(NE'/4) of the Northeast One -Quarter (NE'/4) of Section Twenty-four (24),
Township Seven (7) North, Range Sixty-nine (69) West of the Sixth Principle
Meridian, according to plat filed May 24, 1930, which considering the East line of
said Northeast One -Quarter (NE'/4) as bearing due North and with all bearing
contained herein relative thereto, is contained within the property lines which
begin at a point which bears due South 495.00 feet and again N 89 59 W 30.00

L A development schedule indicating the approximate date when construction
of the project, or stages of the same, can be expected to begin and be
completed, including the proposed phasing of construction of public
improvements and recreational and common space areas.
Development will begin no sooner than the end of June 2007 or when all city
permits are issued. The entire project will be developed in a single phase.

The transportation study has been waived by Eric Bracke of the Transportation
Operations Department. Other projects of similar descriptions were available for
review.

The rationale is for an upscale beauty salon that services mainly existing
clients by appointment only. The site was chosen due to the centralized
location for those clients and not to attract new business through
advertisement along Lemay Ave. Therefore the salon is not affected by
competition or close proximity to other salons.
vi. Evidence of successful completion of applicable criteria:
We are submitting this PDP to the best of our ability to comply with city
codes and criteria.
vii. Description of how conflicts between land uses or disturbances to
natural habitats and wildlife are being avoided to the maximum
extent feasible or are mitigated:
The plan we are proposing will enhance the existing habitat for wildlife
along the Spring Creek corridor. Through the planting of specific species
of vegetation, nesting habitat, food and cover will be created for songbirds
and mammals. Conflicts and disturbances should be minimal due to the
low volume of new traffic into the area.
viii. Concern raised by the neighborhood:
To our knowledge, no concerns have been expressed by any of the
neighbors.

John and Nancee Testa are requesting a change -of -use from an existing single-family
residence to a beauty salon (personal service shop). We are submitting this written form
in response to Project Development Submittal Requirements to the City of Fort Collins
Planning Department. Please refer to the attached documents where noted.

i. Appropriate City Plan Principals and Policies achieved through the
PDP:
(see attached Response Letter to Conceptual Review Meeting)
ii. Description of proposed landscape and buffer zone:
The landscape plan has been designed to accommodate both
environmental and recreational needs between Spring Creek along with
the bike path to the south, and the beauty salon building and parking areas
to the north. Landscaping materials and other specifications will be in
accordance with Section 3.2.1 of the city's LUC's. Since there is a 100'
buffer required from the top bank of Spring Creek to any improvements on
the property, about 30%, or 5300 square feet of the property is situated in
this zone. The landscaping in this buffer has been designed primarily for
wildlife, natural appearance along the Spring Creek corridor and visual
barriers from the city bike path in accordance with Section 3.4.1 of the
city's LUC's. The area between the main building and Lemay Avenue will
be landscaped in more traditional neighborhood design. Plant material will
