• Conceptual Review Application
Description of Proposal:
1) Administration Offices: We anticipate moving 12-15 Administrative type of staff into
individualized Offices. These would be considered general office type of office setting.
2) SPIRIT CROSSING CLUBHOUSE AND VOCATIONAL SUPPORT PROGRAM:
Clubhouse activities are open to active consumers of LCMH. The Clubhouse is a certified
Model of Rehabilitation with the International Center for Clubhouse Development.
Vocational support includes transitional employment, supported employment and job
development, career counseling, supported education, and job -seeking skills training.
Clubhouse members and staff operate the facility jointly. Clubhouse work -ordered day
activities include preparing and serving lunch daily, clerical and retail work, computer and
data entry, newsletter publishing, and facility maintenance. Recovery oriented activities
include weekly socials and recreational outings, wellness classes, fundraising, consumer
advocacy, community education and program development responsibilities.
3) Mental Health, Substance Abuse, and Other Counseling Services: We will provide
offices for some in -home therapists as well as do some in office counseling services, both
group and individual.
Other items: I would anticipate that approximately 30-35 employees will move to
this office immediately with up to 10-15 more in future years. I would anticipate upward
• of 20 clients per day at the start, totaling as many as 40 in the long run. The clients and
all the staff probably will not all be there at the same time.

Conceptual Review
Application
All proposed development projects begin with Conceptual Review. Anyone with a development idea can
schedule a Conceptual Review meeting to get feedback on prospective development ideas. At this stage, the
development idea does not need to be finalized or professionally presented. However, a sketch plan and this
application must be submitted to City staff prior to the Conceptual Review meeting. The more information you
are able to ,provide, the better feedback you are likely to get from the meeting. Please lie aware that any

information submitted maybe considered, a, public, record,' available for review by anyone who requests it;
includirnthe media.
Conceptual Reviews are scheduled on three Mondays per month. One half-hour meeting is allotted per
applicant. Please call Planning and Zoning at 416-2283 or 221-6750 to schedule a Conceptual Review
meeting. Conceptual Review is a free service. Applications and sketch plans must be submitted to City staff no
later than 5pm on the Tuesday prior to the Monday Conceptual Review meeting. Application materials can be
dropped off in person to 281 N. College, emailed to RMichelsftfcoov.com (or ftcplanning@msn.com) or faxed
(970) 224-6134.
At Conceptual Review, you will meet with staff from a number of City departments, such as Current Planning,
Light and Power, Stormwater, Water/Wastewater, Zoning, Transportation, Engineering, and Poudre Fire
Authority. Comments are offered by staff to assist you in preparing the detailed components of the project
application. There is no approval or denial of development proposals associated with Conceptual Review. After
the meeting, a City planner will follow-up with the applicant in writing, summarizing staffs comments.
