The Environmental Planner and Current Planning staff have determined that it would be appropriate to
forward a recommendation to the Board that includes the following condition to be placed on the zoning of
the property:
"A comprehensive Ecological Characterization Study must be prepared by a qualified consultant and
submitted to the City for reviey and approval prior to the submittal of any application for approval of a
Project Development Plan." The condition is being recommended because this property contains
wetlands associated with the Fossil Creek Reservoir Natural Area. The wetlands are part of a larger eco-
system that is protected under Section 3.4.1 (E) of the LUC. To ensure that the natural features and
habitat of the property are protected during the PDP process, a condition of zoning is proposed as a
means to integrate the recommendations of an Ecological Characterization Study into planning of a
project prior to a PDP submittal. Dana, Steve O., and possibly Ted and Steve D., would like to join
Advance Planning at your staff meeting tomorrow morning (Wednesday) at 10:00 a.m. to discuss the
proposed condition of zoning approval. Thank you,Steve
