[4/9/09] #6 of the narrative states that only one modification is being requested - that being the
lot width. However, their site plan shows the proposed garage footprint as being only 6' from
the rear lot line. A 15' rear setback is required per Sec. 4.4(D)(2)(c). They'll need to request a
modification to that as well if the site plan is part of their submittal. If the site plan isn't part of
the submittal, then they'll need a variance from the ZBA prior to obtaining a permit for the
garage.

[4/7/09] Light & Power will need to install a pad type transformer due north of the existing
electric box on Crestmore Place. This transformer will need to be on Lot #1 (not in the road R-
O-W). A 6 foot wide easement is required running N-S across lot #1 from the new transformer
location to the property line between lots #1 & 2. The electric service to lot #2 will be installed in
this easement. The owner/developer will be responsible for landscape repairs.

[4/21/09] There are water and sewer curb stops shown as existing for the proposed home,
however, they aren't visible at the site visit. Perhaps they are buried? Please physically verify
that the curb stops are present because IF they are truly not there, you will need to revise the
plans to show that you tying into the main as well as the approximate limits of the street cut. In
that event, please add the street cut note to sheet 3:
- WE VERIFIED LOCATION OF THE EXISTING CURB STOP. IT WAS BURIED.
Limits of street cut are approximate. Final limits are to be determined in the field by the City
Engineering Inspector. All repairs to be in accordance with City street repair standards.

(4/23/09] If the lot is subdivided and there are plans to build a structure next to the existing
historic residence, the following review procedures will apply:
1. The house and accessory buildings were built in 1923 and will be reviewed to determine if
they are eligible for local historic landmark designation. The applicant will provide staff with
clear photographs of all four sides of the house and photographs of any accessory buildings and
their relationship to the main house to help us determine eligibility.
2. If the house is determined to be individually eligible, we will review plans for any structures
built nearby to insure that they are compatible with the historic house.

The attached are comments from City Staff concerning the request for 609 City Park
Avenue, which was presented before Staff Review on April 22, 2009.
This is a request to subdivide a 13,889 square foot lot, in the RL, Low Density
Residential zone district, into 2 lots. There is an existing single-family home on the
property that will remain on lot one. The proposed second lot is currently vacant. A
Modification of Standards request is submitted as the two lots will not meet the width
requirement of the RL zone district. The site is located at 609 City Park Avenue, on the
northwest corner of Crestmore Place and City Park Avenue. The surrounding
properties are zoned RL. The proposed subdivision is permitted in the RL Zone District,
subject to administrative review (Land Use Code, Section 4.4(13)(2)(a)1).
Please address the comments offered by staff and submit the revised plans (per
Revision Routing Sheet) and redlined plans for review by the necessary departments.
We are not requiring a second formal submittal as the comments made by staff do not
warrant all of development reviews re-evaluation. If you have questions regarding any
comments please get in touch with the contact that raised the particular issue.
Sincerely,
Emma McArdle
