Dear Seth -
On behalf of the Fort Collins Downtown Development Authority (DDA), we would like to convey support for
Brinkman Partner's proposed Max Flats project located;at 203 West Mulberry Street. and their request for
approval of the four minor modifications to the Land Use Code standards outlined in the City staff report. As
you know; the DDA Board of Directors voted unanimously on February 14, 2013 .to approve a resolution
including this property in the DDA boundary as well as providing $193,082 of funding for public improvements
related to the project. The City Council unanimously approved an amendment to the DDA Plan of
Development on March 19, 2013 to include property into the DDA boundary area. The DDA will begin a
multi -year reimbursement to Brinkman Partners upon:completion of the public improvements and acceptance
by the City of Fort Collins.
The'Max Flats project addresses several primary objectives of the DDA. Max Flats represents the first new
residential project in the downtown Mason Corridot with adjacency to a MAX Bus Rapid Transit station at
Mulberry Street. The project offers the dual opportunities to revitalize;an unoccupied, infill property at a major
downtown intersection while directly interfacing with a transit station.. Additional residential units will be
created to diversify the offerings of market rate rental housing in the Downtown.
The DDA is dedicated to facilitatingand supporting projects -that enhance.the downtown experience within the
framework of the permitted uses. Through the Preliminary Development Plan (PDP) and DDA funding
processes, the challenges of this particular infill site for redevelopment have been identified and addressed with
thoughtful solutions. Brinkman Partners has demonstrated a willingness to collaborate with multiple parties,
including the DDA, to design a project that complements the civic and commercial characteristics of adjacent
properties and creates a project design that interfaces well with the adjacent transit station and the specific
'context of this sub -district -of the downtown.
