in a tandem configuration, for use by the residential tenants. In addition to this
on -site parking, 3 new off-street parking spaces (including 1 handicapped space),
is available in front of the building.on College Avenue. Additionally, the Civic
Center Parking Garage is located directly across LaPorte Avenue. The garage
could be utilized on an hourly basis by visitors or patrons, or on a monthly basis
by tenants as needed.
8.0 Development Phasing
It is anticipated that construction of the project will begin in the summer of 2007.
At this time, it is anticipated that the project will progress as a single phase.
Construction duration is estimated at 9-12 months.
9.0 Site/Building Lighting
All new exterior lighting fixtures will down directional with full cut off features.

precast concrete cornice and base elements will complement the brick coursing.
In contrast to the mass of the brick building, first floor openings will be filled with
large areas of glass. Upper levels will also have glazed openings in the masonry
walls,. acknowledging historic proportions and scale. Obscure glass block will be
utilized to provide natural light while maintaining privacy at select locations.
5.0 Planning Objectives
The building is designed to compliment and integrate into the existing fabric of Old Town
yet express the time in which it will be built. Additionally, it will be a part of the increasing
vitality of the downtown area into the future. The street front will be primarily of brick with
stone, glass, and painted steel accents. The south side facade is punctuated by an
indentation to allow for windows and visual variation on that side of the building.
The project strives to embrace the principles of the L.U.C. to create an
appropriate and appealing building and streetscape. Recognizing the importance
of the pedestrian in the Civic Center Sub district, recessed entry elements have
been created to provide protection to the pedestrian, as well as visual clues at
points of entry. The ground level of the project emphasizes the restaurant and
office functions within this pedestrian environment. Where uses allow, storefronts
grant pedestrians direct access to ground floor businesses. Prominent entry
element will announce a point of entry into the lobby/corridor space serving
residential and business uses on the upper levels of the building. The new three-
story building provides a recessed entrance at the Northeast comer. This
entrance provides access to second floor offices, elevator service to upper levels,
and access to parking at the rear of the building.
6.0 Landscaping
Because of the urban nature of this project, there are limited opportunities for
landscaping. The existing building is built to the property lines, and the new
building fagade will be aligned to create a consistent street frontage. Two existing
street trees in the sidewalk on College will remain. Due to the density of the
urban environment and the dimensions of the lot, interior landscaping is not
feasible. A major opportunity for landscaping exists at the third level fagade with
treillage and climbing plants. Potted plants and hanging baskets will be used at
the balconies to provide an array of color and texture.
7.0 Parking
Off street parking will be provided for in an enclosed, ventilated garage on the
ground level at the rear of the new building. Garage doors will be used to achieve
visual separation between the parking and adjacent alley. Access to parking will

1.0 Project Location
The project is located on North College Avenue, Block 22, between LaPorte
Avenue and Maple Street. The existing one-story building will be removed to
make way for a proposed new 3-story building. A one-story building exists to the
south, and a 2-story building exists on the north side of the new, proposed
building. The project is in the Downtown District, Civic Center Sub district.
2.0 Project Scope
The project includes the construction of a three-story mixed -use infill building with
4 third floor residential "loft' type units. The lower levels will be offices on the
second level and a restaurant and parking garage on the first level. The building
will also have a partial basement level used for storage.
3.0 Zoning
The project is zoned as "D" Downtown _District, Civic Center Sub distdct._AII
proposed uses are allowed within this zone.under the L.U.C. In the spirit of this
District and Sub district, the project encourages a mix of activities and uses by
providing restaurant, office, and residential functions within a single project.
Shared outdoor spaces, and private balconies promote outdoor opportunities for
residents and building tenants.
The new three-story building is within the maximum height allowance for this Sub
district. The front building face will be recessed at street level and upper
balconies to enhance the overall mass of this facade.
4.0 Materials
Through the use of various materials and massing strategies, the project
endeavors to create an environment that positively mixes residential lofts with
offices, and restaurant tenants. The new three-story building will be constructed
of brick which wraps the east and west facades. Metal panels will be used to infill
between the brick walls on the north and south elevations. Details such as
