This is a request for a Modification of Standard to Section 4.2(E)(2)(c) which caps the
maximum, overall average density in clustered residential projects in the Urban Estate
(U-E) zone at 2.00 dwelling units per gross acre and 5.0 dwelling units per net acre
within a cluster development plan for Pateros Creek, a pending Project Development
Plan. The request seeks a maximum density of 2.36 dwelling units per gross acre
which would result in six additional dwelling units from 35 to 41. The parcel is 17.34
acres in size and located on the east side of Wood Street, approximately'/4 mile east
of North Shields Street. The site is developed and formerly known as the Bender
Mobile Home Park.

4. BUCKING HORSE PROJECT DEVELOPMENT PLAN, #PDP120001
This is a request for a 51-acre P.D.P. located on east side of Timberline Road
consisting of 138 single family lots, 78 townhomes and mix of land uses on the historic
Jessup Farm. The mix includes 41,000 square feet of industrial, 4,850 square feet for
a child care facility and approximately 9,000 square feet of rehabilitated structures
within the historic Jessup Farm. Other uses include retail, open air farmers market,

5. PLANNED DEVEOPMENT OVERLAY DISTRICT PILOT WITH RELATED LAND
USE CODE AMENDMENTS
This is a request to make a recommendation to City Council regarding an Ordinance to
adopt the Planned Development Overlay District (PDOD) pilot. The pilot would
establish a six-month application period providing developers the option to use the
PDOD. The PDOD is a new zoning tool designed to provide contextual land use and
design flexibility for infill development and redevelopment projects. The pilot is being
proposed as a way to test the PDOD prior to considering adopting it on a permanent
basis.

This is a request to add Office as a permitted use to the Neighborhood Conservation
Low Density (NCL) District, on a specific site, at 1008 Mantz Place. The proposal is to
add an office use to an existing 1,004 square foot single-family residence on a 0.17
acre lot. The applicant has specified that the request is to add the use as opposed to
change the use. The proposed office is planned for the existing Elderhaus Adult Day
Programs located across the street at 605 South Shields Street. The only physical
changes proposed to the property are a new street tree in the front yard and an

This request is to locate the Poudre School District's Cooper Home in a 1,416 square
foot single-family house on a 0.21 acre lot at 217 East Swallow Road. The Cooper
Home is a facility to assist disabled students, 18 - 21 years in age, in transitioning into
their next phase in life. It will serve 15 - 22 students during the regular school day and
year. The only physical changes proposed to the property are the paving of an existing
driveway and alterations to the sidewalk and house entry in order to be compliant with
the American with Disabilities Act (ADA).
