Global Village Academy, a proposed public charter school at the northwest corner of
Horsetooth and Taft Hill, will be processed in a two-step process. This is due to the
requirements of Colorado state statues that clearly specify a Site Plan Advisory Review
must be considered by the Planning and Zoning Board within 30 days of submitting.
The applicant has indicated that the submittal date will be Friday, December 6, 2013.
The applicant has further indicated that even though the January 9, 2014 Planning and
Zoning Board public hearing will be three days past the 30 day timeframe, this slight
delay is acceptable. But, scheduling to the February 13, 2014 P & Z hearing is
unacceptable to the applicant.
Step One: The submittal on December 6, 2013 will consist of only a Site Plan,
Landscape Plan, Architectural Elevations and Lighting Plan. This is what is required for
a Site Plan Advisory Review. The staff review meeting for this submittal will be
Wednesday, December 18, 2013. Per state statues, this submittal will be reviewed for
location, character and extent and compliance with City Plan. This process will
culminate with the Jan. 9, 2014 P & Z hearing. If the Board denies the S.P.A.R., the
applicant may appeal the decision to the State of Colorado Charter School Governing
Board.
Step Two: At some undetermined date, the applicant will submit Utility Plans, Drainage
Reports and Transportation Impact Studies. This submittal will then be routed and a
staff review date will be. selected. This submittal will be reviewed by the full force and
effect of the requirements found in the City Code. There is no public hearing associated
with this process.
