Entrances and exits to visitor parking areas shall be clearly marked and accessible from public streets and from inspection lanes. 2.3.15 - Landscaping Landscaping shall be a model for the neighborhood or surrounding area. Exposed soil is prohibited, and at least 10% of the station site shall be vegetated. Buffering, if required, must conform with local planning and zoning regulations. Maintenance on lawns and/or shrubbery shall be done at Ieast weekly. Xeriscape systems are encouraged. 2.3.16 - Paving and Marking All surfaces upon which vehicles will move must be properly paved and maintained. Lane and directional markings, and pedestrian walkways shall be painted and properly maintained. All painted markings must be repainted a minimum of once yearly, with additional maintenance performed upon evaluation by the state. All markings shall be consistent with those used on public highways. All surfaces shall be kept clean at all times. Snow removal shall be effected when accumulation exceeds two inches on driving surfaces. Pedestrian walkways on and around inspection centers shall be kept clear of snow and ice at all times. Paved areas and walkways shall have drainage designed to prevent standing water. 2.3.17 — Potential Center Expansion Each site shall be large enough to permit expansion of the testing center by at least one additional lane to include queuing. 2.3.18 — Compressed Air Each center must provide a source of compressed air for tire inflation at a pre-I/M 240 position in the lane to handle motorists with low tire pressure. 2.3.19 — Studded Tires Inspection centers shall be designed to provide for testing vehicles with studded tires. 2.4 - Dedicated Technical Assist Lanes and State Office Space The Contractor shall, without cost to the state, provide dedicated technical assist lanes and associated office space to be used by CDPHE and Department of Revenue to evaluate failing vehicles and conduct other activities associated with the program. Dedicated assist lanes and associated office space must be provided at the Ft. Collins and Greeley Inspection Centers. State personnel office space and a DOR waiver bay must be provided at the Loveland Inspection Center. A DOR waiver bay must be provided at the Southwest Weld Inspection Center. The dedicated assist lane and office space at the Ft. Collins and Greeley Inspection Centers shall meet the following specifications: 10 2.3.7 - Public Area Public waiting areas shall be provided at all inspection centers when inspections procedures require motorists to get out of their vehicles. Such area(s) shall be enclosed and situated in such a way that customers may observe their vehicles during the inspection process directly or by video monitors. The public areas must be safe and reasonably comfortable. All public areas must be easily accessible by handicapped persons. Public areas include offices, restrooms and the public waiting areas. 2.3.8 - Identification and Directional Signs Each inspection center shall have identification and directional signs directing motorists to the center from the nearest highway/arterial. The Contractor shall coordinate with the appropriate public entity to establish the directional signs. 2.3.9 - Wait time sign Each center shall be equipped with an electronic wait time sign located at the entrance to the center accurately showing the motorist the estimated amount of time until test completion. 2.3.10 — License Plate Reader A license plate reader shall be installed at the entrance to each inspection center that records the license plate of entering vehicles in order to calculate the wait time for each vehicle. 2.3.11- Handicapped Accessibility -Each center shall be constructed to provide access by the handicapped as required by federal, state, and local laws, rules or codes including the Americans with Disabilities Act. Each center shall contain adequate signs to allow a deaf person or a person with limited English language skills to complete the inspection process. 2.3.12 - Queuing Area I Each inspection center shall have queuing lanes for vehicles that are awaiting inspection. The minimum queuing length shall be 150 Iinear feet per lane. Queued vehicles shall not be allowed to extend onto public streets or sidewalks. 1Q 2.3.13 - Disabled Vebicle Area / Each center shall include a parking space for at least one disabled vehicle (vehicles that have become inoperable) at each inspection center. The disabled vehicle parking space(s) shall be convenient to the inspection lanes, and the location shall be consistent with the manner in which disabled vehicles will be removed from the inspection lanes. 2.3.14 - Parking Each inspection center shall include sufficient parking spaces to accommodate all of Contractor's employees on duty at any onetime, visitors and state employees. Parking shall be provided for the handicapped in accordance with state and federal law. Schreiner Operations Manager Environmental Systems Products Envirotest, as previously discussed, would provide designated stripping and handicap curb cuts at the parking curb and entry curb of the building to identify the walkway. We believe this to be a viable solution to this modification request. It should be noted that Envirotest would be the only development currently in this business park required to place sidewalks on SE Frontage Road and meet the requirement to have the continuous sidewalk from the SE Frontage Road side walk with direct access to the building. While we have accepted the SE Frontage Road sidewalk with the understanding of future development or change of ownership being required to adhere to the development of a sidewalk, we believe that the continuous side walk to the building will impede our ability to safely control the traffic movement on our property with respect to the nature of our business of vehicle emissions testing. (2) Orientation to Build -to Lines for Streetfront Buildings - With respect to the build to line requirement of this section it should be noted that at this time there are no current buildings in this development that meet this requirement. As noted above with the nature of our business and requirement to allow for 150' of spacing for queuing of customer vehicles and traffic flow as required by the Colorado Department of Public Health and Environment, placing the building 15' from SE Frontage Road would require that the staff, general public and state personnel parking areas be moved to the North side of the building which creates traffic flow and safety concerns for all. By moving this parking area we would be asking that these individuals walk between moving vehicles and thus place them in harm's way. We must provide for a continuous fire lane around the property which would be impacted by placing a parking area on the North side as well when factoring in the easement requirement of the North side of this property. By placing the building in the manner proposed, we believe we would be consistent with the like building development for this area, thus meeting the requirement as written for the consistency/relationship of buildings based on the current development in this area. Our state oversight agency and issuer of the contract associated to the vehicle emissions testing program specifically require that the following be adhered to when developing this site. 2.3.12 — Queuing Area — Each inspection center shall have queuing lanes for vehicles that are awaiting inspection. The minimum queuing length shall be 150' linear feet per lane. 2.3.14 — Parking — Each inspection center shall include sufficient parking spaces to accommodate all of Contractor's employees on duty at any one time, visitors and state employees. PrAEnvirotest Systems 5175 Marshall St., Arvada, CO 80002 ♦ PH: 303-456-7000 ♦ FAX: 303-420-4066 Date: January 26, 2010 Re: Modification of Standard Request To: Emme McArdle Ms. McArdle, Enviortest Systems is seeking a Modification of Standard Request for Fort Collins Land Use Code 3.5.3 Mixed -Use, Institutional and Commercial Buildings (B) Relationship of Buildings to Streets, Walkways and Parking (1) and (2)(b). When factoring into account our primary business, which I will further highlight below as it relates to each of these areas, that adherence to these two areas would cause a hardship in our ability to conduct our primary business, thus rendering this site and therefore any site within the city of Fort. Collins unbuildable. (B) Relationship of Buildings to Streets, Walkways and Parking (1) Orientation to a Connecting Walkway — Based on the nature of our business (Vehicle Emission Testing) and the need to have direct access to all sides of our building for traffic flow we are unable to adhere to this requirement. Attached is a copy of the general site plan that highlights the specific need to have circular access to the entire building to move cars without restriction from entry and exit points. If a continuous walkway was required from the primary street sidewalk to the building (direct access) we would impede the traffic access and flow on the South side of the building thus rendering this area useless by blocking access for entering vehicles not seeking an emission tests from exiting the site at the designated exit location on the S/W side of the site. This would also be the case for employee access and state personnel activities. Another factor that requires our ability to have full movement access is the need to keep customer traffic flowing to the correct testing area of the site and keeping this traffic separate from the general area that our staff park and enter/exit the building. We believe by requiring a continuous walk way it would place an unnecessary safety risk on our staff and the general public not seeking an emissions test but conducting other business by placing them in harm's way. By eliminating this requirement we would potentially reduce the number of traffic accidents that could be created by having traffic flow occurring at the S/E entry point for both entry and exiting vehicles. By removing this requirement all traffic flow would be conducted by entry on the S/E access and exiting on the S/W exiting access.
