Hi Todd,
Regarding the Willow Street Improvements, discussions with the developer up to this point have been that the final
improvements along Willow St will be built with this project. The final enhanced streetscape details have yet to be
determined along Willow Street but it has been communicated that the finishes need to be consistent with the River
District Plan and match the completed streetscape finishes that exist along lindens St, adjacent to the site. Further
discussions about the details and timing will be needed as we move towards final plan.
As far as funding the enhancements, the developer is eligible to submit for a repay to the city for an extra %: foot of the
sidewalk width along Willow St. The current standard for a collector roadway (Willow St) is a 5 foot detached sidewalk
with an 8 foot wide (minimum) landscaped parkway. The city will reimburse the developer for the additional % foot
width that would be required to meet the 5 foot wide collector sidewalk standard, above and beyond the developers
local street portion of a 4.5 foot wide sidewalk. The additional width of the sidewalk along Willow will be the developers
responsibility in lieu of completing the 8 foot landscaped parkway requirement.

Hello Todd, I'm not really sure what you are referring to when you mention "City Docs"
The staff comments that are generated at our Wednesday Staff Review meetings are not included in the packet that
goes to the Planning and Zoning Board. The Board gets a staff report, plan sets, traffic study, letters from citizens, other
special studies but not comments from commenting departments and agencies. Perhaps it's the staff report and its
attachments that you are referring to?
Regarding your questions about the extent and proportional share of the developer's obligation of the Willow Street
public improvements, I will have Tyler Siegmund in our Engineering Dept. respond.
Regarding architectural treatments for the two new buildings, I'll have Karen McWilliams or Josh Wienberg
respond. Just so you are aware, due to the national historic district, these new buildings are under double jurisdiction —
City and State — and we have been coordinating closely among the applicant, the State and us.
