Based upon Fort Collins bicycle LOS criteria, there are no destination areas within 1320 feet of the Hidden Pond Estates site. The bicycle LOS worksheet is provided in Appendix F. The bicycle connectivity is at level of service C. This area of Fort Collins is not served by transit. It is concluded that, with full development of the Hidden Pond Estates, the future level of service at the Ziegler/Site Access intersection will be acceptable. The recommended geometry is shown in Figure 8.. The level of service for pedestrian a_nd hicycle modes will be acceptable. The trip distribution for this site is shown in Figure 4. The trip distribution was determined using the existing traffic counts, knowledge of the existing and planned street system, development trends, and engineering judgment. Figure 5 shows the site generated traffic assignment of the Hidden Pond Estates. Figure 6 shows the short range (2009) background peak hour traffic at the Ziegler/Site Access intersection. Background traffic volume forecasts for the short range (2009) future were obtained by reviewing traffic studies for other developments in this area and reviewing historic counts in the area. It was determined that peak. hour through traffic along Ziegler Road would increase at a rate of 3. percent per year. In addition to this, site generated .traffic from the proposed Front Range Village was included in the traffic forecast. Table 3 shows the short range (2009) background peak hour operation at the Ziegler/Site Access intersection. Calculation forms are provided in Appendix D. The Ziegler/Site Access intersection will operate acceptably with existing control. Figure 7 shows the short range (2009) total peak hour traffic at the Ziegler/Site Access intersection. Table 4 shows the short range (2009) total peak hour operation at the Ziegler/Site Access intersection. Calculation forms are provided in Appendix E. The Ziegler/Site Access intersection will operate acceptably during the peak hours. Figure 8 shows the short range (2009) geometry at the Ziegler/site Access intersection. Since Ziegler Road is designated as a four -lane arterial street north of Harmony Road, it was assumed that the cross section would, at a minimum, be striped as such by the short range future year (2009). This is especially true when Front Range Village is built, which is expected by fall 2008. The distance between the Ziegler/Grand Teton -Paddington intersection and the Ziegler/Site Access intersection is approximately 450 feet, on - centers. The available distance between these intersections is enough to store the forecasted left -turning vehicles in both directions. It is recommended that the center median area of Ziegler Road be striped as a continuous two-way left -turn lane. The Hidden Pond Estates site is in an area within which the City requires pedestrian and bicycle level of service evaluations. The paved driveway will be able to accommodate bicyclists, if there are any. The site plan shows a path on the south side of the driveway that can be used by pedestrians to get to Ziegler Road. Appendix F shows a map of the area that is within 1320 feet of the Hidden Pond Estates. site. There will be two pedestrian destinations within a quarter mile of the Hidden Pond Estates ,site. These are 1) the residential neighborhood west (adjacent) of the site and 2). the Hewlett-Packard/Avago Campus south of the site. There is a small residential neighborhood to the east of the Hidden Pond Estates. However, this neighborhood is physically separated from the site by a substantial elevation difference and the Fossil Creek Reservoir Ditch. A pedestrian connection is not practical. This site is in an area termed "other." The minimum level of service for "other" is C for all measured categories. The Hidden Pond Estates is proposed to be located east of Ziegler Road and north of the Hewlett-Packard/Avago Campus in Fort Collins. The site location is shown in Figure 1. The Hidden Pond Estates will consist of 13 single family dwelling units. There is an existing single family dwelling unit on the site. The scope of this study was discussed with the Fort Collins Traffic Operations Engineer. A brief memorandum was requested. The Base Assumptions form is provided in Appendix A. There are sidewalks along developed parcels of land within 0.25 miles of the site. There are bike lanes on Ziegler Road. Figure 2 shows recent peak hour counts at the Ziegler/Grand Teton -Paddington intersection. The count data was obtained in April 2007. Raw traffic data is provided in Appendix B. Table 1 shows the current peak hour operation of the Ziegler/Grand Teton -Paddington intersection. Calculation forms are provided in Appendix C. It is important to note that the Ziegler/Grand Teton -Paddington intersection was not requested nor required to be analyzed in this traffic analysis.. It is included for informational purposes only, since it is the intersection nearest to the site access. A description of level of service for unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The Ziegler/Grand Teton -Paddington intersection operates acceptably during the peak hours. Figure 3 shows the site plan for the Hidden Pond Estates. The Hidden Pond Estates is proposed as 13 single family dwelling units. There is an existing single family dwelling unit on the site. Access to the site will be via a driveway from Ziegler Road. Trip Generation, 7th Edition, ITE was used as the reference document in calculating the trip generation. Table 2 shows the trip generation for the Hidden Pond Estates.
