They are subject to the standard WTE development review process, including the Planning Development Review Fee and the Transportation Development Review Fee, and 2 applications. I Both sites will be evaluated against the requirements and standards set forth in Section 3.8.13 - Wireless Telecommunication in the City of Fort Collins Land Use Code. I There is question about whether or not the proposals satisfy the landscaping and stealth technology standards in Section 3.8.13. 4. The Project Development Plans submittals can be made on 11" x 17" plans; however, the Final Plans for review and recording must be on 24" x 36" mylar sheets. Page 4 of 4 OtYof F6rt Collins 2• It is not clear if any grading is being proposed that could alter the drainage patterns. The main concern would be that the proposed project will block the drainage. A grading plan may be required. 3. At a minimum, a drainage letter is needed to document the effects on the existing drainage patterns and the amount of new imperviousness. 4. The design of this site must conform to the drainage basin design of the Fox Meadows Master Drainage Plan Update as well the City's Design Criteria and Construction standards. 5. The city wide Stormwater development fee (PIF) is $6,313.00/acre ($0.1449/sq.ft.) for new impervious area over 350 sq.-ft. and there is a $1,045.00/acre ($0.024/sq.ft.) review fee. No fee is charged for existing impervious area. These fees are to be paid at the time each building permit is issued. Information on fees can be found on the City's web site at http://www.fcgov.com/utilities/builders-fees.php or contact Jean Pakech at 221- 6375 for questions on fees. s- The following comments are for the Fossil Creek Park location: The general notes on sheet A4 indicate there is to be a concrete equipment pad on the area shown as tdirtt. The size of the concrete area needs to be documented. If the proposed impervious area is less than 1000 square, feet a drainage study by a Colorado registered engineer is not required. However, the amount of impervious area being added needs to be documented because the 1000 square feet of new impervious area is a one time allowance. 7• At a minimum, a drainage letter is needed to document the existing and proposed drainage patterns for this project. s• Sheet LS-2 shows the existing topography but does not show any grading around the equipment pad site. Please add spot elevations for the pad and the surrounding grade. 9. The proposed installation is located at in the Northwest quarter of Collindale Golf Course and the Southeast corner of Lot 3 of Fossil Creek Park. The sites are located in the POL. Public Open Lands zone district. and is subject to a Type 1, review and hearing in the POL zone district. What material will be on the ground surface inside the fenced area? As long as the increase in impervious area is less than 1000 square feet, a drainage study is not required. However, the amount of impervious area being added needs to be documented since the 1000 square feet of impervious area is a one time allowance.
