The City's Current Planning Department will coordinate the development review process. The required documentation will be submitted to the Development Review Center with each phase of development and distributed accordingly to other City departments and outside reviewing agencies involved in development review. Response: Noted. 13. The applicant/developer is responsible for conducting a neighborhood information meeting prior to formal submittal of the project, as set forth in Section 2.2.2 of the LUC. Response: Two neighborhood meetings have been conducted for this project. 13 Citvof Fort Collins CONCEPTUAL REVIEW STAFF COMMENTS must have a Hazardous Materials Impact Analysis (HMIA) completed and supplied to the Planning Department and the Fire Department. (What do you have? How much? How do you prevent it from being a public threat?) FCLUC3.4.5 Response: Noted — this information will follow in subsequent submittals. Please contact Joe Olson, the City's Traffic Engineer, for information on requirements relating to a traffic study. Joe can be reached at (970)224-6062. Response: Noted. The Traffic Impact Study is included with this submittal. 9. Denise Weston of the Transportation Planning Department indicated that all accesses to the site, as proposed, are of concern. Please contact Denise, at (970)416-2643, if you have questions about her comment. Response: Engineers would like to meet with the City to discuss. 10. This development request will be subject to the Development Review Fee Schedule that is available in the Development Review Center. The fees are due at the time of submittal of the required documents for the appropriate development review process (Overall Development Plan, Project Development Plan, Final Compliance) by City staff and affected outside reviewing agencies. Response: It is our understanding that PSD does not pay fees. 11. This development proposal is subject to the requirements as set forth in the City's LUC, specifically Articles 2. Administration (Development Review Procedures), Article 3. General Development Standards, Division 4.2, Urban Estate District, and Division 4.28, Industrial District. Copies of Article 3, Division 4.2, and Division 4.28 are available on the City of Fort Collins website @ www.fcaov.com. Go to Departments, then Planning & Zoning. KNOX BOX REQUIRED Poudre Fire Authority requires a "Knox Box" to be mounted on the front of every new building equipped with a required fire sprinkler system or fire alarm system. PERMITS/CUT SHEETS Permits are required from PFA to install fueling systems. Two sets of plans shall be provided to PFA for review; these cut sheets shall show the number, size, contents and construction of the fuel tanks and their assemblies. Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Minimum flow and spacing requirements include: • Commercial, 1,500 gpm at 20 psi residual pressure, spaced not farther than 300 feet to the building, on 600-foot centers thereafter. These requirements may be modified if buildings are equipped with automatic fire sprinkler systems. 97UFC 901.2.2.2 Response: Noted. f. SPRINKLER REQUIREMENTS This proposed building (supermarket) shall be equipped with approved, automatic fire -sprinkler systems. Also, any proposed building that exceeds 5,000 square feet for Type V construction shall be fire contained or fire sprinklered. 97UBC Table9-B (City of Fort Collins Amendment) Response: Noted. g. FIRE DEPARTMENT CONNECTION Fire department connections shall be installed remote from the buildings, and located on the street or fire lane side of buildings, fully visible and recognizable from the street or nearest point of fire department vehicle access or as otherwise approved by the fire code official. If possible, a fire hydrant shall be located within 100 feet of the FDC. PFA Bureau Policy Response: Noted. h. FIRE LINE REQUIREMENT Buildings that are required to be fire sprinklered shall have a minimum 6-inch fire line unless hydraulic 10 CONCEPTUAL REVIEW STAFF COMMENTS Citvof Fort Collins be used only for temporary fire lanes or at construction sites. * Have appropriate maintenance agreements that are legally binding and enforceable. * Be designated on the plat as an Emergency Access Easement. * Maintain the required minimum width of 20 feet throughout the length of the fire lane. A fire lane plan shall be submitted for approval prior to installation. If a fire lane is not provided, all buildings out of access (exceeding the 150-foot requirement) shall be equipped with an approved automatic fire -sprinkler system. 97UFC 901.2.2.IL; 901.3; 901.4.2; 902.2.1 Response: Noted. C. ADDRESS NUMERALS Address numerals shall be visible from the street fronting the property, and posted with a minimum of 6 inch numerals on a contrasting background. TURNING RADII Minimum turning radii for emergency -response apparatus on any fire apparatus roadway is 25 feet inside, 50 feet outside. UFC 902.2.2.3 Response: Noted. e. WATER SUPPLY E Citvof Fort Collins 6a CONCEPTUAL REVIEW STAFF COMMENTS C. The transformer location(s) must be coordinated with Light & Power. Response: Noted. d. The City will install street lights only if the internal streets are public and dedicated to the City. Response: Noted. Please contact Dana Leavitt, the City's Environmental Planner, for comments and concerns related to environmental and natural resource issues. Dana can be reached at (970)224-6143. Response: Per a conversation with Dana Leavitt, the only comment at this time is that section 3.4.1 in the Land Use Code shall apply. That is noted. 7. Carie Dann of the Poudre Fire Authority (PFA) offered the following comments: a. Many of the buildings, as proposed, appear to be out of required emergency access. Emergency access easements are needed if the internal streets are not dedicated to the City of Fort Collins. Response: Noted. These easements will be dedicated at the time of individual PDP submissions. b. REQUIRED ACCESS Fire access roads (fire lanes) shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the PFA's jurisdiction when any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access as measured by an approved route (from a public street) around the exterior of the building or facility. This fire lane shall: * Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. The design of this site must conform to the drainage basin design of the Boxelder/Cooper Slough Master Drainage Plan, as well the City's Design Criteria and Construction standards. Response: Noted. e. The city wide development fee is $4,420/ acre ($0.1015/sq.ft.) for new impervious area over 350 sq.-ft. No fee is charged for existing impervious area. This fee is to be paid at the time each building permit is issued. Response: It is our understanding that PSD does not pay fees. Please contact Glen, at (970)224-6065, if you have questions about these comments. 5. Bruce Vogel of the Light & Power Department offered the following comments: a. The "good" news is that the City has power on the north side of East Prospect Road along this property. The "bad" news is that the power is on the south (wrong) side of the existing Cache La Poudre Reservoir Inlet Ditch, meaning that a crossing (or crossings) of the ditch will be required. There will be no problem providing electric service to the development once onto the property. Response: We anticipate that power will cross the ditch at access points (box culvert). b. The City's normal electric development charges will apply. Response: It is our understanding that PSD does not pay fees. 7 CONCEPTUAL REVIEW STAFF COMMENTS Citvof Fort Collins will be copied on the drainage submittal, so an extra copy is needed. Easements may be needed if the County Road ditch system does not contain/control the runoff. If the County thinks the City of Timnath may have concerns of where the runoff is directed they also may need to comment. Response: We have spoken with Don Magnuson and he will allow the discharge into the ditch. There is no other outfall available - we anticipate at this time detaining to 0.2 cfs per acre which is a substantial improvement. b. In the City, on -site detention is required with a 2-year historic release rate for water quantity. Parking lot detention for water quantity is allowed as long as it is not deeper than one foot. Water quality treatment is also required as described in the Urban Storm Drainage Criteria Manual, Volume 3 - Best Management Practices (BMPs). Response: Noted. C. The irrigation ditch owners or companies will need to sign off on the plans. The Lake Canal is the one to the south and probably is not impacted by this project. Prior to the start of any utility or grading work on the site a Development Construction Permit (DCP) will need to be issued. This permit is issued by Engineering. Response: Noted. j. A street connection to the westerly property will be requires (as shown on the proposed Site Plan). Response: Noted. k. Spacing of access points on East Prospect Road need to meet LCUASS standards. They are shown as lining up with existing streets on the south side of East Prospect Road and appear to meet the standards. Response: The streets have been spaced within LCUASS standards. Note that an additional access has been added along Prospect. This access also meets spacing criteria. Please contact Randy, at (970)221-6605, if you have questions about these comments. 3. Roger Buffington of the Water/Wastewater Department offered the following comment: a. Water and sewer service in this area is provided by the ELCO Water District and Boxelder Sanitation District. Please contact Roger, at (970)221-6854, if you have questions about his comment. Response: Noted. 4. Glen Schlueter of the Stormwater Utility offered the following comments: a. The biggest drainage issue for this site is the drainage outfall. Generally, the use of an irrigation ditch as a drainage outfall is prohibited; however, with analysis and ditch company approval, this may be acceptable. The ditch companies may dictate a different release rate than the City Drainage Master plan. Larimer County will need to be involved with the drainage system outfall and 5 Cityof Fort Collins 6a CONCEPTUAL REVIEW STAFF COMMENTS Response: We are planning to dedicate the 57.5' of Right of Way. PSD previously made agreements with the City that only a 10' utility easement would be placed on the north side of Prospect. North of the 10' utility easement will be a new 50' ditch easement and then the existing 30' sewer easement. With the sewer easement and pipe already in place, it will not be possible to dedicate 15'. In reviewing the plat for Saratoga Falls, it appears the intent is to keep CR5 centered on the section line. e. The applicant will need to construct "ultimate" street improvements along the frontage of the site on East Prospect Road and any off -site improvements needed for proper curb & gutter transitions. East Prospect Road will likely retain rural feel on the south side, with borrow ditches. The ditch would need to be relocated north to accommodate ultimate frontage improvements. Response: It is anticipated that the project will be constructed in phases and road improvements will coincide with each phase of the development. The first phase is only planning on widening for the required eastbound left turn lane per the T.I.S. The project will be set up for the ultimate road. f. Internal streets would not be required to be public streets. If proposed as public streets then they would need to be constructed to current LCUASS standards with sidewalks, pavement width, and utility easements behind the ROW. If public, the classification of roadway will be determined by the traffic study and anticipated volumes. The City of Fort Collins does not have standards for private drives. Some of the curves shown don't appear to meet street horizontal design standards. Response: It has not yet been determined if the internal network will be public or private. Streets may be dedicated. The necessary R.O.W. with be dedicated as part of individual PDP submissions. g. This project will need to prepare and submit utility plans. Response: Noted. Specific plans will be submitted as part of a PDP. h. Randy Maizland of the Engineering Department offered the following comments: a. Larimer County Road Impact Fees and Street Oversizing Fees will apply to this development request and will be due at the time of building permit. Please contact Matt Baker (970-224-6108) if you have questions about the Street Oversizing Fees. Response: Noted. b. Transportation Development Review Fees (TDRF) will apply to this project and are due at the time of submittal. For more information, see http: / / fcgov.com/ engineering / dev-review. phi). Response: It is our understanding that PSD does not pay fees. C. A Transportation Impact Study (TIS) will need to be submitted with this project. Please contact Joe Olson (970- 224-6062) with Traffic Operations and Denise Weston (970- 416-2643) in Transportation Planning to schedule a scoping meeting to discuss what will be needed in the TIS. Response: The TIS has been discussed with Denise Weston and Joe Olson of the City. For this project, a full transportation study has been required and prepared. The TIS is now completed and submitted with this application. d. As part of the development proposal on this property dedication of street right-of-way (ROW) is required. * Both East Prospect Road and County Road 5 are defined as 4-lane arterial streets on the City's Master Street Plan. The applicant will need to dedicate 57.5' of ROW from the existing centerline of both roads, plus a 15' utility easement behind the ROW. The applicant will need to determine what was done with the Serratoga Falls development. The centerline of County Road 5 may have been shifted. 3 City of Fort Collins 6a, CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: September 22, 2008 ITEM: Poudre School District - Larimer County Joint Use Facility APPLICANT: BHA Design, Inc. c/o Cara Morgan 1603 Oakridge Drive Fort Collins, CO. 80525 LAND USE DATA: Request for a multi -building, multi -use facility on the north side of East Prospect Road between I-25 and County Road 5. The property is currently owned by the Poudre School District and their intent is to share a warehouse and facility management project with Larimer County. The development site is approximately 98.5 acres in size. There could be a future school on the easterly 39 acres of the property. The property is in the UE, Urban Estate and I, Industrial Zoning Districts. COMMENTS: 1. Jenny Nuckols of the Zoning Department offered the following comments: a. This property is in the UE, Urban Estate and I, Industrial Zoning Districts in the City of Fort Collins. Some of the proposed uses in the joint facility may not be permitted in the UE District. Response: Noted. BHA and PSD intend to pursue an addition of a permitted use with this project. b. The request should comply with all applicable regulations and standards set forth in Article 3 - General Development Standards and the Permitted Uses, Land Use Standards and Development Standards in Division 4.2 - Urban Estate District and Division 4.28 - Industrial District of the LUC.
