The City of Fort Collins considers all modes when looking at the transportation system. The TIS for the City of Fort Collins needs to address pedestrians and bicyclists in addition to motorists. Please see Chapter 4 of the Larimer County Urban Area Street Standards (LCUASS) for additional information and guidance. Please let me know if you have questions on the guidance in the LCUASS manual. Hello again everyone, After further discussion with Joe Olson, the submitted TIS will be acceptable for this project. No further revisions are necessary. Ward. Gloria, Sheri, I called Aaron Heumann regarding the Air Care Colorado TIS. He's been the person contacting me about the TIS. I didn't reach him but did leave a voice mail that I had made a mistake regarding the City's limits and due to that I will be requesting that the TIS be revised to meet the LCUASS guidelines, beginning with a scoping meeting. My apologies for this error and the confusion it may have caused. You indicated that a Bicycle and Pedestrian study is typically required as part of the TIS. However, we were not required to follow the LCUASS for any of the vehicular analysis and, as a result, did not conduct a complete TIS for this project. The traffic work that we were required to submit was simply a technical memorandum that showed the trip generation and distribution for the unique emission testing facility land use and a right -turn deceleration lane evaluation for the main access driveway. Minimal pedestrian or bicycle activity is anticipated to be generated by the Air Care Colorado project. With the intent of the proposed land use for testing vehicle emissions, visitors will need to bring their vehicles to the facility and, thus, arrival by other means is unlikely. In addition, due to the location of the facility, the number of employees anticipated to arrive by means other than private vehicle is expected to be nominal. While there are bicycle lanes along SE Frontage Road, I believe there are currently no public bus routes along SE Frontage Road or even along E Mulberry Street to the east of 1-25, and there are no sidewalk facilities anywhere along SE Frontage Road or even Demrose Court. In light of the level of traffic analysis being required for this project and anticipation of little if any pedestrian and bicycle activity related to the emission testing facility, we believe that a Bicycle and Pedestrian study would not provide any useful results. Could you please clarify to what extent you are looking to have alternative modes evaluated for this project? Thank you for you assistance! Aaron Aaron S.
