at its peak
during this time.

Recommendation
It is recommended that the original estimate used in the December 2008 TIS for the PSD
project be used for the traffic analysis. This recommendation is based on the following:
• In terms of real numbers, the actual counts are very close to the estimate.
• The actual counts contain traffic from other uses that are not associated with the
project.
• The use of the estimates will provide for a more conservative analysis of the
project.
• It is not likely that using the actual counts will change the results of the analysis.

The only issue with the three locations is that it will result in an "over count" of the actual
number of trips that will be generated by the proposed project. The proposed project is
specifically the warehousing operation and the bus and vehicle maintenance facility. The
driveways that have been counted as part of this exercise will pick up some traffic from the
following PSD uses:
• IT Technology Center/staff development
• Operations Center Johnansen Support Services Center
• Security
Nevertheless, since there is not a practical way to separate the various uses from the
driveway counts, it was determined that the traffic counts obtained would be a conservative
number to use for analysis purposes.
Actual Traffic Counts
Traffic counts and vehicle classifications were obtained on February 4, 2009. The counts
were conducted in 15-minute increments for the 2-hours periods described on page two of
this memorandum. The peak hours were determined to be:
• 7:00 — 8:00 AM, and
• 4:15 — 5:15 PM
The raw data counts are provided in Appendix A. The vehicle classification used is as
follows:
• Privately -owned passenger vehicle/pick-ups
• School Buses
• PSD Service vehicles (vehicles with PSD logo)
• Other — outside vendor trucks
The summary of the peak hour totals are presented in the Table below.

As can be seen from the table, it was estimated that the two land uses in question would
generated approximately 108 morning peak hour trip ends and 99 afternoon trip ends.
Methodology for Revised Trip Generation Estimates
A methodology was derived to determine the trip generation of the proposed land uses. It
was decided to count the three driveways of the current operations on Laporte Avenue
during the peak hours of 7:00 — 9:00 AM and the 4:00 — 6:00 PM. The three driveway
locations are displayed in Figure 1.

SUBJECT: PSD Maintenance Facility Trip Generation Validation
Background
The Poudre School District in Fort Collins, Colorado is proposing to construct a new
vehicle/bus maintenance facility, warehousing facility, and a new school on a parcel of
property adjacent to Prospect Road and Larimer County Road 5. The project would also
consist of the Larimer County vehicle maintenance facility. The PSD vehicle maintenance
and the warehousing uses are existing uses of PSD currently being conducted at the facility
located on Laporte Avenue. A Transportation Impact Study (TIS) was prepared by ELB
Engineering, LLC in December 2008 and submitted to the City of Fort Collins for review
and comment.
During a recent neighborhood meeting hosted by the City of Fort Collins, a local resident
suggested that the trip generation estimates used in the Transportation Impact Study were
not valid and suggested that the trip generation estimates be reviewed. The City supported
the suggestion and this memorandum addresses the issue as it pertains only to the
warehousing facility and the vehicle/bus facility of PSD.
Trip Generation Estimates
The trip generation estimates used in the initial TIS were derived from Manual of Trip
Generation, 7th Edition, developed by the Institute of Transportation Engineers. The
resource is the accepted resource for developing trip generation estimates as documented in
the Larimer County Urban Area Streets Standards, Chapter 4 as well as a nationally
accepted resource.
The table on the following page shows the trip generation for the two proposed land uses
as described in the TIS of December 2008:
