surface, most of the runoff will infiltrate the gravel surface, as it does today. Some new
concrete sidewalks have been added to the site, but we have kept these to a minimum. We
have added approximately 1,117 additional square footage of impervious area to the site,
included all the new sidewalks and the concrete trickle pan.
Second, we understand from the Concept review comments, that we are required to
widen the existing sidewalk adjacent to Whedbee and Parker by an additional 3'. We are
proposing adding 4' of additional sidewalk. This adds approximately 1,836 additional
square footage of impervious area, but we feel that since this is located in the existing
Right -of -Way, this should not be included in the total square footage of new impervious
area allowed for the site. There are currently no sidewalks on any adjacent property, and
in all likelihood, we will request that the client be allowed to escrow the funds for these
improvements (the 3' of additional walk), therefore no increase would be seen until
extensive improvements happen in this area down the road.
Therefore, we feel that we are close to the allowed additional square footage
requirements of 1,000 square feet, and feel justified that this site will meet the _
requirements of the stormwater utility department, and do not need a full drainage study.

RE: Crossroads Safehouse — Whedbee and Parker Streets
Letter Regarding Stormwater runoff
Glen,
This letter is regards to the Crossroads Safehouse project, located at the southwest comer
of Parker Street, and Whedbee Street in Fort Collins, Colorado, and in particular to the
stormwater runoff from the site.
In essence, the client is modifying the existing building to provide shelter to victims of
abuse. They are adding virtually no additional square footage to the footprint of the
structure, but they are changing the use of the building. Therefore, they are required by
Code to bring the building into compliance.
The project was presented to staff in concept review. We are submitting PDP for the
project, and this letter is intended to be a part of that PDP submittal, and to provide you
with a narrative of our approach to mitigating stormwater runoff from the site.
First, the site is currently serviced by a paved (asphalt) parking lot on the west side of the
building. Runoff from this. pavement is collected in a small grassed depression along the
east side of this lot, and is conveyed by a 6" pipe to an existing storm sewer located in
Parker Street. This existing asphalt parking lot does not completely cover the site, and
does not extend around the south side of the building, but it is covered with a gravel
driving surface.
In the Concept review comment, it was noted that to bring the building up to compliance,
we would need to pave the gravel portions of the parking lot. I will include with this
submittal a variance request letter to allow the client to regrade and resurface this portion
of the parking lot, but to use a pervious crushed gravel surface instead of an asphalt
surface. This allows us to keep the additional impervious area added to the site around
1,000 square feet
