fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan
shall be submitted for approval prior to installation. In addition to the design criteria already contained in
relevant standards and policies, any new fire lane must meet the following general requirements:
• Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting
fire apparatus weights. Compacted road base shall be used only for temporary fire lanes or at
construction sites.
• Have appropriate maintenance agreements that are legally binding and enforceable.
• Be designated on the plat as an Emergency Access Easement.
• Maintain the required minimum width of 20 feet throughout the length of the fire lane (30 feet on at
least one long side of the building when the structures are three or more stories in height).
If the building is equipped throughout with an approved automatic fire -sprinkler system, the fire code official
is authorized to increase the dimension of 150 feet. PLEASE NOTE: The area shown as Public Access
must also be designated on the plat as an EAE. Thank you for showing the3 FIRE LANE - NO PARKING

[4/14/091 Repeated comment (clarification). Please make the sidewalk connection to the pedestrian ramps
more organic to fit a more natural traveled path for wheel chairs, pedestrians etc.. The current angle is
sharp and would be difficult to maneuver.

[4/7/09] Your response letter states that this was removed but in fact, it is still there. If this is meant to be a
horizontal control plan, then label it as such. If it is the site plan, please take it out but transfer all relevant
information to the grading and utility plan sheets.
[2/27/091 Please remove the site plan from the utility set or did you mean this to be more of a horizontal
control plan?

[2/27/091 Please show removals and approximate street cuts. Please note that if the existing curb and
gutter can not be removed in such a way that the street asphalt is not damaged, then all street patching
must be done in accordance with city standards. Just an fyi..that means that the street patch occurs at the
lane line or in the middle of the travel lane when a cut is made parallel to the curb and gutter.

[4/8/09] Per our discussion at Staff Review, if a hydrant is not added to the site (internal hydrant), the
building will be required to have an approved automatic fire -sprinkler system.
WATER SUPPLY: Fire hydrants, where required, must be the type approved by the water district having
jurisdiction and the Fire Department. Hydrant spacing and water flow must meet minimum requirements
based on type of occupancy. Minimum flow and spacing requirements include: Commercial, 1,500 gpm at
20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter;
residential within Urban Growth Area, 1,000 gpm at 20 psi residual pressure, spaced not further than 400
feet to the building, on 800-foot centers thereafter; residential outside Urban Growth Area, 500 gpm at 20
psi residual pressure, spaced not further than 400 feet to the building, on 800-foot centers thereafter.
These requirements may be modified if buildings are equipped with automatic fire sprinkler systems.
PLEASE NOTE: Applicant will need to install an additional fire hydrant internal to the project (adjacent to
private drive). Please contact me about an approved location for this hydrant. Also, because of the size of
the water main, hydrants in the area should meet minimum flow requirements and does not need a flow
test.

[4/7/09] The site and utility plan sets need to show all existing features within 150' of the project limits and
identify all offsite easements. Please refer to LCUASS chapter 2 and 3 for basic information that must be
shown on all plan sets in addition to specific chapters dealing with onsite design. Appendix E4, the
checklist, is a good start but it is not all inclusive.

[417109] You missed quite a few items that are required on the plan sets before going to public hearing and
labeled them instead as NA. This is not correct. Please go through Appendix E4 and address all
highlighted items that are not shown or shown incorrectly on your plan set. Please call if you have
questions so we can avoid unnecessary rounds of review.
[2/24/09] Please see LCUASS for all utility plan requirements and go through and complete all highlighted
items in Checklist E4 with the next round of review. All highlighted items must be designed in the plan sets
before the project may go to hearing. All other applicable items must be completed in Final Compliance
and prior to final plan approval.

4. The bearings on site, grading and utility plans do not match the plat. The basis of bearings on cover

The way the utilities are currently shown, it appears that several street cuts are required but only one is
shown.

Chapter 25 of LCUASS and add the street cut note:
Limits of street cut are approximate. Final Limits to be determined in the field by the City Engineering

[2/25/09] Is there an access easement on the Timberline Church property allowing access to their private

The attached are comments from City Staff concerning the request for Rigden Farm, Fifteenth
Filing, which was presented before Staff Review on April 8, 2009.
This is a request to replat Tract A of Rigden Farm Filing One into three (3) separate lots and
dedicate an access easement on the 2.7 acre site. The site is bounded by South Timberline Road
to the west, Custer Drive to the north, Illinois Drive to the east and the Timberline Church to the
south. This is the first of four potential PDPs. The entire site is in the NC, Neighborhood
Commercial zoning district.
Following Staff Review, it was determined that staff shall require a third round of review for this
proposal. Please make revisions per staffs comments prior to next submittal. If you have
questions regarding any comments please get in touch with the contact that raised the particular
issue.
Sincerely,
&rk— K/\9—
