possible above the 100-year floodplain water surface for extra protection.
The proposed building has been raised a foot (5002.16'), which is the highest elevation

setback per Sec. 3.8.19. Therefore, the proposed front setback of 4' is ok, without the need
for a modification.

[11/20/09] The "prescribed side setback for NCB zone" line is not accurate. It depicts a 5'
minimum setback requirement. However, the minimum setback is 5' for the 1 st 18' of wall
height along the side lot line, and an additional 1' of setback for every 2' or fraction thereof of
wall height above 18'. Therefore, the "prescribed setback line" should be moved to show
where it would be required based on the height of the wall. E.g., it appears that the
minimum south side setback requirement would be 11' based on the 29'+ wall height. The
north would be 16' or more.
We discussed comment with Peter Barnes — minimum setback lines have been removed
from the Site Plan as suggested by Peter to minimize confusion (12/9/2009)

Thank you for your responses dated Nov. 4, 2009. Most fire -department -related issues have
been resolved, due to our meetings and correspondence prior to now. The fire line
requirement seems to have been resolved after involving Roger Buffington, as well. Also, a
water -flow test showed that there is a fire hydrant within 300 feet that meets the minimum
flow/residual pressure requirement of 1,500 gpm/20 psi. However, at some point in the
future if the 4-inch water line is replaced, PFA would like the hydrant on this line (Meldrum
and Olive streets) to be moved one block north, to Oak and Meldrum streets). This likely
won't be an Otter Box issue at that point, so this is more of a written record on the part of
PFA to request the hydrant location change.

Just an FYI that for any patio above grade, any type of controlled reentry into the building -
such as prox cards or fobs - are not allowed in the Fire/Building codes. This is an egress

improvements to the existing alley in the rear of the property. However the project is
responsible for the undergrounding of the overhead line(s). If this can not be done at this
time the project will be responsible for providing conduit for the future undergrounding. If the
line will be in the grass buffer along the alley (outside of the ROW) an easement will be
required.

be -ornamental trees 2.5 inch caliper -evergreen trees 8 feet height -shade trees 3.0 inch
caliper.

Add this landscape note:
• The soil in all landscape areas, including parkways and medians, shall be thoroughly
loosened to a depth of not less than eight (8) inches and soil amendment shall be
thoroughly incorporated into the soil of all landscape areas to a depth of at least six (6)
inches by tilling, discing or other suitable method, at a rate of at least three (3) cubic yards of
soil amendment per one thousand (1,000) square feet of landscape area.

[11/20/09] Per LCUASS, no more than 750 sq. ft. (measured from behind the ROW line)
can drain across a drive approach. On both drive entrances, there is much more than the
750 sq ft that is draining towards the street. A curb chase may be required to take some of
the drainage off the drive entrance to ensure that it does not impede on the sidewalk ramps.
Thank you for the brainstorming meeting held on November 301h. On the northern drive
access, a curb cut has been added on the south curb line, creating less than 750 sq. ft.
of sheet flow across the drive approach. This curb cut allows for swale flow to be routed
through a sidewalk chase and enters directly into Meldrum Ave. On the southern drive
access, grading has been revised to restrict the uncovered hard space to be under the
allow 750 sq. ft. The covered parking area will roof drain out side the limits of the drive
approach (12/9/2009).

[11/25/09] 3.2.1(E)(5)(b) - This requires 1 canopy shade tree per 150 s.f. of interior parking
lot landscaping area. This parking lot is required to have a minimum of 700 s.f. of
landscaping, the plan meets that requirement, but there are only 2 trees in the parking lot.
You need at least 5.
More trees have been added to the parking lot (1 per island min.) as well as the planting
edge along the alley R.O.W. This is now feasible as the overhead utilities are now
planned to be undergrounded in the alley R.O.W. which previously would have been in
conflict with tree planting (12/9/2009).
