Our shared property line presently features a chain link fence. This fence should be upgraded with a six foot solid fence. Response: We plan on replacing the existing chain link fence with a six foot high solid wood fence. 11. 1 am concerned about lighting along the south property line. There should be security lighting along the south side of the building but it should directed so there is not light spillage into my yard. Response: We plan on complying with City regulations that govern lighting which does not allow for light spillage. 12. 1 live south of the facility on Alpert Avenue. I don't want abusive spouses or boyfriends trespassing on my property to gain access to the facility. Response: We understand. We are very diligent on reporting suspicious behavior. 13. The second story addition appears fine for the north elevation along Parker Street. For privacy reasons, I do not want a second story addition along the south portion of the building. Response: There is no second floor addition on the southern portion of the building. Response: We are investing substantial funds in upgrading the facility with both interior and exterior improvements. Our maintenance crew will keep the property looking nice. 4. What about abusive spouses or boyfriends driving around the neighborhood checking out the facility? These are not the kind of persons we want driving around our neighborhood. Response: Our staff is trained to call the police if there are any unusual activities such as you describe. 5. What about safety and protection of children? Will the building be secure for the children? Is there an outdoor playground? If so, how is it secured? Response: The building will be made secure. There will be a gate protecting access to the parking lot. The entrance is secure. As mentioned, the outdoor playground is a converted interior courtyard. 6. Is there adequate parking for staff and clients? Response: Yes, we will have parking for approximately 25 cars in the parking lot. This exceeds the number of staff. Roughly one-third of our residents will have a car. We anticipate that the on -site parking will be adequate to handle the number of cars brought to the site by residents. 7. Please describe all the building security features. Response: We would rather not provide too much detail about these features. We can say that the entrance and parking lot will be secured. Suffice to say that we are taken the necessary precautions required for a facility such as ours. 8. Will Parker Street be cleared of snow by the facility staff? Response: No, our staff will clear the sidewalks but we cannot commit to clearing a public street. 9. Does the facility take any deliveries by semi -trailer truck? If so, where will deliveries be made? There does not appear to be sufficient area for a semi -trailer truck to maneuver around the site. Response: No, we are a residential facility. We will not be taking any deliveries by semi -trailer truck. 2 NEIGHBORHOOD MEETING SUMMARY PROJECT: Crossroads Safehouse at 421 Parker Street DATE: June 2, 2008 APPLICANT: Vicki Lutz, Director, Crossroads Safehouse CITY PLANNER: Ted Shepard, Chief Planner The meeting was held at 421 Parker Street in the building of the former Columbine Care Center East Nursing Home. This building is the location of the proposed Crossroads Safehouse new facility. As proposed, the project consists of renovating and landscaping the now -vacant, 60-room facility for conversion to a shelter for victims of domestic violence. The facility is being designed to accommodate up to 50 adults and children with a Staff of ten. In addition, the facility would contain rooms for counseling and administration. Security would be enhanced with a control gate at the building and parking lot entrance with video surveillance. An on -site Staff would provide maintenance for the building and grounds. The existing parking lot is sufficient for both clients and Staff. Questions, Concerns and Comments 1. Will there be additional traffic brought into the neighborhood as a result of this project? Response: We think there will actually be less traffic than the Columbine Care Nursing Home. We will significantly less staff, no visiting medical staff, and fewer visitors. Plus, we will not be running three shifts. Our evening shift will consist of only two to four staff. 2. Will there be an increase in noise in the neighborhood as a result of this project? Response: The outdoor play area is an internal courtyard. There will be no outdoor activities at the perimeter of the property. 3. Will neighborhood property values decrease as a result of this project?
