The Pateros Creek project, with implementation of recommended mitigation measures, is a substantial improvement over existing degraded conditions. Comment #4 Response Although the Pateros Creek project would result in an average 18 percent reduction in the 300-foot buffer over 55 percent of the property edge, the average buffer width would be approximately 355 feet due to the extensive buffer width to be maintained along the most valuable habitat portions of the property. With the proposed extensive native plantings proposed for the entire buffer zone, and especially the area where the buffer zone would be reduced from 300 feet, I believe the overall project design meets the buffer zone performance standards stipulated in Section 3.41(E)(1) of the Fort Collins Land Use Code. Comment #6 Response The Ecological Characterization Study Report (ECSR) recommends substantial mitigation for enhancing existing conditions on the property and provides a number of mitigation measures for development and enhancement of the buffer zone. The project, as currently proposed and with the implementation of the recommended mitigation measures, represents a substantial improvement over existing conditions, as well as providing enhancement and protection of the existing Poudre River riparian corridor. The ECSR is also in complete compliance with the direction, intent, and performance standards stipulated by Section 3.41 of the Fort Collins Land Use Code. T.
