We also agree that no auxiliary lanes are warranted based upon the information provided. When preparing the construction drawings, CDOT requests that the out only access be constructed as narrow as possible to discourage two way traffic. We have provided water quality treatment of runoff from the front portion of the site within the area behind the detached walk. We appreciate your help working with us to get this important facility on this site and within the time constraints we are under. Number 21: Trash enclosure elevations are shown in our architectural elevations with our original submittal. The Trash enclosure will be constructed of high quality material and colors consistent with the building. Number 22: Architectural elevations in our original submittal indicate material types. We are submitting a material sample board illustrating color treatments for the building. Number 23: We have added notes regarding landscape plan completion requirements and posting of surety requirements to the Landscape Plan. Number 24: The lighting plan includes notes regarding a Light Loss factor of 1.00. and includes ASI specification to "full cut-off' standards. Number 25: Two handicapped accessible spaces are shown on the site plan. Comments from Current Planning: 1. Parking has been reconfigured to meet operational needs of Air Care. The site plan is substantially the same as discussed at our last meeting with the addition of a pedestrian crossing element and a detached sidewalk/tree lawn. 2. A clearly defined pedestrian crossing is being provided across the drive -isle. We have removed parking spaces to do this and have moved the crossing to better align with the building entry. The pedestrian crossing includes "curb -heads" on both side of the drive isle that extend into the drive isle to serve as a visual reference to vehicles. Ornamental grasses will be planted on either side of the pedestrian way which and will provide a vertical reference to drivers that they are crossing a pedestrian way. Pedestrian crosswalk signage will be located on these curb -heads in accordance of traffic control signage standards. The crosswalk will include painted cross walk bars per industry standards to clearly define the pedestrian crossing across the vehicle drive -isle. 3. We have added a detached sidewalk and tree lawn. The tree lawn includes irrigated turf City approved street trees 30 to 35 feet on Center to provide separation of pedestrians for the Southeast Frontage Road and an attractive entrance to the Ari Care Facility. 4. We have added evergreen tree plantings along the discharge lanes from Interstate 25. Landscaping along the north has been revised to include more evergreen tree screening Number 43: The landscape plan reflects the correct subdivision name. Number 44: Text over line conflicts have been removed in the landscape plan. Number 45: Site Plan has been replaced with Landscape Plan on the Landscape Plan Site Plan Number 38: The Site Plan includes the correct subdivision name. Number 39: The data path has been removed from the vicinity map on the site plan. Number 40: The lot number has been corrected. Number 41: Text over -line conflicts have been revised. Number42: Text sizes have been changed to be more legible. Storm -Water -Wastewater: Floodplain: Number 54: Floodplain red -mark comments have been addressed. Number 36: We are proving a water quality system in the frontage set -back and between the detached sidewalk and parking lot curb. Site drainage is being directed to this system by curb cuts and drainage pans per the details submitted. Number 37: Run-off from the front of the site will now be directed to the water quality system through drainage pans. Number 53: Drainage easements will be created over detention ponds and water quality systems. Easements will be created and conveyed by plat which is being processed separately. Zoning: Number 28: No response required. Number 29: Building sprinkler requirements are noted and will be met. Number 30• Fire Department Connection requirements will be met. Number 31: Knox Box requirements are noted and will .be met. Number 32: Requirement regarding fire line sizing are being met. Number 33: The site plan demonstrates that turning radius for fire apparatus is being met. Number 34: Addressing requirements for the building will be met. Number 35: Fire protection requirement will be met. Transportation Planning: Number 47: A detached sidewalk and tree lawn has been provided in the revised site plan per negotiations with Staff at our last meeting. Number 48: Bicycle parking is being provided on a hard surface out of pedestrian access ways. Number 49: We have worked with CDOT who approves of the existing Southeast Frontage Road lane configuration and our proposed access points. Access permits will be obtained upon PDP review. Number 50: The detached sidewalk which falls outside of the public ROW will be located in an access easement. The easement will be created by subdivision plat which is being processed separately. Number 52: Per discussions with Staff pedestrian and bicycle service level analysis is not being required. Technical Services: Landscape Plan Number 14: Water services are proposed and their locations have been coordinated with the respective utility providers and Fire District. The limits of street cut/patch are being added to the plans. The note requested is being added. Number 15: ROW width varies across the frontage of this property and a note is being added that "ROW varies" to the plans. Number 16: We have been working with CDOT and acknowledge.the requirements to obtain necessary access permits upon approval of the PDP: Number 17: We are confirming signature block and plan approval requirements of Elco, Boxelder and CDOT. Number 18: All red -marked plan comments are being addressed. Forestry Number 46: We have changed tree species to Patmore Ash, Shade Master Honeylocust and American Linden. The soil amendment note requested has been added to the landscape plan. Light and Power: Number 1: We will provide Commercial Service information and will coordinate location of electric supply and name and address of billing customer upon review of the PDP. Number 2: Autocadd plan conveyance requirements are noted and will be supplied. PFA Department: Number 26: Fire hydrant requirements are noted and are being addressed. Fire Hydrant clearance requirements have been addressed in landscape plans. Hydrant locations have been moved as shown on the site plan to address comments. Number 27: Fire land requirements are acknowledged and have been addressed in the site plan or will be built in conformance with comments. Current Planning: - 1 Number 4: Acknowledged we will obtain necessary access permits upon approval of the PDP. Engineering• Number 5: We have requested written correspondences from Gloria Mee -Idler of CDOT indicating CDOT's general approval of ROW, access points and turn -lanes. CDOT supports the South East Frontage Road as now configured and supports our two access points as proposed. Number 6: An easement for the detached sidewalk will be conveyed by plat Number 7: We acknowledge requirements related to completion of a Development Agreement and will execute one after PDP review. Number 8: All City notes numbers 26, 41, 47 and 48 are being incorporated into applicable utility and civil plan cover sheets. Number 9: Spot elevations are being included at all lot corners and finish floors/top of foundation elevations in grading plans. Number 10: Drainage plans are being revised to include no more than 750 sq. ft. of area draining from the drive entrances to the ROW. To accomplish this, we are adding concrete drainage pans to convey water into the front storm water quality system. Number 11: Sidewalk ramps now align at drive entrances for the detached walk as shown in the revised site plan. Number 12: The grading plan will show the entire width of the frontage road including drive entrances across the street. Number 13: Drive entrances will be built in accordance with Drawing 707. This detail will be included in the utility plan sheets. College Avenue Fort Collins, CO 80522-0580 RE: Air Care Colorado PDP — Type 1 Letter of Re -submittal Dear Mr. Shepard; This letter summarizes our response to staff comments received on the above referenced project. We appreciate your consideration on an expedited re -submittal review and Public Hearing on this PDP for March 29 or 30, 2010. As you know, we are under a tight timeline to construct this facility in order for it to be operational in 2010 per State of Colorado requirements. Our submittal has been revised to include a clearly defined pedestrian access -way from the Southeast Frontage Road to the building entry and includes a detached sidewalk and tree lawn as outlined in City code and as more specifically discussed at our last meeting with Staff. The operational demands of an Air Care facility, however, requires the public to be able to drive and to park at the front of the building which requires a drive isle between the Southeast Frontage Road and the Air Care public entrance and away from our testing lanes. Therefore, we request consideration of the necessary modifications to full code requirements for the building envelope and for the pedestrian access from the public way. Quite simply, operational demands of our facilities do not allow full compliance with these two code requirements. We are submitting a revised site plan, landscape plan and Utility Plan, sheet C200 along with details and calculations of our water quality system. The full drainage report will be submitted in the next few days. A specific response to comments received in the February 8, 2010 Staff Project Review comment letter is summarized below:
