Better documentation is needed to determine if there is more or less than 5,000 square feet of imperviousness on the site. This determines if on -site detention is needed or not. Transportation Planning/David Averill 1. What is the stone -looking element along the front of the property. 2. The existing attached sidewalk along Wood Street may have to be widened. Engineering/Randy Maizland 1. The Technical Services Department has indicated that the street address (617) should not be part of the development name. New, consistent titles must be provided on all plans. 2. Show the existing property lines on the grading plan sheet. 3. An 8' wide utility easement is needed outside of the right-of-way along the alley. Utilities will have to approve the walls being proposed in the easement. 4. Show the limits of the necessary street cuts in Wood Street. Planning/Cameron Gloss & Steve Olt 1. The building coverage on the rear 50% of the lot appears to exceed the FAR requirement set forth in Section 4.7(D)(5) of the Land Use Code. 2. City staff will be supporting the modification request for the alley paving. This represents staff (and outside reviewing agencies) review and comments at this time. Additional comments and red -lined plans may be forthcoming. Another round of staff review is determined to be necessary. This proposal is subject to the 90-day revision re -submittal requirement (from the date of this comment letter, being September 1, 2006) as set forth in Section 2.2.11(A) of the Land Use Code. Be sure and return all red -lined Page 8 Number: 29 Created: 8/29/2006 [8/29/061 Show gas and electric lines and services and provide separation from other utilities. Number: 2 Created: 8 / 11 / 2006 [8/ 11/06] The garage is setback 9' behind the front setback of the building (the porch). Sec. 4.7(F)(1)(c) requires the garage to be setback 10' behind the front setback of the building. Therefore, the garage needs to be moved back one foot, or the porch needs to extend 1' further to the east towards the front lot line. Number: 3 Created: 8/ 11 /2006 [8/ 11/06] Portions of the courtyard walls appear to be taller than 6'. If that's the case, those portions must comply with the same setbacks that apply to the building (15' front, 5' rear and 5' side). Number: 4 Created: 8 / 11 / 2006 [8/ 11/06] Is there a basement? If so, please indicate on plans, and whether or not the basement can accommodate any future bedrooms. The following comments were expressed at the staff review meeting on August 30, 2006: Light & Power/Janet McTague 1. The developer will receive credit for the existing single-family residence on the property when the standard development fees are paid. 2. Electric services for all 4 dwelling units will be from the alley. Utility easements will be needed for these services. Water & Wastewater/Roger Buffington 1. Additional information is needed to avoid potential utilities conflicts. What is the proposed improvement exactly? Department: Stormwater-Water-Wastewater Issue Contact: Wes Lamarque Topic: Stormwater Number: 38 Created: 9 / 1 / 2006 [9/ 1/06] Please clearly document the impervious area's net increase for this site. The calculations indicate the net increase to be over 7,000 s.f., which would require this site to provide on -site quantity and quality detention. Number: 39 Created: 9 / 1 / 2006 [9/ l/06] Please update the drainage report text to the current site and edit all inconsistencies. Number: 40 Created: 9 / 1 / 2006 [9/ 1/061 Please label building F.F. elevations. Number: 41 Created: 9 / 1 / 2006 [9/ 1/06] The flows from the site need to be directed to Wood Street and the alley. Please document on the drainage plan that onsite flows will not enter neighboring properties and flow to the street and alley. This needs to be done with flow arrows and spot elevations that support the design. Department: Stormwater-Water-Wastewater Issue Contact: Roger Buffington Topic: Water/Wastewater Number: 27 Created: 8/ 29 / 2006 [8/29/06] On the overall utility plan, show the property lines and utility easements. Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Spacing and flow requirements for residential structures inside the Urban Growth Area are 1,000 gpm at 20 psi residual. pressure, spaced not further than 400 feet to the building, on 800-foot centers thereafter. 97UFC901.2.2.2. The locations of the nearest fire hydrants must be shown on the plan. Number: 34 Created: 8/30/2006 [8/30/06] REQUIRED ACCESS: If any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility, the buildings must be equipped with approved automatic fire sprinklers. (Not only do the buildings exceed this distance, but the proposed fences further limit access.) Number: 35 Created: 8/30/2006 [8/30/06] ADDRESSING: Address numerals shall be visible from the street fronting the property, and posted with a minimum of six-inch (6) numerals on a contrasting background. (Bronze numerals on brown brick are not acceptable). 97UFC901.4.4. Each of these buildings must also be given a unit letter designation (A-D). Because it will,"appear that only two houses have been constructed", the project also must include a monument sign visible from the street, showing the 617 Wood St. address and also the A-D units. Number: 49 Created: 9 / 1 / 2006 [9/ 1/06] The Site and Landscape Plans must better demonstrate that the minimum side yard widths, as set forth in Section 4.7(E)(4) of the Land Use Code, are being met. Topic: Utility Plans Number: 42 Created: 9 / 1 / 2006 [9 / 1 / 06] Dennis Greenwalt of Comcast Cable TV indicated that they would like a 6' wide utility easement outside of the alley right-of-way along the back side of this property. Also, Comcast will need to have contact with the property owner about how to pre -wire the buildings so that services can be provided without going through the landscaping. Department: Engineering Issue Contact: Randy Maizland Topic: Engineering Number: 26 Created: 8/25/2006 [8/25/06] It appears that an overpayment of $460 was made on Transportation Development Review Fee (TDRF). The City will issue a credit toward the final compliance plan review such that the final plan review fee will only be $540 rather than $1000. Number: 36 Created: 8/ 31 / 2006 [8/ 31 / 06] Per the Aug 30 staff review meeting, it appears that two easement documents will need to be recorded for this project. One for the 8 foot utility easement behind the alley ROW and a utility easement from the alley up to the front of the units facing Wood Street for power, gas etc... Each easement document must have a legal description and exhibit map prepared and stamped by a CO licensed surveyor and submitted for review by the City prior to recordation. The City review fee is $250 per easement document. Both easements must be recorded prior to final plan approval and issuance of a Development Construction Permit. Number: 37 Created: 8/ 31 / 2006 [8 / 31 / 06] Pavement management comment -Wood Street was paved in 2003. Penalties will apply to any street cuts made on Wood street - triple street cut fees. Topic: Landscape Plans Number: 46 Created: 9/ 1 /2006 [9/ l/06] See red -lined Landscape Plan (Lr) for Current Planning comments. Number: 47 Created: 9 / i / 2006 [9/ 1/06] Street trees are required along the Wood Street frontage. In this case they should be between 3' & 7' behind the attached sidewalk. Number: 48 Created: 9 / 1 / 2006 [9/ 1/06] The Landscape Plan is devoid of any sort of Plant List or Legend. The actual plant species, sizes, quantities and standard landscape notes must be included on the Final Landscape Plan. At the PDP stage just general locations for deciduous 8s evergreen trees and planting areas for deciduous & evergreen shrubs must be shown. Topic: Site Plan Number: 43 Created: 9 / 1 / 2006 [9/ l/06] Current Planning and Zoning have concerns about the Floor Area Ratio (FAR) for this project. Based on the requirements set forth in Section 4.7(D)(5) in the Land Use Code, lots are subject to a maximum FAR of 0.33 on the rear 50% of the lot as it existed on October 25, 1991. The PDP Site Plan as submitted appears to slightly exceed this requirement. Number: 44 Created: 9 / 1 / 2006 [9 / 1 / 06] Please indicate the existing zoning on the property on the Preliminary Site Plan. Page 1
