with your application submittal. The Development Review Fee is $200
per dwelling unit, plus $50 for a sign to be posted on the property, plus
$0.75 for each affected property owner within 800 feet. A final
development review fee of $200 will be charged when final plans are
submitted after the public hearing.
5. A neighborhood meeting is not required for Administrative projects but
I recommend that you discuss the proposal with your neighbors prior
to the public hearing. If you would like to hold a neighborhood
meeting, please contact me and I will coordinate the logistics if you
provide me with a mailing list of affected property owners.
6. Your Project Development Plan will be evaluated per the standards
set forth in the Land Use Code (LUC) and the Larimer County
Urban Area Street Standards (LCUASS).

• Division 4.4 - Low Density Residential Density District

6. Any public improvements must be built according to Larimer County
Urban Area Street Standards (LCUASS).
7. You will be required to install a sidewalk along the Crestmore street
frontage. Please contact Transportation Planning at 224-6058 to
determine whether or not the sidewalk should be attached or
detached. Also, if the sidewalk along City Park Avenue does not meet
minimum width requirements for handicap accessibility, it will need to
be widened or rebuilt to current standards.
7. Damaged curb, gutter and sidewalk existing prior to construction, as
well as streets, sidewalks, curbs and gutters, destroyed, damaged or
removed due to construction of this project, shall be replaced or
restored in like kind at the Developer's expense prior to the
acceptance of completed improvements and/or prior to the issuance
of the first Certificate of Occupancy.
8. Any existing overhead utility lines will need to be undergrounded with
this proposal.
PLANNING

1. You will be required to submit a Project Development Plan (PDP) for
the City to review. This PDP will be evaluated through the
Development Review Process. City of Fort Collins Departments
and other external agencies such as Xcel, Comcast and Poudre Fire
Authority will have the opportunity to review and comment on your
Project Development Plan.
2. A decision (approval, approval with conditions or denial) will ultimately
be made by the City's Administrative Hearing Officer following an
Administrative Public Hearing (Type One Review). If your Project
Development Plan is approved at the Public Hearing, you will be
required to submit Final Plans for review which will be recorded
permanently.

1. The address for the new dwelling unit must be clearly mounted with at
least 6 inch numerals in a visible location on the building exterior.
LIGHT & POWER

1. Normal Development Fees will be incurred for service to the proposed
new lot. More information about electric costs can be found online at

ENGINEERING

1. Larimer County Road Impact Fees and Street Oversizing Fees will
apply to this proposal. Please contact Matt Baker in Street Oversizing
at mbaker(abfcgov.com or 224-6108 for more information.
2. The Transportation Development Review Fee (TDRF) will apply to this
project. More information is available online at
http://fcqov.com/engineednq/dev-review.php. Please contact Susan if
You have any questions or need help calculating the fee for your
proposal. Each residential dwelling unit will be charged $500
maximum, so it appears that your TDRF fee will be $1000 for the
initial Project Development Plan review and the standard $1000 will
be due at the Final Development Plan stage ($2500 total).
3. A Transportation Impact Study (TIS) evaluating all modes of
transportation may be required for this project, but will likely be
waived. Please contact Ward Stanford in Traffic Operations at 221-
6630 to discuss TIS requirements.
4. The applicant may be required to dedicate additional right-of-way and
easements along street frontages to accommodate sidewalk
improvements.
5. Utility Plans will be required and must be prepared by a licensed
surveyor/engineer. A Development Agreement (DA) may be prepared
for this project, which you will be required to sign. A Development
Construction Permit (DCP) may also be issued for construction.

8. The minimum lot area shall be at least 3 times the total floor area of
the building but not less than 6,000 square feet.
9. A minimum of one off-street parking space is required for lots with
greater than 40 feet of street frontage.
STORMWATER UTILITY

1. This proposal appears to increase the impervious area less than 5000
square feet. A drawing is needed which shows and quantifies the .
total amount of new imperviousness on the site. If the total is greater
than 5000 square feet, a drainage and erosion control report and
construction plans are required and must be prepared by a
Professional Engineer registered in Colorado.
2. In addition, if there is an increase in imperviousness greater than 5000
square feet, onsite detention is required with a 2 year historic release
rate for water quantity. Water quality treatment is provided for this site
in the regional detention at the Udall Natural Area. However, other
onsite water quality treatment is encouraged as described in the
Urban Storm Drainage Criteria Manual, Volume 3 — Best Management
Practices (BMPs).
3. If there is less than 5000 but more than 350 square feet of.new
imperviousness, a site grading plan is all that is required. This can be
done at the time the building permit application is submitted. It needs
to be submitted to the Stormwater Utility at 700 Wood St.
4. The design of this site must conform to the drainage basin design of
the Old Town Master Drainage Plan as well the City's Design Criteria
and Construction standards.
5. The city wide development fee is $4,420/acre ($0.1015/sq.ft.) for new
impervious area over 350 sq.ft. No fee is charged for existing
impervious area. This fee is to be paid at the time each building
permit is issued and is based on the drawing noted in number 1
above.
WATER & WASTEWATER

LAND USE DATA: The property is located at the northwest comer of City Park
Avenue and Crestmore Place. The lot was platted in 2000 and is approximately
14,805 square feet There is an existing one-story house and garage on the
south side of the property.
COMMENTS: The following departmental agencies have offered comments for
this proposal based on a sketch plan which was presented to the review team:
ZONING

1. The property is located in the RL — Low Density Residential zone
district.
2. Subdivisions for single-family residential units are permitted in the RL
District, subject to Administrative (Type 1) review and public hearing
approval.
3. Minimum lot width in the RL District is 60 feet. This property is only
105 feet wide so a modification to the minimum lot width standard will
need to be requested.
4. Minimum rear yard setback is 15 feet.
5. Minimum side yard width is 5 feet for interior side yards. Existing
structures must not be put out of compliance with setback standards
as a result of your proposal.
6. Minimum front yard setback is 20 feet.
7. Maximum building height is 28 feet for a single-family dwelling.

proposed subdivision of the lot at 609 City Park Avenue, which was
presented before the Conceptual Review Team on April 28, 2008.
The comments are informally offered by staff to assist you in preparing the
detailed components of a project application. Modifications and additions to
these comments may be made at the time of formal review of this project.
The City's Current Planning Department coordinates the development review
