HomeMy WebLinkAboutROCKY MOUNTAIN ARCHERY - APU - 21-09 - REPORTS - CORRESPONDENCE-HEARINGThe proposed Rocky Mountain Archery business would have been a permitted use under this definition prior to 1997. In 1997, with the adoption of the Land Use Code, these uses were divided and redefined between Limited Indoor Recreational Uses (under 5,000 square feet) and Unlimited Indoor Recreational Use and Facility (over 5,000 square feet). However, neither of these permitted uses was transferred to the new H-C, Harmony Corridor District which is the current zoning for this property. While there will be some retail to meet the archers needs, the majority of the business will be service and sport oriented. There will be an annual membership package available that will include numerous different benefits. Under Division 4.26 Harmony Corridor District (H-C) of the Fort Collins Land Use Code, this project partially meets the requirements for "membership clubs", "community facilities" and "clubs and lodges", but not fully for any one. An "Addition of Permitted Use" will need to be granted for this project to be built at 4518 Innovation Drive. Division 4.26, Section A, "Purpose" states that the Harmony Corridor Plan is "that of creating an attractive and complete mixed -use area" Rocky Mountain Archery will be built with an attractive Colorado lodge style architecture on the street side, similar to nearby business, and will definitely add to the "mixed -use" of the area. Rocky Mountain Archery would employ 3 to 4 people. The area that is proposed for this project already contains several high density employers, such as Center Partners, the new Enterprise Car Rental call center, and several others. The general layout of the structure that would house Rocky Mountain Archery, lends itself to be converted to light Industrial or high density employment, if the building were ever to be sold. This relatively narrow lot that lies between two existing business, and has been dormant since it was annexed in 1978, has been given the potential to be a major asset to Fort Collins. With the establishment of Rocky Mountain Archery, significant revenue would be brought in from other regions, local youth and sportsmen would be given an opportunity to excel in their sport, and another unique community service would be brought to Fort Collins. - k -, for local youth archers, JOAD and Saturday morning league. The establishment of a senior citizen league would round out the age groups. The idea of a league, were the teams are made up of one youth and one senior is being developed. The sport of archery attracts a wide range of cliental. From the bowhunter to the affluent target archer. Each year, millions of dollars are brought into the state of Colorado during the big game hunting seasons. The presence of an unmatched archery pro -shop and indoor range in Fort Collins would undoubtedly be cause for numerous out of state bowhunters to use our city as their central base. The typical target archer takes his/her sport very seriously. A standard set-up for target archery, including bow, accessories, and arrows, will easily surpass $2000. The following local archers have already achieved impressive and nationally recognized accomplishments. Brian Christensen was the 2006 U.S Collegiate Champion, Rachel Caldwell competed with the Jr USAT team in tournaments as far away as Turkey, and Jennifer Nichols competed in the 2004 and 2008 Olympics. Lot 10 of the Golden Meadows Business Park, located at 4518 Innovation Drive, fits this project extremely well. It is a long narrow piece of property, at 105' wide by 240'deep, which matches my buildings orientation. As of 4/18/09, Colotex Electrical Supply exists to the south of the property, a large electrical substation exists to the east, Fanner Brothers Coffee distribution exists to the north, and Graingers exists to the west on the opposing side of Innovation Drive. Its location is between Rocky Mountain High, Fort Collins High, and Fossil Ridge High which lends itself perfectly to the high school competitions. The southern Fort Collins location provides great exposure and access to encourage a varied community involvement. As this property will also be used for state wide events, the Harmony access to I-25 will encourage a greater number of participants to attend. There isn't an establishment like this in Loveland, Windsor, or Wellington, making it unique to Fort Collins. Prior to the adoption of City Plan and the Land Use Code in 1997, the property was zoned I-P, Industrial Park. According to the Zoning Code in place at that time, the permitted uses included: • Recreational uses including activities such as billiard and pool parlors, dance studios, martial arts schools, arts and crafts studios, exercise and health clubs, bowling alleys, tennis, basketball and swimming. Rocky Mountain Archery "Addition of Permitted Use" Application By Stewaft King (970)691-9293 Rocky Mountain Archery will be a full service archery pro -shop and indoor shooting range. We will perform tuning and repair on all types of archery equipment, provide any and all of the archery supplies that anyone involved in the sport could need, and manage a top of the line indoor facility for numerous shooting leagues and statewide tournaments. Special benefits will be made available for customers enrolling in an annual membership program. Archery is a quickly growing sport that is competed in by all ages, sexes, and levels of ability. For more than 20 years, Fort Collins and the surrounding cities archery community has been served by Arrow Dynamics. As of September 19t, the owner is retiring, and they are closing their doors. This will leave a major service need unfilled. Brian Ficker with Fort Collins Youth Archery recently signed multiple contracts with Fort Collins Parks and Recreation to conduct different archery programs for them. These are currently being conducted at Arrow Dynamics indoor range, but will be in need of a new venue next spring. 1 am the head coach of the local Junior Olympic Archery Development team, with 30 shooters, and Mr. Ficker also hosts a youth Saturday morning league during the winter months, with more than 80 young shooters every week. All of these kids are going to need a place to compete in their sport. Without this new facility, the nearest archery pro -shop will be in Longmont. The Fort Collins area needs to provide for its' residents, and keep valuable revenue from leaving the community. There is a self access range in Cheyenne, but no pro -shop to provide service or sales. Through necessity, Rocky Mountain Archery would bring in Cheyenne consumers, who would then provide an ample amount of retail and sales tax income to the area through their other shopping and dining. We would have a significant community involvement. Programs that would be started would include reestablishing the Colorado State University Archery team, developing a competitive league between the local high schools, and reaching out to the handicapped members of Fort Collins to provide them with a new activity.
