9.0 Conclusion

' This TIS assessed the impacts associated with the Rocky Mountain Innovation
Initiative Project located in North Fort Collins. The project consists of office uses.
Based on the analyses, investigations, and findings documented in the various
/ sections of this Transportation Impact Study, the following can be concluded.

Current operation is acceptable at all of the key intersections.
/ o
Operation at the key intersections will be acceptable under full build -out

of the project.
/ o
The Rocky Mountain Innovation Initiative Project is expected to generate

approximately 427 daily trip ends, approximately 60 morning trip ends
and 58 afternoon trip ends.

No new traffic signals or signal modifications will be required with the

construction of the project.

No right turn auxiliary lanes will need to be constructed with the project.
o
Based on modeling projections of the MPO, the City should consider

reclassifying Vine Drive as a Collector roadway rather than a minor

arterial.

The intersection of Vine/Lemay will meet the requirements of the APF

Ordinance.
o
Multi -modal LOS standards can be achieved with the project.

The project is feasible from a traffic engineering perspective.
Statement of Adequacy: The transportation facilities will be adequate and available to
serve this development as contained in the Larimer CountyUrban Area Street Standards.
All applicable LOS standards will be met since all transportation facilities are in place or
will be in place upon issuance of a certificate of occupancy.

weekday frequency of service, travel time factor, and peak load factor. The LOS
standard for transit is "D" based on this site location.
The 2010 transit plan shows that the site will have close access to Route 8 which will
have direct access to the downtown area.
Hours of Weekday Service: Since Route 8 will take employees directly to the
downtown transit center, it is assumed that the site will be served by 18 hours of
service on an average weekday. The standard can be assumed to be met.
Weekday Frequency of Service: Since the site is adjacent to an identified route
of high frequency transit service, the minimum of 15-minute service is met.
Travel Time Factor: The travel time factor is portal-to-portal travel time
divided by auto travel time (peak hour). The standard for the criteria is for the
travel time in bus to be no more than two times that of the automobile. This
standard is not met for the project for the CSU Campus destination.

Peak Load Factor: The standard for the peak load factor is calculated by
dividing the number of passengers by the peak time of day by the available seats.
The standard requires that this value be < 1.2. Based on the LOS Manual, for all
future routes, the presumed peak load factor is 1.0 and therefore the standard is
satisfied.
Based on the above, the transit LOS achieved 3 out of the 4 criteria and is therefore the
LOS is calculated at "C", which is acceptable.

8.1 Pedestrian Level of Service
The project area was evaluated for compliance with the pedestrian level of service
standards. The site is within walking distance to the Old Town North neighborhood as
well as North College Avenue. Currently, there are no pedestrian facilities on Vine
Drive and the pedestrian environment is not conducive to pedestrian travel. There are
sidewalks on Linden and in the Old Town North neighborhood. The project will connect
the sidewalks to these destinations. The analysis is of the improvements that will be
required of the project. Completion of the sidewalk system will occur in the area as
development continues. The following is a review of the evaluation.
Directness — There will be direct sidewalk connections to the neighborhood to
the north of the project site.. .
Continuity — The project will complete the sidewalk system adjacent to the site
and will provide continuity to the surrounding neighborhood.
Street Crossings — There are pedestrian phases included at the traffic signal at
College/Vine. There are no crosswalks at the intersection of Vine/Linden and
should be included in the project.
Visual Interest and Amenity — The sidewalks that will be constructed will be
visually appealing considering the area is primarily industrial.
Security — The sidewalks in the area will be well lit and good sight distances are
available.
8.2 Bicycles Level of Service
The project will meet the bicycle level of service standards for both north/south and
east/west connections. Redwood/Linden Street has bike lanes which will connect to
Vine Drive which also has on -street bike lanes.
C. Transit Level of Service
According to the LUCASS Multimodal Level of Service Manual, transit level of service
for the City of Fort Collins is based on the routes and service levels planned for the year
2015. However, the Manual was written in 1997 and is significantly outdated and no
longer considered valid. The transit LOS analyses are therefore based on the 2010
Transfort Strategic Plan. The analysis is based on 4 factors — hours of weekday service,

of the congestion issues that currently exist at the intersection. A more detail computer
modeling effort of the area is required to determine the actual impact of the new
roadway and is beyond the scope of this study.
8.0. Multi -Modal Evaluation
Section 4.5.3 (B) of the Larimer County Urban Area Street Standards requires that
projects undergo a level of service analysis for alternative modes of transportation. The
modes of transportation that must meet LOS standards are bicycles, and pedestrians.
Transit service LOS must also be analyzed at the time of development review.
However, transit LOS is not part of the Adequate Public Facilities test. The area of
interest for the alternative modes of transportation is shown below in Figure 8.

1 7.0 Improvements

1 7.1. Traffic Signals
1 Traffic signals are never installed until a warrant is satisfied under the Manual on
1 Uniform Traffic Control Devices, 2000. During the course of a preparing a
1 transportation study, Warrant #3, the Peak Hour Warrant, is usually the best indication
1 of a whether or not a traffic signal will be needed in the future. Based on a review of the
criteria, no new traffic signals will be required with this project.

7.2 Auxiliary Lanes
A review of the LUCASS requirements regarding auxiliary lanes was undertaken as part
of this study. The intersection of Vine/Lemay is in need of auxiliary lanes — especially
for the north and southbound movements. However, these improvements are not
feasible at this time and will not be required in the future with the realignment of Vine
Drive.
Under the current roadway classification, Vine Drive is classified as an arterial roadway.
Eastbound and left turn lanes will be required in the future if New Vine Drive is not
constructed.
Based on a review of Figure 8-04 of the LUCASS, right turn lanes into the site are not
required.
The need for left turn lanes into the site depends on the future classification of Vine
Drive. Under the current MSP, vine Drive is a minor arterial and the left turn lane would
be required (TWLTL). Based on the long range traffic projections provided by the
MPO, Vine Drive (without new Vine Drive) carries volumes in the Collector
classification range.
7.3 Vine Drive and Lemay Avenue - APF
The project has very little impact on the intersection of Vine and Lemay and the
intersection will continue to operate at acceptable levels with the implementation of the
project. The City has recently modified the signal operation of the intersection to a
short -cycle, fully actuated operation. The operational improvement, in conjunction with
the recently added east and westbound left turn lanes, has added additional capacity to
the intersection. The APF issue with the intersection is not affected by this project.
1 In addition, it is likely that the completion of Redwood Street will more than likely
improve the operation at the intersection of Vine and Lemay. Currently there are no
north/south connections within the mile between College Avenue and Lemay Avenue.
The completion of the collector system on the '/z mile will more than likely relieve some

6.0 Traffic Analysis
Capacity analysis was performed at the key intersections for both the background traffic
as well as the total traffic. Table 4 displays the results of the background traffic analysis
and Table 5 shows the results of the total traffic analysis. As can be seen from the
tables, each of the key intersections continues to operate at acceptable levels of service.
The analyses followed the procedures of the Highway Capacity Manual 2000.
In particular, the intersection of Vine/Lemay passes the standard set forth in the
Adequate Public Facilities Ordinance. In the year 2010, the intersection still operates at
LOS D overall and the WB left turn and the NB movement drop to LOS E, which is still
acceptable.

5.0 Traffic Projections
Background traffic for the year 2010 was estimated by assuming that all traffic
movements would increase by 2% per year, as agreed to in the initial scoping meeting
with the Traffic Operations Department. Traffic volumes at the intersection of
Vine/Lemay were estimated by using the background traffic utilized in the Eastwood
Development Capacity Reservation request and the Capstone residential development
project. This traffic projection takes into account all of the other approved developments
in the area. Background traffic is displayed in Figure 6.
Site -generated. traffic was then added to the background traffic to determine the total
traffic volumes at the key intersections. Total traffic for the year 2010 is displayed in
Figure 7.

4.3 Trip Distribution
Trip distribution is the process of determining where the trips are coming to and from the
site. The distribution was based on the current distribution of the current traffic, the
population center of Fort Collins, and engineering judgment. The distribution is not
expected to change during the long term when New Vine Drive' is completely
constructed. The short-term distribution for the project is displayed in Figure 4. Site
distributed traffic is shown in Figure 4.

4.0 Project Description
4.1 Project
The project consists of two phases of general office space. The phase will consist of a
31 ksf building that includes 3 ksf of laboratory. The second phase will construct an
addition 7.8 ksf of office space. Access to the site is via two curb -cuts onto vine Drive.
For a conservative analysis, all phases are assumed to be constructed by the year 2010.
A preliminary site plane is displayed in Figure 3.
4.2 Trip Generation
Trip generation rates for the proposed project are based on Trip Generation, 77h Edition
prepared by the Institute of Transportation Engineers. There were no trip reductions due
to carpooling, transit, walking or bicycles as part of the trip generation estimate. ITE
code 710, general office, was utilized for the estimate. Various other land uses were also
considered such as Research and Development Parks and business parks. However, the
general office category provided a slight more conservative trip estimate.
Table 3 below summarizes the proposed trip generation for the project. For the entire
project, during the morning peak hour, 60 trip ends can be expected and 58 trip ends can
be expected from the project during the afternoon peak hours. The daily trip generation
estimate has been calculated at 427 trips.

Highway Capacity Manual 2000. Level of Service (LOS) is a qualitative term
describing operating conditions and expressed in terms of delay. Table 1 below provides
the definitions of LOS for both signalized and unsignalized intersections. Table 2
displays the results of the analyses. The worksheets from the analyses can be found in
Appendix C.

1 3.0 Existing Conditions

1 3.1. Current Traffic
1 Recent peak hour turning movements at the key intersections were obtained during
1 March 2008. Although the counts are more than a year old, discussions with the City
1 traffic engineer indicated that the counts would suffice since very little development has
occurred in the area over recent years. The morning and afternoon peak hour traffic
1 counts at the key intersections are displayed in Figure 2. The peak hour counts were
1 conducted in 15 minute increments for the periods of 7:30-8:30 AM and 4:30-5:30 PM.
/ The raw information regarding the turning movements is provided in Appendix B.
/ 3.2 Current Street System
1
1 The project is located in North Fort Collins and will be situated along Vine Drive
1 between Linden Street and.College Avenue. The general office facilities will be located
on the north side of Vine. In the long-range future, Vine Drive, an arterial roadway will
1 be replaced with the "New Vine Drive" and will intersect College Avenue at Pinon
1 Street. The Master Street Plan for the City of Fort Collins shows "Old Vine Drive" as a
1 minor arterial from College to Linden and a collector roadway from Linden eastward to
Lemay. Long range forecasting prepared by the NFRMPO does not include the new
1 Vine Drive. However, future projections for Old Vine Drive are in the range of 7,000-
1 8,000 vehicles per day; which are collector standard volumes.
Vine Drive is a 36-foot wide roadway with two travel lanes and bike lanes. There is a
soft shoulder and no curb, gutter, or sidewalk in place. The pavement appears to be in
fair condition. The speed limit on Vine Drive is 35 mph.
Linden Street is a collector roadway with a speed limit of 25 mph. There are sidewalks,
parking, and bike lanes in place. North of Vine Drive, Linden becomes Redwood Street
and has similar characteristics as Linden to the south. The roadway terminates at the
edge of the Old Town North development. In the near future, it is expected that
Redwood will be constructed to the north and complete the current gap in the roadway
system.
Jerome Street is adjacent to the site on the east and is a recirculation road as well as a
collector roadway. It is not anticipated that this particular project will have an impact to
Jerome Street.
3.3 Current Traffic Conditions
Capacity analyses were performed at the key intersections to determine if existing
deficiencies exist on the roadway network. The analyses followed the procedures of the

1.0 Introduction
This transportation impact study addresses the Rocky Mountain Innovation Initiative
Project located in North Fort Collins, CO. The project is a redevelopment of the Waste
Management site located on Vine Drive between College Avenue and Linden Street.
The site is currently vacant.
The project will construct office space in two phases that will be used as incubator space
that helps new businesses get off to a good start. These businesses will be able to rent
office space at below market costs, and gain access to experts in finance, marketing and
other business related activities. The office space also includes approximately 3000
square feet of laboratory space.
Figure 1 on the following page is a vicinity map displaying the location of the project.
2.0 Agency Discussions
Initial discussions with City staff indicated that a full study traffic study as described in
Chapter 4 of the Larimer County Urban Area Streets Standards (LCUASS) would be
appropriate for this particular development. Following the development of the trip
generation estimates, it was determined that an intermediate study would suffice based
on the study requirement standards.
Approved projects in the area that would affect the intersection capacity of Vine/Lemay
is the Eastwood development. This transportation impact study also included the
