(MORIE AT CAPITOL HILL) - PDP - 22-06 - REPORTS - PLANNING OBJECTIVESd) Statement of proposed ownership and maintenance of public and private open space areas; applicant's intentions with regard to future ownership of all or portions of the project development plan. The owner will own each dwelling individually, while the land will be held in common by all four owners by means of Limited HOA or other means. e) Estimate of number of employees for business, commercial, and industrial uses. N/A f) Description of rationale behind the assumptions and choices made by the applicant. See "Concept" for overview of project. g) The applicant shall submit as evidence of successful completion of the applicable criteria, the completed documents pursuant to these regulations for each proposed use. The project is being developed following the guideline laid out in Section 4.7 of the LUC for the NCM (Medium density) district. See site plan for further details. h) Narrative description of how conflicts between land uses or disturbances to wetlands, natural habitats and features and or wildlife are being avoided to the maximum extent feasible or are mitigated. Each dwelling will maintain their own private yards as well as share the responsibility of maintenance of common areas. Any issues or conflicts arising from land use, landscaped areas, or home maintenance will be governed by the covenants of an HOA agreement. i) Written narrative addressing each concern/issue raised at the neighborhood meeting(s). j) Name of the project: "617 Wood Street Homes" Statement of planning objectives Page 2 of 2 8/2/06 1. Statement of planning objectives: a) Concept The "617 Wood Street Homes" project will remove the existing non -historic dwelling at 617 Wood Street and replaces it with four (4) residential dwellings. The intent of this project is to develop interesting, time -lasting structures that increase the value of the property while contributing to the vision of Old Town living in Fort Collins and providing a link to modern living. Two (2) duplexes will be constructed to create four (4) residential dwellings. Each duplex will have a dwelling in the front facing Wood Street, and another in back with driveways facing the alley. Since two dwellings will be constructed in the front and two in the back, from Wood Street, it will appear as if only two houses have be constructed which works to maintain the Old -Town "feel". The increase in density, with dwellings in the back, will create a village -type atmosphere on the property and will contribute to the "Refill Fort Collins" City objective. The exciting part of the project is the opportunity to create a micro -community within the lot and private, individual spaces for the owners. The central pathway provides access to all dwellings from Wood Street. Down the center of the property a walkway that is marked by an interesting architectural feature, invites visitors upwards and inwards to the property. The sound of the street fades as large Old -Town tree, interesting landscaping and gentle bends in the path surround you. Inside, a private garden area is invites reflection. The view of this inner court is equally enjoyed from within each residence. The architectural elements of the buildings will be layered in alternating masses and shape providing visual interest. While the street -facing portion of building utilize a more traditional design, each dwelling will also feature areas using Colorado -contemporary designs. Each dwelling varies in shape, size and color selection to increase visual interest. b) City Plan Principles met by this project. Recently, there has been an effort by the city to promote the 'Refill of Fort Collins" especially in the Old Town area. This effort also welcomes "variety to our housing opportunities". Specifically: ✓ more intensive use of existing underused buildings and sites ✓ removal of existing building(s) and replacement with different buildings, often which are larger and contain more intensive uses. Additionally, the city is promoting Old Town living with close access to work/shopping and alternative modes of transportation such as walking and cycling. The current Mason corridor project adds to this vision. This project compliments these efforts, by: ✓ Increasing the number of dwelling per site and reducing the need for large, irrigated yards. ✓ Promoting living close to the Old Town center, parks, bike ways/trails, and University ✓ Contributing to and increasing the value of Old Town property c) Description of proposed open space, wetlands, natural habitats and features, landscaping, circulation, transition areas, and associated buffering on site and in the general vicinity of the project. None applicable. However, the project will include landscaping, garden areas, and private yard spaces with the objective to increase trees and other greenery, which will provide more area and shelter for wildlife.
