Issue Contact: Wes Lamarque
Topic: Stormwater
Number: 47 Created: 11 /5/2010
[11/5/10] Please update the drainage report/letter with the new information that the existing
sidewalk will be widened now rather than in the future. A variance request can be included
in the text of the report including these justifications: the sidewalk improvements are not on
site, the infill site is limited on space for a detention pond, the drainage masterplan already
assumes sidewalks on all streets.
Number: 48 Created: 11 /5/2010
[11/5/10] Please show on the grading plan how drainage will pass through the 8 foot stucco
wall and provide a detail.
Number: 49 Created: 11 /5/2010
[11/5/10] Please show how drainage flowing down the pan along the southern boundary will
pass through the stucco wall/gate and provide a detail.
Number: 50 Created: 11 /5/2010
[11/5/10] Please provide an erosion control escrow amount. The minimum is $1,500.

Topic: Electric Utility
Number: 1 Created: 4/23/2009
[10/19/10]
[4/23/09] Assuming that no changes are required to the existing electric utility system OR
the electric service to the building, there will be no charges from Light & Power. If changes
are required, please contact Light & Power Engineering at (970)221-6700.

[4/23/09] If the planned P.V. canopies will be capable of feeding power into the electric grid,
please contact Norm Weaver at (970)416-2312 for the required application and permit
procedure.

Topic: Fire
Number: 43 Created: 11 /2/2010
We still need to resolve two issues: Access "gates" for fire department attack hose lines and
FDC, and how these gates are going to operate. We also should discuss placement of
another Knox Box to better facilitate accessing the building. Let's get together as soon as
possible.

[11/2/10] Show water/sewer lines on the existing conditions sheet. Be sure that there are
no fence columns over water and sewer service lines.
Please return any redlines upon re -submittal. As always, please feel free to call if you have
any questions or concerns about these comments.

[10/29/10] All parking stalls must be a minimum of 19' deep. This may be reduced up to 2'
where overhanging landscaping or sidewalk. However, a sidewalk's width must be
increased by 2' to account for the overhang. A parking stall cannot be less than 19' where
unable to overhang so the stalls shown against the fence wall must be a minimum of 19'.
The parallel spots along the fence on the south side must be increased to allow for the car
door swing OR the fence needs to be set back sufficiently. Please see chapter 19 of
LCUASS for all other parking lot requirements and adjust the layout accordingly.
Number: 40 Created: 10/29/2010
[10/29/10] Construction easements may be required if the 8' tall fence/footings cannot be
constructed entirely onsite. No portion of the wall (including the footers) may extend into the
neighboring property without a permanent easement.
Number: 42 Created: 10/29/2010
[10/29/10] The existing sidewalk/stairway/entrance on the east side of the building has been
constrained by an additional wall. Does this need to meet any kind of code or standard or is
it fine as shown?
Topic: Landscape Plans
Number: 37 Created: 10/29/2010
[10/29/10] Please show, dimension and label all row and easements. Please show and
label all utilities. Please label tow, bow of all walls or label with total heights. Plan needs to
match the utility plans (sidewalk widths shown are incorrect, driveway on south side doesn't
match, etc). There are many scanning issues that need to be addressed. Please see
Appendix E6.
Topic: Site and Landscape Plan
Number: 34 Created: 10/29/2010
[10/29/10] Please use the engineering scale to match the utility plan. Architectural scaling
is not permitted.
Topic: Site Plan .
Number: 33 Created: 10/29/2010
[10/29/10] Needs to match the utility plan. Please show the proposed 25' concrete drive on
the south side of the building and the sidewalks do not match the utility plan.
Topic: Utility Plan
Number: 29 Created: 10/29/2010
[10/29/10] Please add aline weight for the property boundary. Please dimension the
existing sidewalk on the existing conditions sheet.
Number:41 . Created: 10/29/2010
[10/29/10] Please see Appendix E4 for all other FC requirements and submitted completed
with the next round.

STAFF PROJECT REVIEW
City of Fort Collins
Date: 11 /3/2010
Staff has reviewed your submittal for Crossroads Safehouse PDP Type II and Final Plan,
and we offer the following comments:
ISSUES:
Department: Engineering Issue Contact: Susan Joy
Topic: General
Number: 14 Created: 5/6/2009
[10/27/10] [7/30/09] (FC) Just carrying the comment through Final and the DA.
[5/6/09] This development is responsible for constructing the sidewalk where none currently
exists on this property; however, it was determined that in this case, it really wouldn't benefit
the neighborhood by constructing it at this time. It has been agreed that this development
will provide cash in lieu of the additional sidewalk to the west. An estimate for our review
and approval is due in Final Compliance and that amount will be added to the development
agreement and due prior to the issuance of the building permit.
Number: 30 Created: 10/29/2010
[10/29/10] There is now an 8' tall brick or metal fence shown running along the north and
east side of the building. Please label top, bow on the utility plan and provide the wall
section in the detail sheets. No portion of the wall (including the footing or hook assembly)
may be placed in row or utility easement. Please show all easements, property lines and/or
row, and utilities in the typical sections and show typical sections on all plan sets. Wall
heights and or tow/bow spots need to be shown on all plan sets. Additional permits and
design is required at the Building and Zoning counter prior to its construction.
Number: 31 Created: 10/29/2010
[10/29/10] The sidewalk along the east side of the building is shown outside of the existing
row. Either additional row needs to be dedicated OR an access easement will suffice.
Please submit the appropriate exhibit and legal description for review. I will email you the
dedication statement as well.
Number: 32 Created: 10/29/2010
[10/29/10] The site and utility plan sets needs to label and dimension all existing and
proposed sidewalks.
Number: 36 Created: 10/29/2010
[10/29/10] The automatic gate now shown in the driveway off Parker Street must be set
back a minimum of 25' so that cars pulling in and waiting for the gate to open do not block
pedestrians.
Number: 38 Created: 10/29/2010
[10/29/10] All fencing must be placed a minimum of 2' behind the row or access easement
(basically 2' behind the walk). Please adjust the 4' metal fence shown on the site plan
accordingly and place a note on the site, landscape and utility plans to reflect the 2' setback
requirement. Please show the same fencing on all plan sets.
