Post Office Requirements:
The Fort Collins Post Office has asked us to remind all applicants of
post office requirements regarding the provision of mailboxes. Central Box
Units (CBUs) and concrete base pads or other approved centralized
mailboxes must be purchased by the builder in all new residential and
business developments. In the case of larger buildings, this requirement
can be satisfied by the inclusion of a mailroom in the building. The post
office requires pre -approval of the receptacles to be used, and will require a
final post office inspection and approval for installed units. They will also
provide developers with CBU base pad specifications and can assist in
obtaining authorized CBU vendors. For fiuther information please contact
the postmaster's Growth Representative at the Fort Collins Post Office at
(970) 566-2257
To insure proper site planning, the Planning Department will require
that the location of CBUs be shown on all site plans, along with an
indication of their installation phasing if any. Since residents will not be
able to receive mail without post office approval, the Planning Department
will check for the installation of centralized mailboxes as shown on
approved site plans during our Certificate of Occupancy inspections.

Dear Developer,
Developers and builders of new residential or commercial projects must contact the Postal
Service at least 6-12 months prior to expected occupancy to discuss delivery options and
choose the type of mail receptacles desired, and the best location for them. The USPS does
not provide or sell mailboxes, however only USPS approved equipment may be used. I am
enclosing a list for your reference, but we recommend Auth-Florence Manufacturing , 5935

As new plat maps are received by our Growth Coordinator, we will contact you, the
developer, to set up locations for the CBU's and designate which addresses will be delivered

-Setup and labeling of CBU's (if shipped to our Post Office)
- Installation of CBU's on your cement pad
- Distribution of keys to homeowners
- Lock changes
-Incidental maintenance

• Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire
apparatus weights. Compacted road base shall be used only for temporary fire lanes or at construction
sites.
• Have appropriate maintenance agreements that are legally binding and enforceable.

WATER SUPPLY: Fire hydrants, where required, must be the type approved by the water district having jurisdiction
and the Fire Department. Hydrant spacing and water flow must meet minimum requirements based on type of
occupancy. Minimum flow and spacing requirements include: Commercial,1,500 gpm at 20 psi residual pressure,
spaced not further than 300 feet to the building, on 600-foot centers thereafter, residential within Urban Growth Area,
1,000 gpm at 20 psi residual pressure, spaced not further than 400 feet to the building, on 800-foot centers
thereafter; residential outside Urban Growth Area, 500 gpm at 20 psi residual pressure, spaced not further than 400

[2/25/09] This project proposal is a little difficult to review since there is no actual use proposed with this site. My
comments at this time are fairly limited but please realize that when an actual site is proposed, the driveway
locations, easements and layout will be reviewed at that time and subject to all current standards and codes. In other
words, platting the project now does not guarantee locations of driveway cuts or that additional easements won't be
required such as emergency access easements, access easements, etc, or that the platted easements today will
work with the future use. You MAY have to vacate or dedicate additional easements with the future proposal. Those
can be done with another replat or by separate document. Dedications or vacations done by separate document do
have additional TDR Fees for each one. I just wanted to make sure that you were aware of the potential comments
in the future so that you can plan ahead as much as possible and most important, didn't get any surprises when this
site comes back in again.

The attached are comments from City Staff concerning the request for Rigden Farm, First Filing
Tract A Replat, which was presented before Staff Review on February 25, 2009.
This is a request to replat Tract A of Rigden Farm Filing One into three (3) separate lots and
dedicate an access easement on the 2.7 acre site. The site is bounded by South Timberline Road
to the west, Custer Drive to the north, Illinois Drive to the east and the Timberline Church to the
south. This is the first of four potential PDPs. The entire site is in the NC, Neighborhood
Commercial zoning district.
Following Staff Review, it was determined that staff shall require a second round of review for this
proposal. Please make revisions per staff s comments prior to next submittal. If you have
questions regarding any comments please get in touch with the contact that raised the particular
issue.
