Box 580 Fort Collins, CO 80522-0580 Dear Susan: Figure 1 shows a site plan of the Larimer Center for Mental Health building at 125 Crestridge Drive in Fort Collins. Both Venus Avenue and Crestridge Drive are classified as local streets adjacent to the subject parcel. These streets were built, as approved by Larimer County, a number of years ago. They are approximately 50 feet wide, which is wider than a normal local street in the City of Fort Collins. Under current "Larimer County Urban Area Street Standards" (LCUASS), local streets should have a detached sidewalk. In addition, the minimum off-street parking setback distance for local streets should be 40 feet from the flowline (LCUASS, Figure 19-6). With this letter, I am requesting your approval of variances related to the sidewalk configuration and for the parking setback from the flowline. The sidewalk plan has been revised to show the standard detached sidewalk where it was possible (along Venus Avenue). The detached sidewalk is 4.5 feet wide. The sidewalk along Crestridqe Drive needs to be attached due to the location of mature trees to the south of the existing sidewalk. The attached walk will be six feet wide. The new sidewalks will be constructed to the LCUASS standards. Due to the width of Crestridqe Drive and the on -street parking, pedestrians on this attached sidewalk will be 10-15 feet from the travel lane on Crestridge Drive. This is approximately the same distance from the travel lane on a local street with a parkway and on -street parkinq. There are three existing driveways that access parking lots on this site. The driveway to the south parking lot from Venus Avenue and the driveway to the north parkinq lot from Crestridqe Drive meet the parking setback criteria in LCUASS, Figure 19-6. The driveway to the north parking lot from Venus Avenue has a parking setback of approximately 22 feet. This parking lot has 18 spaces. The primary access to the north parking lot will be via the driveway to Crestridqe Drive. The daily volume at the subject driveway (to Venus Avenue) will be considerably less than 100 vehicles. The probability of there being unpacking maneuvers at the two parking spaces closest to Venus Avenue while a vehicle is entering this driveway is near zero. Based upon the above analyses, the requested variances will not be detrimental to the public health, welfare and safety.
