If there is less than a 10% increase in traffic due to the proposed change of use, then the Engineering Department will work with the applicant on determining the extent of minor improvements to the existing sidewalk and construction of a new sidewalk. Where there is no sidewalk, the standard would be to construct a new walk that is 4.5 feet wide and detached from the curb by 6 feet. Deciduous shade trees are then planted in the parkway. Where there is an existing sidewalk, adding a minimum of four foot wide walk may be appropriate. In any event, a site inspection by the Engineering Department would be in order. As you proceed with interior renovation, please be aware that construction materials that are removed do not have to necessarily be hauled to the landfill. Rather, there are firms that accept used materials for resale. For further information, please contact Dana Leavitt, 221-6750. 13. Bike racks would need to be added near the entrance. Recycle containers for curbside pick up need to be added as well. 14.The site is located in the South College Avenue Corridor Plan area. For further information, please contact Timothy Wilder, 221-6756. 4 currently serving only Phase Two of the Southwest Annexation and is one to two years away from providing service. Upon being served by the City, the electrical rates will be lower and the existing electrical transformer will need to be upgraded. The transfer of power will be at the City's expense. The outage will be coordinated with the owner and tenants and should not cause of problem. 4. The site will be served by the Fort Collins Loveland Water District and the South Fort Collins Sanitation District. Please contact Terry Farrill, 226- 3104, for further information. 5. Since there are no additions of impervious areas being proposed, a drainage study is not required. Please include a statement in the planning objectives that no increase in impervious area is proposed. Also in the future, if there is an increase in imperviousness greater than 1000 square feet, a drainage and erosion control report and construction plans are required and must be prepared by a Professional Engineer registered in Colorado. A grading plan is required when there is between 1000 and 350 square feet of new imperviousness, but no drainage study is required. There are no requirements for less than 350 square feet except documentation of the square footage. 6. Also in the future, if there is an increase in imperviousness greater than 1,000 square feet, onsite detention is required with a 2-year historic release rate for water quantity. Parking lot detention for water quantity is allowed as long as it is not deeper than one foot. Water quality treatment is also required as described in the Urban Storm Drainage Criteria Manual, Volume 3 — Best Management Practices (BMPs). Extended detention is the usual method selected for water quality treatment. 7. The design of this site must conform to the drainage basin design of the Fossil Creek Drainage Master Drainage Plan as well the City's Design Criteria and Construction standards. 8. The city wide development fee is $4,420/acre ($0.1015/sq.ft.) for new impervious area over 350 sq.-ft. No fee is charged for existing impervious area. This fee is to be paid at the time each building permit is issued. 9. A Transportation Impact Study is required. Please contact Ward Stanford, 221-6820, to determine the scope of this study. If it is determined that there is 10% or more traffic on either Crestridge or Venus, then these two streets, including sidewalks, will have to be brought up to current urban standards. Once the streets, sidewalks, curb, gutter and pavement depth have been improved, inspected and accepted by the City, then the City will take over perpetual maintenance. 3 CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins ITEM: Spirit Crossing Office and Clubhouse Conversion of an Existing Church at 125 Crestridge Road MEETING DATE: August 18, 2008 APPLICANT: Larimer Center for Mental Health c/o Mark O'Donnell, Doberstein and Lemburg Commercial, Inc.,1531 Riverside Drive, Fort Collins, CO 80524. LAND USE DATA: This is a request to convert an existing building, currently occupied by a church, into an office and clubhouse for a private non- profit organization that provides mental health services to the public. The building contains 15,400 square feet. Approximately 11,400 square feet would be for administrative offices and 4,000 square feet would be a common area for providing support services for clients. Services include job training, vocational training and food service. The facility would be open Monday through Friday between the hours of 9:00 a.m. and 5:00 p.m. An average of 20 clients per day is expected. No building additions are planned. There would be no exterior additions. Renovations would be for interior areas only. COMMENTS: 1. The site is zoned C-C, Community Commercial. There are two land uses proposed — 1) office and 2) day shelter. Please note that the day shelter must not exceed 10,000 square feet in size and be within one -quarter mile (1,320 feet) of a Transfort route. Since the day shelter is permitted subject to review by the Planning and Zoning Board, the entire project would be a Type.Two review. A Type Two review requires a neighborhood information meeting. 2. As a change of use, the site and parking lot would have to be brought into compliance with current standards to the maximum extent feasible. 3.
