The annexation meets CRS 31-12-104 that not less than one -sixth of the perimeter of the area to be annexed is contiguous with the City of Fort Collins. The Eagle View Third Annexation gains its required 1/6 contiguity to existing City limits mainly from a common boundary with the Sunrise Ridge Annexation (May 2005) and the Sunrise Ridge Second Annexation (March 2006) to the west of the Strauss Cabin Road, but also from the McCelland's Creek PD & PLD Second Filing Annexation (September 2007) at the Kechter Road/Strauss Cabin Road intersection. City, of /,.Fort -Collins ANNEXATION IMPACT REPORT NAME OF ANNEXATION: Eagle View Third Annexation and Zoning DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL: Current Planning 281 N. College Ave. PO Box 580 Fort Collins, CO 80522 970.221.6750 970.224.6134 - fax fcgov. com/current planning December 2, 2008 (initiating resolution) and December 16, 2008 (1st reading) The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates a municipality shall prepare an annexation impact report and file a copy of the report with the Board of County Commissioners governing the area proposed to the annexed. Attached to this report are the following: (a) A map showing the present and proposed boundaries of the City of Fort Collins in the vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins are depicted by the Urban Growth Area Boundary as agreed to by the Larimer County Board of Commissioners and the Council of the City of Fort Collins and contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA. (See Exhibit A). (b) A map showing present streets, major water trunk lines, sewer interceptors and outfalls, other utility lines, and ditches, an the proposed extension of such streets in the vicinity of the above referenced annexation. (See, Fort Collins Urban Growth Area Master Street Plan for present and proposed extension of streets; Water Master Plan 1986 for present and proposed extension of water utility lines; Sewer Master Plan 1986 for present and proposed extension of sewer utility lines; and, Exhibit B for other utility lines and ditches). On November 21, 2008, the Petitioners (Dale and Terri Brown) submitted an Annexation Petition to the City of Fort Collins for the Eagle View Third Annexation. The "L" shaped Eagle View Third Annexation is a request to annex mainly road rights -of -way including about '/ mile of the right -of way of Kechter Road, from its intersection with Strauss Cabin Road to.a point about '/< mile west of 1-25, and about'/2 mile of the right - of way of Strauss Cabin Road, from its intersection with Kechter Road to a point about '/2 mile south of Harmony Road. The total size of the annexation is 5.9 acres with about .16 acres owned by the Petitioners which is located on the south side of Kechter Road. The requested zoning for this annexation is the RUL-Rural Lands Zoning District. The RUL District is for privately owned lands that are planned as a rural edge to the community. Rural lands include but are not limited to community separators, clustered residential development, large lot residential, natural area buffers and corridors, and other open lands of similar character and purpose. Exhibit A — map of the City of Fort Collins showing urban growth area boundary and city limits; 4. Exhibit B — map of ditches, canals, and waterways; 5. Map of Electrical Service Areas; 6. Map of the City of Fort Collins Water District Service Areas; 7. Map of Fort Collins Urban Growth Area Master Street Plan; 8. Map of Fort Collins Structure Plan; 9. Map of Fort Collins Zoning District, and 10. Map of Fort Collins Stormwater Basins. This Annexation Impact Report is being forwarded along with the Petition for Annexation for these properties. This annexation request will go before the Fort Collins City Council on December 2, 2008, (initiating resolution) and is scheduled for December 16, 2008 (1st ordinance reading).
