This development request will be subject to the Development Review Fee Schedule that is available in the Development Review Center. The fees are due at the time of submittal of the required documents for the appropriate development review process by City staff and affected outside reviewing agencies. The fees to the Planning Department are as follows: * Project Development Plan (Subdivision Replat) ... $200.00 Small Project Fee (2 lot subdivision) $ 50.00 Sign Posting Fee (public notification) $ 0.75 per mailing label for Affected Property Owners list/ mailing labels (all property owners within 800 feet of the property) for required public hearing * Final Compliance Plan (Subdivision Replat) ... $200.00 Small Project Fee (2 lot subdivision) The Transportation Development Review Fees (TDRF), assessed by the Engineering Department, will be in addition to these fees. Please contact Andrew Carney of Engineering, at 221-6501, for the TDRF amounts for each phase of development review. d. This development proposal is subject to the requirements as set forth in the City's LUC, specifically Articles 2. Administration (Development Review Procedures), Article 3 General Development Standards, and Division 4.5 Low Density Mixed -Use Neighborhood District. Rob Irish of the Light & Power Department indicated that, if there are no changes to electric services to the development, Light & Power has no comments on the replat of Tract "A" of the Hill Crest PUD. Rob can be reached at 224-6167 if you have questions about electric service to the property. 6. Carie Dann of the Poudre Fire Authority (PFA) indicated that they have no comments or concerns associated with the replat of the property at 2302 West Mulberry Street. Please contact Carie, at 416-2869, if you have any questions about PFA's requirements. 7. Dana Leavitt, the City's Environmental Planner, indicated that he has no comments on the replat of Tract "A" of the Hill Crest PUD. 8. Jennifer Petrik of Transportation Planning indicated that she no comments on the replat of Tract "A" of the Hill Crest PUD. 9. Current Planning Department staff offered the following comments: a. The replat of Tract "A" of the Hill Crest PUD will be subject to a Type 1, Administrative Review (and public hearing). The replat will be submitted to the Development Review Center for processing. After review the request will go before the City's assigned Hearing Officer at a scheduled public hearing. The Hearing Officer will make the decision on the replat. b. The City's Current Planning Department will coordinate the development review process for the replat of Tract "A" of the Hill Crest PUD. The required documentation will be submitted to the Development Review Center and distributed accordingly to other City departments and outside reviewing agencies involved in development review. i CONCEPTUAL REVIEW STAFF COMMENTS 2. Andrew Carney of the Engineering Department indicated that the applicable Transportation Development Review Fee (TDRF) for a replat of the Hill Crest PUD is due at the time of submittal. Roger Buffington of the Water/Wastewater Department indicated no changes are planned to the existing water/ sanitary sewer services to the site; therefore, he has no comments at this time. Please contact Roger directly, at 221- 68541 if this changes. 4. Glen Schlueter of the Stormwater Utility offered the following comment: a. The extreme southeast corner of the site is located in the 100-year City flood fringe of the Canal Importation Basin. The floodplain needs to be shown on the replat. Any future development is subject to the requirements of Chapter 10 of City Code. b. The floodplain administrator for the Canal Importation Basin is Brian Varrella, 416-2217. C. The planning objectives need to include a statement that there are no changes proposed that will affect the drainage system. d. The design of this site must conform to the drainage basin design of the Canal Importation Master Drainage Plan as well the City's Design Criteria and Construction standards. e. The City-wide development fee is $4,420/acre ($0.1015/sq.ft.) for new impervious area over 350 sq.-ft. No fee is charged for existing impervious area. This fee is to be paid at the time each building permit is issued. 3 (019ma City of Fort Collins CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: August 24, 2009 ITEM: Replat Tract "A" of the Hill Crest PUD (Fort Collins Housing Authority) into 2 Separate Lots APPLICANT: Jerry Robinson, Engineer/Surveyor Stewart & Associates, Inc. 103 South Meldrum Street Fort Collins, CO. 80521 LAND USE DATA: Request to replat Tract "A" of the Hill Crest PUD, owned by the Fort Collins Housing Authority (FCHA), into 2 separate lots to allow for the potential sale of the existing single-family residence at 2302 West Mulberry Street. The entire property is 4.8 acres in size. The new Lot 1, containing the single-family residence to be sold, would be 0.4 acre and the new Lot 2, containing 26 affordable dwelling units in 13 buildings, would be 4.4 acres. The property is in the LMN, Low Density Mixed -Use Neighborhood Zoning District. COMMENTS: 1. Gary Lopez of the Zoning Department offered the following comments: a. The property is zoned LMN, Low Density Mixed -Use Neighborhood. b. A replat of Tract "A" of the Hill Crest PUD requires an Administrative, Type 1 review and public hearing. It appears that minimum lot size will conform and that existing building setbacks from lot lines will not be made nonconforming. C. A Minor Amendment would be required to amend the FCHA's Hill Crest PUD to disconnect this property from the PUD, if sold. This is a request to replat Tract "A" of the Hill Crest PUD, owned by the Fort Collins Housing Authority (FCHA), into 2 separate lots to allow for the sale of the existing single-family residence at 2302 West Mulberry Street. The entire property is 4.8 acres in size. The potential Lot 1, containing the single-family residence to be sold, would be 0.4 acre and the potential Lot 2, containing 26 affordable dwelling units in 13 buildings, would be 4.4 acres. The property is in the LMN, Low Density Mixed -Use Neighborhood Zoning District. The comments are offered informally by Staff to assist you in preparing the detailed components of the project application.
