The previous/current use for this building is the Dayspring Church. The scope of this transportation impact study (TIS) was discussed with Joe Olson/Ward Stanford, Fort Collins Traffic Operations on September 5, 2008. Since the trip .. generation is expected to be low, a memorandum documenting compliance with the "Larimer County Urban Area Street Standards" (LCUASS), 4.2.3D - No TIS Required was requested. The building size is 15,400 square feet. Using Trip Generation, 7t° Edition, ITE, as the reference document, the previous use (Church, Code 560) would generate 137 daily trip ends, 11 morning peak hour trip ends, and 10 afternoon peak hour trip ends. The Larimer Center for Mental Health facility will have 11,400 square feet of office and 4,000 square feet of common area. The common area would provide support services for clients. The current/expected number of clients is 20 per day. The clients arrive at 9 am and leave at 5 pm. Most clients (75%) arrive by, public bus or shuttle. It is expected that the trip generation associated with. clients would be: 24 daily trip ends, 12 morning peak hour trip ends, and 12 afternoon peak hour trip ends. The General Office Land Use (Code 710) from Trip. Generation, 7t" Edition, was used to calculate the expected vehicular trip generation for the office component. The calculated trip generation is: 126 daily trip ends, 18 morning peak hour trip ends, and 17 afternoon peak hour trip ends. The total expected trip generation for this facility would be: 150 daily trip ends, 30 morning peak hour trip ends, and 29 afternoon peak hour trips ends. The following addresses each of the items in LCUASS, 4.2.3D, No TIS, Required. Vehicular Traffic: a. The trip generation in the peak hours will be less than 50 vehicles per hour; b. No new accesses are proposed; c. As a redevelopment, there will not be more than 20 new peak hour trip ends; d. There will not be a change in the type of traffic; e. The land use will not cause less than acceptable level of service on the adjacent streets and intersections; f. There is no significant accident history on nearby streets and intersections; and g. The land use proposal will not directly access to US287 (South College Avenue). Pedestrian Traffic: There are no pedestrian facilities in the area. Bicycle Traffic: Bicycles currently utilize the shoulders along on College Avenue in this area. It is respectfully requested that no further transportation impact analyses be required for the Larimer Center for Mental Health at 125 Crestridge Street.
