HomeMy WebLinkAboutNORTH COLLEGE TACO JOHN'S - FDP - 13-10/A - SUBMITTAL DOCUMENTS - ROUND 1 -On the lighting plan, the use of 1,000 watt metal halide fixtures is excessive. For example, these fixtures are used at the corner of College Avenue and Mountain Avenue which sees significantly higher levels of bicycle and pedestrian traffic than what would be expected at Taco John's. For a site of this size, with a heavy emphasis on auto -related usage, lower wattage fixtures must be selected. Most shopping centers utilize 250 watt or 400 watt fixtures with no loss of night time visibility or safety. RESPONSE: 320 watt fixtures are now specified. There can be no more than 0.1 (one -tenth) foot-candle as measure 20 feet from property line. The plan must provide this data. If this maximum is exceeded, then house -side shields must be installed. RESPONSE: See revised Lighting Plan. The light loss factor must be 1.00, not .75. RESPONSE: See revised Lighting Plan. Remove the note that refers to fixtures being tilted at 30 degrees. This is not allowed. Fixtures must be at 90 degree cutoff and fully shielded. At final, we will need a specification sheet for the selected fixture. RESPONSE: See revised Lighting Plan. The architectural elevations indicate wall -mounted goose -neck fixtures. These fixtures must be included in the schedule. And, be sure that the foot-candles are included in the point -by - point illuminance plan. Note that the lamp must be totally surrounded by the housing and not protrude below. As with the pole fixtures, a specification sheet will be needed at final. RESPONSE: To be provided by Taco John's International and/or Security Lighting. Please establish the location of the electrical transformer. The transformer must not be visible from North College Avenue and be within 10 feet of hard surface for emergency change -out. The transformer may be sized to serve the future development on the south side of the property so you may want to pick a location strategically. If not, the back of the store would be an ideal location so as to not interfere with North College Avenue landscaping. RESPONSE: See response to #1, above. This concludes Staff comments at this time. Be sure and return all of your redlined plans when you re -submit. RESPONSE: A Tree Mitigation Schedule has been added (see revised Landscape Plan). The shrubs that are proposed between the store and the public sidewalk should be continued to the south property line. A mix of species is recommended. For consistency, a minimum height of two to three feet is recommended. RESPONSE: See revised Landscape Plan. Please provide a cluster of plant material to screen headlight glare that would impact the residential property to the west. Placing a cluster of evergreen trees along the west property line would be an effective screen. As there are no evergreen trees on the landscape plan, please consider this location. Perhaps a cluster of columnar spruce would be appropriate. RESPONSE: Columnar Blue Spruces have been added (see revised Landscape Plan). Please consider reducing the number of Skyline Honeylocust and replace with any of the deciduous shade trees approved by the City Forester for street trees (i.e. Hackberry, Green Ash, Littleleaf Linden). RESPONSE: See revised Landscape Plan. Note that the Broadmoor Juniper needs to be specified for a 5-gallon container. RESPONSE: See revised Landscape Plan. Please indicate that "veneer" is cultured stone (Ledgestone) to match the building. RESPONSE: See revised Landscape Plan. After Wednesday's project review meeting, I learned that the interim detention pond will be relatively shallow and flat. Have you considered adding picnic tables, trash containers, etc. to this area to encourage outdoor dining? Such improvements do not have to be permanent and would be a natural addition to the walkway that connects to the mobile home park. Further, with the park -like setting, Taco John's would enjoy a competitive advantage over other drive-through/fast food restaurants in the North College Avenue corridor. Such improvements would be a significant attribute in attracting the bike -in and walk-up trade from residents and employees in the area. RESPONSE: A secondary outdoor picnic area on Lot 2 was added to the plan presented to the Planning & Zoning Board on August l gh. However, due to feedback receiving from neighbors at the hearing, it has since been removed. On the architectural elevations, the exterior of the chiller unit must be upgraded to match one of the materials used on the exterior of the store. RESPONSE: The chiller will receive a texted paint such that its appearance better matches the building materials. Please provide a schematic indicating the materials of the trash enclosure. Comments from Current Planning: On the Site Plan, please describe the future status of the existing fences along the west and south property lines. Are these fences owned by the adjoining mobile home park and to remain? If so, then the condition of the fences, particularly the west fence, will significantly detract from the overall appearance of the finished site and new building. In which case, have you considered contacting the owner/manager of the park about replacing the existing fence to the mutual benefit of both parties? If the fences are owned by Taco John's, then they should simply be replaced. RESPONSE: The extents of fencing to remain versus that to be removed and/or replaced is now clarified on the Site Plan and Sheet EX1. The site plan indicates existing trees and stumps. Please describe their ultimate status under fully developed conditions. If any are located on the property line, please obtain permission from the adjoining owner prior to removal. RESPONSE: The existing stumps are located on -site, and all will be removed with the initial improvements. On the site plan, please label the existing uses on the three surrounding sides. If the intent is to abandon the service, it must be abandoned at the main. The applicant may want to consider using it for an irrigation tap. RESPONSE: The northern service will be re -used for the Taco John's restaurant. The southern service will be re -used as an irrigation tap. If Taco John's needs a flowrate greater than 10 gpm, a 1-inch meter could be installed; however, additional development fees and water rights would be due. If 10 gpm is adequate, the service must be reduced to 3/4-inch upstream of the curb stop and meter pit. RESPONSE: The new 3/4-inch services will connect to the existing 1-inch services with reducers upstream of the new curb stops and meter pits. RESPONSE: It appears to be almost right down the property line, perhaps slightly west on the mobile home park. The title commitment for the Taco John's property did not include any existing sanitary sewer easements. RESPONSE: All off -site construction and permanent improvements to take place north of the property line fall within the existing driveway easement. However, since it is not appropriate to make the improvements at this time, this project will be required to escrow the funds required for the design and construction of the frontage improvements. Topic: Utility Plan Number:24 Created:7/9/2010 [7/9/10] The sidewalk should not be in Asphalt as it is shown, it should be concrete and a ramp should be constructed into the driveway to the North. RESPONSE: The portion of sidewalk and ramps along North College that cannot be constructed to their ultimate condition (concrete) due to present horizontal and/or vertical constraints will be installed as interim asphalt improvements.
