Submittal Checklist: Project Development Plan (PDP)
The following information is required to be submitted with all applications, unless
waived by staff. Any item waived must be dated and initialed by a planner with the
City of Fort Collins Planning and Zoning Department.
❑ .Application form, filing fee (plus .75 cents for each APO label), and sign posting fee.
❑ Transportation Development Review Fee — please contact Engineering at
221-6605 for information.

least 800' of the property lines for the parcel of land for which the project is proposed,
exclusive of public right-of-way. list* typed on mailing labels (33 names per

Review the many progr ms available to you for cost savings during the design construction and then use of
the building.
Marc Virata has offered the following comments for the Pfig Development Review:
1. Larimer County Road Impact Fees and Street versizing Fees are due at the time of building permit.
Please contact Matt Baker at 224 6108 to disc s what may be anticipated for these fees. In addition, Matt
can verify whether any repays may be duet he City for the existing infrastructure.
2. Transportation Development Review F e (TDRF) is due at the time of submittal. For additional
information on these fees, please see p://www.fcgov.com/engineering/dev-review.php
3. Any damaged curb, gutter and s' ewalk existing prior to construction, as well as streets, sidewalks, curbs
and gutters, destroyed, damaged r removed due to construction of this project, shall be replaced or
restored to City of Fort Collins ndards at the Developer's expense prior to the acceptance of completed
improvements and/or prior to a issuance of the first Certificate of Occupancy.
4. Please contact Joe Olso and Transportation Planning to schedule a scoping meeting and determine if a
traffic study is needed for his project.
5. Any public improve ents must be designed and built in accordance with the Larimer County Urban Area
Street Standards (LC ASS).
6. Based upon cunt information, utility/public improvement plans, a development agreement, and a
Development Co truction Permit, all do not appear to be needed for this project. This may change subject
to the discoverMf needing to build public infrastructure outside of the building.
Glen Schlueter has offered the following comments for the SW Eta§ Review:
1. Since the site needs to be updated to conform to the d Use Code (LUC) for the change of use, the
site drainage system needs to be modified to treat therdnoff. Water quality treatment methods are described
in the Urban Storm Drainage Criteria Manual, Volu 3 — Best Management Practices (BMPs). Please
have the design engineer contact Stormwater staff to discuss their proposed methods of water quality
treatment. As discussed, the water/qualitytreent methods could be shown on the site plan so that a
separate construction plan set is no2. The existing impervious area is d, and there isn't any new impervious areas being proposed.
If that changes and there is an incrervious area greater than 1000 square feet, a drainage and
erosion control report and constructrequired and must be prepared by a Professional Engineer
registered in Colorado.Agradingped when there is between 1000 and 350 square feet of new
impervious area, but no drainage udy is required.
3. If there is an/elopment
e in imp rvious area greater than 1000 square feet, onsite detention is required with
a 2 year historirate r water quantity. Parking lot detention for water quantity is allowed as long as
it is not deeper fo . If there is less than 1000 but more than 350 square feet of new impervious
area, a site gran ' required along with the impervious area documentation.
4. The design must conform to the drainage basin design of the Mail Creek Master Plan Update
as well the Cityn Criteria and Construction standards.
5. The city widpment fee is $4,420/acre ($0.1015/sq.ft.) for new impervious area over 350 sq.-ft.
No fee is chargisting impervious area. This fee is to be paid at the time each building permit is
issued.

School." The applicant plans to renovate the building to accomodate a dinner theater, performing arts
academy, presentation theater and mutli-purpose room/Black Box, will also include a kitchen facility.

1. If meals for the dinner theater are pared onsite, a grease interceptor will be required on the drain lines
from the kitchen area. In Yadditiona meal preparationplaces this use in the restaurant category for
wastewater development additional fees (at the 2009 rate) due for the restaurant use are $25,794
which will be due at time permit. These fees will be increasing at the beginning of 2010.

1) Bicycle Parking is requi . Bicycle parking should be convenient to the entrance for both employees and

Program (IDAP) is available to all business/commercial customers of Fort
collins Utilities for assitaenergy efficient/conservation alternatives for new and retrofit
projects. Gary Schroedeached at 221-6395 for more information on this highly regarded
program. Energy savingwithin the first year quite often off set initial up front costs. IDAP funds

which was presented before the Conceptual Review Team on November 9, 2009.
This is a proposal for a "Entertainment Facility and Theater," "Small Scale Reception Center" and "Private School."
The applicant plans to renovate the building to accomodate a dinner theater, performing arts academy, presentation
theater and mutli-purpose room/Black Box, will also include a kitchen facility.
The comments are offered informally by Staff to assist you in preparing the detailed components of the project
application. Modifications and additions to these comments may be made at the time of formal review of this project.
