Project Narrative for September 29, 2008 Conceptual Review Meeting
Presidio Apartments is proposed as a 240 unit high -quality apartment project located on
13.5 acres at the northeast corner of Lady Moon Drive and Rock Creek Drive in the City
of Fort Collins. The property is designated as Parcel " J" on the City -approved Harmony
Technology Park Third Filing Overall Development Plan. This ODP includes
approximately 105 acres west of Lady Moon Drive, being subdivided as "Harmony
Technology Park", and approximately 85 acres on east of Lady Moon Drive. The project
is consistent with the land use and density approved on the ODP. Presidio Apartments
will be submitted to the City as the initial development phase of a mixed use
development on this 85 acre assemblage to be called "Presidio Fort Collins".
The project is a joint venture between Imago Enterprises, Inc., owner of the 85 acre
Presidio Fort Collins property, and Milestone Development Group LLC from Denver that
has over 30 years experience in apartment development. This will be a conventional,
market -based apartment project with financing securing through a HUD loan guarantee.
The intended renter demographics are employees from nearby regional retail
development, the existing concentration of high-tech employment, including Hewlett-
Packard, Intel and AMD, plus future employers from the potential for an additional 1.5
million sq. ft. of office development —all within walking distance to Presidio Apartments.
With its proximity to both existing hospital, office and retail uses along Harmony Road
and as well as to Interstate 25, Presidio Apartment will also have both a community and
regional draw.
The site design consists of ten (10) twenty-four unit, three-story, garden -level buildings
oriented to perimeter public streets and surrounding a 4500 sq. ft. club house with a
junior -Olympic pool as the project focal point. As currently designed. the project is 60
percent single bedroom and 40 percent two bedroom unit. The 404 parking spaces exceed
the 384 spaces required by Code. Every apartment unit includes a one car, detached
garage, the use of which is part of the apartment rent and not optional. The housing type
mix will include "live -work" units where tenants can combine a low -profile business use
on the main level with a residential use above.
The site is part of an overall storm drainage and grading plan for the entire 85 acres
Presidio Fort Collins property. Within this context an approximately one acre detention
pond is shown in the southeast corner of the site. This pond connects to a release point
into the existing Rock Creek Drive storm sewer. Existing 12" City water adjoins the site
in Lady Moon Drive and Cinquefoil Drive and 8" City water adjoins in Precision Drive
that will be completed as part of Presidio Apartments. Adequate sanitary sewer borders
the site in Lady Moon Drive, Rock Creek Drive and Cinquefoil Drive.
The property is currently in agricultural use and has no existing structures or natural
features. A Phase I Environmental Site Assessment was completed in March 2008
indicating no issues. Preliminary subsurface exploration has also been completed
indicating stable soils and deep groundwater conditions.

General Information
All proposed development projects begin with Conceptual Review. Anyone with a development idea can
schedule a Conceptual Review meeting to get feedback on prospective development ideas. At this stage, the
development idea does not need to be finalized or professionally presented. However, a sketch plan and this
application must be submitted to City staff prior to the Conceptual Review meeting. The more information you

Conceptual Reviews are scheduled on three Mondays per month. One half-hour meeting is allotted per
applicant. Please call Planning and Zoning at 416-2283 or 221-6750 to schedule a Conceptual Review
meeting. Conceptual Review is a free service. Applications and sketch plans must be submitted to City staff no
later than 5pm on the Tuesday prior to the Monday Conceptual Review meeting, Application materials can be

At Conceptual Review, you will meet with staff from a number of City departments, such as Current Planning,
Light and Power, Stormwater, Water/Wastewater, Zoning, Transportation, Engineering, and Poudre Fire
Authority. Comments are offered by staff to assist you in preparing the detailed components of the project
application. There is no approval or denial of development proposals associated with Conceptual Review. After
the meeting, a City planner will follow-up with the applicant in writing, summarizing staffs commends.
